2. (क) योजना और िवकास बोड(cid:6981) का संयोजन िन(cid:7388)ानुसार होगा: -

(ग) योजना और िवकास बोड(cid:6981) के सभी सद(cid:7021)य(cid:7298) के नामांकन और सद(cid:7021)यता म(cid:7286) सभी (cid:7079)कार के प(cid:7407)रवत(cid:6981)न काय(cid:6981)कारी प(cid:7407)रषद को
सूिचत (cid:7408)कए जाएंगे।
(घ) योजना और िवकास बोड (cid:6981) क(cid:7409) बठै क वष (cid:6981) म(cid:7286), सामा(cid:7008)यतः दो बार, अथवा य(cid:7408)द आव(cid:7019)यक तो इसस े पूव (cid:6981) आयोिजत क(cid:7409) जाएगी
और कुलपित के िनद(cid:7287)श(cid:7298) के अनुसार, सिचव (cid:7367)ारा संयोिजत क(cid:7409) जाएगी, जो बैठक क(cid:7409) कार(cid:6981)वाई को कलमब(cid:7373) करेगा,

3. योजना और िवकास बोड(cid:6981) के काय(cid:6981) िन(cid:7388)ानुसार ह(cid:7298)ग-े
(i) िव(cid:7393)िव(cid:7378)ालय क(cid:7409) प(cid:7407)र(cid:7079)े(cid:7023)य अिधयोजना तैयार करना, इसे संशोिधत करना, इसक(cid:7409) समी(cid:6979)ा करना तथा परामश (cid:6981)
देना।
(ii) िव(cid:7393)िव(cid:7378)ालय चाट(cid:6981)र, िमशन (cid:7021)टेटम(cid:7286)ट एवं िवजन योजना तैयार करने और इ(cid:7008)ह (cid:7286)संशोिधत करन े के संबंध म(cid:7286) कुलपित
को सलाह देना;
(iii) अनुदान और गैर-योजनागत ससं ाधन(cid:7298) का उिचत उपयोग करने के उ(cid:7374)े(cid:7019)य से संबंिधत (cid:7079)ािधका(cid:7407)रय(cid:7298) और िनकाय(cid:7298) को
िव(cid:7393)िव(cid:7378)ालय के (cid:7079)शासिनक बुिनयादी ढांचे को सुधारन ेऔर सुदढ़ृ करन ेके उपाय(cid:7298) क(cid:7409) अनुशसं ा करना।
(iv) पंचवष(cid:7278)य और वा(cid:7414)ष(cid:6981)क योजना(cid:7312) के अंतग(cid:6981)त िव(cid:7393)िव(cid:7378)ालय हते ु िवकास अनुदान के (cid:7079)(cid:7021)ताव तैयार करना, ऐसे
अनुदान(cid:7298) क(cid:7409) आव(cid:7019)यकता(cid:7312) क(cid:7409) मा(cid:7074)ा तय करना और संबंिधत िव(cid:7275)पोषण एज(cid:7286)िसय(cid:7298) (cid:7367)ारा िनधा(cid:7407)(cid:6981) रत शत(cid:7300) के अधीन,

परंत,ु अनुसंधान िड(cid:7061)ी काय(cid:6981)(cid:7059)म(cid:7298) के संबंध म(cid:7286) िवभागीय सिमित के काय(cid:6981) अ(cid:7007)यादेश के (cid:7079)ावधान(cid:7298) और ऐसे काय(cid:6981)(cid:7059)म(cid:7298) को िनयंि(cid:7074)त
करने वाल ेिविनयम(cid:7298) के अधीन ह(cid:7298)गे;
(iii) िवभाग के काय(cid:7300) के उिचत िनव(cid:6981)हन हते ु िवभाग के िश(cid:6979)क(cid:7298) क(cid:7409) ऐसी उप-सिमितय(cid:7298) या ऐसी सिमितयां ग(cid:7407)ठत
करना, जो अपेि(cid:6979)त या उपय(cid:7334)ु हो;
(iv) िवभाग म(cid:7286) िविभ(cid:7382) काय(cid:7300) के िलए अनुबंध के आधार पर (cid:7390)ि(cid:7334)य(cid:7298) क(cid:7409) िनयुि(cid:7334) करने हते ,ु इस संबंध म(cid:7286) काय(cid:6981)कारी

1. There shall be a Planning and Development Board for the planning and development of the infrastructure
in the Campus and other properties of the University,
2. (a) The Planning and Development Board shall consist of the following members, namely—
(i) the Vice-Chancellor, (Chairperson)
(ii) the Pro- Vice-Chancellor
(iii) one person nominated by the University Grants Commission for such term as it may specify;
(iv) one person nominated by the Executive Council,
(v) one of the external expert members of the Building Committee nominated by the Vice-Chancellor;
(vi) the Deans of the all Schools and Directors of the University Campus;
(vii) The Registrar, the Finance Officer and the University Engineer. The Registrar shall act as the
Secretary of the Board.
(b) All the members of the Planning and Development Board shall hold office as such for a term of two
years. The 15 (Fifteen) members of the Board shall form a Quorum.
(c) All nominations of members and all changes in the membership of the Planning and Development
Board shall be reported to the Executive Council.
(d) The meeting of the Planning and Development Board shall ordinarily be held at twice a year, or sooner
if so required, and shall be convened, under the instructions of the Vice-Chancellor, by the Secretary,
who shall also record and maintain the proceedings and conduct the correspondence thereof, exercise
administrative supervision over the staff assigned to the Board and submit reports on its work and

