का.जन.आ. 10 (अ).— केंद्रीय सरकार अंतर-सने ा संगठन (कमान, ननंयत्रण और अनुिासन)
अजधजनयम, 2023 (2023 का 28) की धारा 11 द्वारा प्रित्त िजियों का प्रयोग करते हुए जनम्नजलजखत जनयम
बनाती ह,ै अर्ाात:् -
1..सजं क्षप्त नाम और प्रारंभ-(1) इन जनयमों का संजक्षप्त नाम अंतर-सेना संगठन (कमान, ननंयत्रण और अनुिासन)
जनयम, 2025 ह ै ।
(2) ये रािपत्र म ेंइनके प्रकािन की तारीख को प्रवृत्त होंग े।
2. पररभाषाए-ं इन जनयमों में, िब तक दक अन्यर्ा अपेजक्षत न हो-
(क) “अजधजनयम” से अंतर-सेना संगठन (कमान, ननंयत्रण और अनुिासन) अजधजनयम, 2023
(2023 का 28) अजभप्रेत ह ै ;
(ख) “अंतर-सेना स्ट्र्ापन” से ऐसा स्ट्र्ापन अजभप्रेत ह ै िो सेना अजधजनयम, 1950 (1950 का 45),
वायुसेना अजधजनयम 1950 (1950 का 46) और नौसने ा अजधजनयम, 1957 (1957 का 62) या उि
अजधजनयमों में से दकन्हीं िो अजधजनयम के अधीन और दकसी कमान अजधकारी द्वारा दिए गए कमान के

अधीन रहते हुए, मेिर िनरल या एयर वाइस मािाल या ररयल एडजमरल या इससे ऊपर की पंजि के
व्यजियों से जमलकर बना ह ै ।
(ग) “अंतर-सेना संगठन” का वही अर् ा होगा िो अजधजनयम की धारा 3 की उप धारा (1) के खंड (च) म ें
दिया गया ह ै ।
(घ) “अंतर-सेना यूजनट” से ऐसी कोई यूजनट या पोत या स्ट्र्ापन अजभप्रेत ह ै िो सेना अजधजनयम, 1950
(1950 का 45), वायुसेना अजधजनयम 1950 (1950 का 46) और नौसेना अजधजनयम, 1957
(1957 का 62) या उि अजधजनयमों में से दकन्हीं िो अजधजनयम के अध्यधीन और, और उि अजधजनयमों
में से दकसी एक अजधजनयम के अधीन रहते हुए दकसी अजधकारी द्वारा कमान के अध्यधीनिो अजधजनयम
की धारा 8 के जनबंधनों में सिि दकए गए व्यजियों से जमलकर बनी ह ै ।
(ड.) “संयुिसेना कमान”से ऐसीकमान अजभप्रेत ह ै िो सने ा अजधजनयम, 1950 (1950 का 45), वायुसेना
अजधजनयम 1950 (1950 का 46) और नौसेना अजधजनयम, 1957 (1957 का 62) या उि अजधजनयमों
में से दकन्हीं िो अजधजनयम के अधीन और दकसी कमांडर इन चीफ द्वारा दिए गए कमान के अधीन रहत े
हुए,लेजटटनेंट िनरल या एयर मािाल या वाइस एडजमरल की पंजि के व्यजियों से जमलकर बनी ह ै ।
(च) ऐसे िब्ि और पि जिन्ह ें इसमें प्रयुि दकया गया ह ै और ये अजधजनयम में या इन जनयमों में पररभाजषत
नहीं ह ैं ककंतु या तो सेना अजधजनयम, 1950 (1950 का 45), वायुसेना अजधजनयम 1950 (1950 का 46)
और नौसने ा अजधजनयम, 1957 (1957 का 62) या इनके अधीन बनाए गए जनयमों या जवजनयमों में
पररभाजषत ह,ैं का अर्ा क्रमिः वही होगा िो यर्ाजस्ट्र्जत उि अजधजनयमों, जनयमों या कानूनी जवजनयमों
में उनके जलए दिया गया ह ै ।
3. कमान- (1) िब कमांडर चीफ, समािेिक आदफसर या कमान अजधकारी अनपु जस्ट्र्त ह,ै छुट्टी पर ह,ै या
अन्यर्ा ह ै तो यर्ाजस्ट्र्जत, अतं र-सेवा संगठन स्ट्र्ापन या यूजनट में आिेि कमांडर चीफ, या कमान अजधकारी के
रूप में काय ा करने वाला अजधकारी अजधसूजचत दकया िाएगा और दकसी आपात जस्ट्र्जत में िहा ं ऐसे आिेि
अजधसूजचत नहीं दकए गए ह,ैं वहां ऐसा अजधकारी, जिसे अगले उच्चतर गठन द्वारा काया करने के जलए प्रजतजनयुि
दकया गया ह,ै जनयुजि अजधसूजचत होने तक, अजधसूजचत दकया िाएगा ।
(2) उप जनयम (1) के अधीन कमांडर इन चीफ,समाििे क आदफसरया कमान अजधकारी के रूप में काय ा करने
वाला अजधकारी संबंजधत सने ाअजधजनयमों, जनयमों या जवजनयमों में यर्ा अंतर्वाष्ट ऐसे जनबंधनों के अधीन रहत े
हुए, यर्ाजस्ट्र्जत, कमांडर इन चीफ, समािेिक आदफसरया कमान अजधकारी को प्रित्त दकसी भी िजि का प्रयोग
कर सकेगा ।
4. अनिु ासनात्मक और प्रिासजनक िजि- दकसी संयुि सेना कमान के कमांडर इन चीफ, अंतर-सेना स्ट्र्ापन के
समािेिक आदफसर और अंतर-सेना यूजनट के कमान अजधकारी, दकसी ऐसे व्यजि पर, िो दकसी सने ा अजधजनयम
के अधीन ह,ै उस अंतर-सने ा संगठन में तैनात ह ै या उससे िुडा ह,ै सभी अनुिासनात्मक और प्रिासजनक िजियों
का प्रयोग ऐसे व्यजि पर लागू सेना अजधजनयमों, जनयमों या जवजनयमों के अनसु ार करेंगे ।
5. अवजिष्ट उपबधं - कमांडर इन चीफ, यर्ाजस्ट्र्जत,अतं र-सेना स्ट्र्ापन के समािेिक आदफसरया अंतर-सेना
यूजनट के कमान अजधकारी के कमान, जनयंत्रण और अनुिासनात्मक तर्ा प्रिासजनक िजियों से संबंजधत ऐसे
मामले, जिनके संबंध में इन जनयमों में या सेना अजधजनयमों में या उसके अधीन बनाए गए जनयमों या जवजनयमों
में कोई स्ट्पष्ट उपबंध नहीं दकया गया ह,ै इनके जवजनश्चय के जलए केंद्रीय सरकार को जवजनर्िाष्ट दकए िाएंगे ।

NOTIFICATION
New Delhi, the 27th May, 2025
S.R.O. 10(E).— In exercise of the powers conferred by section 11 of the Inter-services