3. The functions of the Planning and Development Board shall be as follows-
(i)(cid:32) to prepare and revise the perspective plan of the University and review and give advice on the
perspective plans.
(ii) to advice the Vice-Chancellor in respect of the preparation and revision of the Charter, the
Mission Statement and the Vision Plan of the University;
(iii) to recommend to the relevant authorities and bodies, measures for improving and strengthening
the administrative infra-structure of the University, in order to facilitate the proper application
and utilization of Plan grants and Non-Plan resources.
(iv) to prepare proposals for developmental grants under Five-year and Annual Plans for the
University, quantify the requirements for such grants and, subject to the conditions laid down by
the funding agency concerned, allocate or re-allocate such grants, Consistent with terms and
conditions of funding agencies.
(v) to co-ordinate the proposals and developmental projects to be submitted by the Departments and
other units of the University, under special Plan of Non-Plan Programmes/Schemes of the
University Grants Commission and other funding agencies, and supervise the preparation of any
presentation to be made to the funding agencies in respect of any such special
Programmes/Schemes;
(vi) to make recommendations in respect of the acquisition of land and real estate for the physical
expansion of the University, and of the development of the property of the University;
(vii) to advise the relevant authorities, bodies, officers and functionaries in respect of the compilation
and revision of the record of the land and real estate properties of the University and the
protection, preservation and appropriate utilization thereof;
(viii) to supervise the preparation of the Annual Report of the University;
(ix) to offer advice on any matter relating to academic and infrastructural planning and development,
referred to it by the Executive Council, the Academic Council or the Vice-Chancellor; and
(x) to perform such other functions as may be assigned to it by the Ordinances, or by the Executive
Council, the Academic Council or the Vice-Chancellor.

THE DEPARTMENTAL COMMITTEE
( under Section 28 of CU Act 2009)
1. The Departmental Committee shall consist of the Head of the Department, as Chairperson (cid:120)(cid:32)(cid:101)(cid:102)(cid:105)(cid:105)(cid:111)(cid:111)(cid:102)(cid:99) , and
five Professors, three Associate Professors and two Assistant Professors of the Department, by the rotation in
the order of seniority for a period of two years:
Provided that-
(i) as long as there is no Professor in the Department, the Departmental Committee shall have two more
Associate Professors as (additional) members by rotation in the order of seniority, who shall, subject
to a period of membership of two years, relinquish office as soon as a Professor joins the
Department;
(ii) as long as there is no Associate Professor in the Department, the Departmental Committee shall have
two more Assistant Professors as (additional) members by rotation in the order of seniority, who
shall, subject to a period of membership of two years, relinquish office as soon as a Associate
Professor joins the Department;
(ii)(cid:32) as long as there is no Professor and no Associate Professor in the Department, the Departmental

order of seniority, who shall, subject to a period of membership of two years, relinquish office as
soon as a Associate Professors joins the Department;
Provided where two or more subjects are assigned to a Department, for any matter specifically
concerning any subject that is not represented by the Chairperson and the other members (including additional
members) of the Departmental Committee, the senior-most teacher of the
Department in such subject shall be specially invited for the matter to the meeting concerned.
2.The Departmental Committee shall have the following functions, namely-
(i) operation of the teaching and co-curricular work of the Department among the teachers thereof and
monitor the proper execution thereof;
(ii) to take measures for the organization, promotion, co-ordination and monitoring of research work and
other academic and extra-curricular activities in the Department:
Provided that the functions of the Departmental Committee in respect of research degree
programmes shall be subject to the provisions of the Ordinance and Regulations governing such
programmes;
(iii) to appoint such sub-committees, or such committees of the teachers of the Department, as may be
necessary or expedient for the proper discharge of the work of the Department;
(iv) subject to the rules and norms laid down by the Executive Council or the Finance Committee in this
regard, to make recommendations to the officer or authority empowered by such rules, in respect of
the engagement of persons on contractual basis for various duties in the Department;
(v) to consider and decide on the assignment and utilization of the space, equipment and other assets of
the Department and other matters of general and academic interest to the Department; and
(vi) to perform such other functions as may be assigned by the Ordinances or Regulations or, from time
to time, by the Vice-Chancellor or the Dean or the Board of the School.
3. Meetings of the Departmental Committee shall be convened at least once every two months (except for the
periods of vacations) by the Head of the Department, who shall also maintain the proceedings and give effect
to the decisions thereof.
4. The proceedings of the Departmental Committee shall be reported to the Vice-Chancellor and the Dean of
the School.