Organisations (Command, Control and Discipline) Act, 2023 (28 of 2023), the Central Government hereby
makes the following rules, namely:-
1. Short title and commencement.- (1)These rules may be called the Inter-services Organisations
(Command, Control and Discipline) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.- In these rules, unless the context otherwise requires -
(a) “Act” means the Inter-services Organisations (Command, Control and Discipline) Act, 2023
(28 of 2023);
(b) “Inter-services establishment” means an establishmentconsisting of persons, subject to the
Army Act, 1950 (45 of 1950), the Air Force Act, 1950 (46 of 1950) and the Navy Act, 1957
(62 of 1957) or any two of the said Acts, and commanded by an Officer-in-Command, of the rank of
Major General or Air Vice Marshal or Rear Admiral or above;
(c) “Inter-services Organisation” shall have the meaning as assigned to it in clause (g) of
sub-section (1) of section 3 of the Act;
(d) “Inter-services unit” means a unit or ship or establishment, consisting of persons, subject to the
Army Act, 1950 (45 of 1950), the Air Force Act, 1950 (46 of 1950) and the Navy Act, 1957
(62 of 1957)or any two of the said Acts, and commanded by an Officer subject to any of the said Acts,
empowered in terms of section 8 of theAct;
(e) “Joint Services Command” means a Command consisting of persons, subject to the Army
Act, 1950 (45 of 1950), the Air Force Act, 1950 (46 of 1950) and the Navy Act, 1957 (62 of 1957) or
any two of the said Acts, and commanded by a Commander-in-Chief, of the rank of Lieutenant General
or Air Marshal or Vice Admiral;
(f) Words and expressions used herein and not defined in the Act or in these rules, but defined
either in the Army Act, 1950 (45 of 1950), the Air Force Act, 1950 (46 of 1950) and the Navy Act,
1957 (62 of 1957) or in the rules or regulations made thereunder, shall have the meaning respectively
assigned to them under the said Acts, rules or statutory regulations, as the case may be.
3. Command.-(1) When the Commander-in-Chief, the Officer-in-Command or the Commanding Officer
is absent,on leave or otherwise, the officer to officiate as the Commander-in-Chief, Officer-in-Command or the
Commanding Officer shall be notified in the Inter-services Organisation, Establishment or Unit Orders, as the
case may be and in case of emergency where such Orders have not been notified, by such officer as deputed to
officiate by the next higher formation, until the appointment is notified.
(2) The officer officiating under sub-rule (1) as the Commander-in-Chief, the Officer-in-Command or the
Commanding Officer, shall, subject to such restrictions as contained in the respective Service Acts, rules or
regulations, exercise any power conferred on the Commander-in-Chief, the Officer-in-Command or the
Commanding Officer, as the case may be.
4. Disciplinary and administrative power. -The Commander-in-Chief of a Joint Services Command,
Officer-in-Command of Inter-services establishment and Commanding Officer of Inter-services unit shall
exercise all disciplinary and administrative power over a person subject to any of the Service Acts, posted or4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC.4]
attached to that Inter-services Oragnisation, in accordance with theService Acts, rules or regulations applicable
to such person.
5. Residuary provision.- Matter relating to command, control and disciplinary and administrative
powers of the Commander-in-Chief or, as the case may be, Officer-in-Command of the Inter- services
Organisation or the Commanding Officer of an Inter-services unit with respect to which no express provision
has been made in these rules or in the Service Acts or in the rules or regulations made thereunder, shall be
referred to the Central Government for its decision.
