Release
TRAI Assesses Mobile Network Quality Across Dhanpur,
Jeehan, Karot Khas, Bharti, Paddar, Bharin, Bhota, Aghar and
Ladraur etc. under Hamirpur and nearby areas & Harlog,
Bhager, Auhar, Bharari, Zakatkhana, Jabal, Thapna,
Swarghat, Jamli, Kothipura, Ghaghas, Dehar and Salaper etc.
under Bilaspur and nearby areas.
The Telecom Regulatory Authority of India (TRAI)
has released findings of Independent Drive Test (IDT)
conducted across Hamirpur & Bilaspur and nearby areas
Route under HP LSA, during the month of May 2026, for
information of general telecom consumers. The purpose of
this drive test is to assess and verify real time quality of
mobile network services (both voice & data) provided by
Telecom Service Providers (TSPs). During the IDT, TRAI
captures performance of TSPs for key Quality of Service
(QoS) parameters like Coverage, Call Drop Rate (CDR), Call
Setup Success Rate (CSSR), data Download (DL) and Upload
(UL) throughput etc., which are then published to inform
Consumers and encourage TSPs to improve their services.
2. These IDTs have been designed to capture on ground
mobile network performance of all TSPs across diverse
usages environment like cities, hotspots, public transport
hubs, etc. In this type of drive testing, live data and voice
sessions are established using SIM cards from all TSPs over
2G, 3G, 4G and 5G networks. Multiple advanced test
handsets are used, and the sessions are monitored and
analyzed in real-time using advanced Software Systems.
3. TRAI, through its appointed agency, conducted drive tests
across Railway Drive from Chandigarh to Amb - 168.0 Km,
Highway Drive - 119.0 Km, City drive โ 290.6 Km, Hotspot
locations - 08, Walk Test - 2.5 Km and Inter Operator Callingat 01 location during 12th May 2026 to 16th May 2026 in HP
LSA. These tests were conducted under the supervision of
the TRAI Regional Office Delhi. The observations presented in
drive test reports represent the performance of the TSPs on
the area / route under test on the day / time of conducting
the drive test.
4. Drive Test Route Map: The following map provides
overview of drive test routes indicating Railway Drive,
Highway Drive, City drive, Hotspots, walk tests & Inter-
operator calling, as per the legends shown on the map: -5. Key Parameters Assessed
a) Coverage Gap: Percentage of samples, for which signal
strength observed less than the minimum prescribed signal
strength for respective technology (2G/ 3G/ 4G/ 5G).
b) Voice Services: Call Setup Success Rate (CSSR), Drop Call
Rate (DCR), Call Setup Time, Call Silence Rate, Speech
Quality (MOS).
c) Call Silence Instance: Number of call silence instances
occurred during the calls.
d) Data Services: Download / Upload Throughput, Latency,
Jitter, Packet Drop Rate.6. The overall mobile network performance in Hamirpur and
nearby areas route for the key parameters has been
summarized below: -
a) Coverage Gap - The signal strength observed during
voice testing on the drive test route in auto-selection mode
(5G/4G/3G/2G), measured as the number of samples having
poor signal strength out of the total samples collected, was
479/16503 for Airtel, 2232/16232 for BSNL, 272/15571 for
RJIL and 2401/16460 for VIL. Details of the coverage gaps
have been provided in the map of Annexure-I.
b) Dropped Calls - Dropped calls in auto-selection mode
(5G/ 4G/ 3G/ 2G), measured as the number of dropped calls
out of the number of successfully established calls, were
0/148 for Airtel, 18/151 for BSNL, 0/148 for RJIL and 1/148 for
VIL. Details of the dropped call locations have been provided
in the map of Annexure-I.
c) Call Silence Instance - Call silence instances in Auto-
selection mode (5G/4G), measured as the total number of
silence instances observed for > 3 seconds out of the total
calls established, were 5/143 for Airtel, 12/118 for BSNL,
4/143 for RJIL and 1/145 for VIL. Details of the call silence
instance locations have been provided in the map of
Annexure-I.
d) Data Download and Upload Throughput:
i) Data Download performance (Overall): Average download
speed was observed as 171.15 Mbps for Airtel (5G), 11.29
Mbps for BSNL (4G), 243.12 Mbps for RJIL (5G) and 13.51
Mbps for VIL (4G). Detail of Download throughput has been
provided in the map of Annexure-I.
ii) Data Upload performance (Overall): Average upload
speed was observed as 18.38 Mbps for Airtel (5G), 4.81 Mbps
for BSNL (4G), 19.81 Mbps for RJIL (5G) and 6.35 Mbps for VIL
(4G). Details of Upload throughput have been provided in the
map of Annexure-I.

7. The overall mobile network performance in Bilaspur and
nearby areas route for the key parameters has been
summarized below: -
a) Coverage Gap - The signal strength observed during
voice testing on the drive test route in auto-selection mode
(5G/4G/3G/2G), measured as the number of samples having
poor signal strength out of the total samples collected, was
902/18816 for Airtel, 5774/17483 for BSNL, 658/19006 for
RJIL and 6806/18548 for VIL. Details of the coverage gaps
have been provided in the map of Annexure-II.
b) Dropped Calls - Dropped calls in auto-selection mode
(5G/ 4G/ 3G/ 2G), measured as the number of dropped calls
out of the number of successfully established calls, were
2/170 for Airtel, 29/159 for BSNL, 3/173 for RJIL and 11/170
for VIL. Details of the dropped call locations have been
provided in the map of Annexure-II.
c) Call Silence Instance - Call silence instances in Auto-
selection mode (5G/4G), measured as the total number of
silence instances observed for > 3 seconds out of the total
calls established, were 10/163 for Airtel, 6/100 for BSNL,
4/167 for RJIL and 7/164 for VIL. Details of the call silence
instance locations have been provided in the map of
Annexure-II.
d) Data Download and Upload Throughput:
i) Data Download performance (Overall): Average
download speed was observed as 87.49 Mbps for Airtel (5G),
6.92 Mbps for BSNL (4G), 172.19 Mbps for RJIL (5G) and
13.62 Mbps for VIL (4G). Detail of Download throughput has
been provided in the map of Annexure-II.
ii) Data Upload performance (Overall): Average upload
speed was observed as 11.82 Mbps for Airtel (5G), 3.78 Mbpsfor BSNL (4G), 14.45 Mbps for RJIL (5G) and 3.96 Mbps for VIL
(4G). Details of Upload throughput have been provided in the
map of Annexure-II.

8. The overall mobile network performance in Highway
route from Amb to Hamirpur for the key parameters has
been summarized below: -
a) Coverage Gap - The signal strength observed during
voice testing on the drive test route in auto-selection mode
(5G/4G/3G/2G), measured as the number of samples having
poor signal strength out of the total samples collected, was
433/6059 for Airtel, 4070/8372 for BSNL, 120/6097 for RJIL
and 2091/5625 for VIL. Details of the coverage gaps have
been provided in the map of Annexure-III.
b) Dropped Calls - Dropped calls in auto-selection mode
(5G/ 4G/ 3G/ 2G), measured as the number of dropped calls
out of the number of successfully established calls, were 0/30
for Airtel, 18/50 for BSNL, 0/31 for RJIL and 8/35 for VIL.
Details of the dropped call locations have been provided in
the map of Annexure-III.
c) Call Silence Instance - Call silence instances in Auto-
selection mode (5G/4G), measured as the total number of
silence instances observed for > 3 seconds out of the total
calls established, were 3/30 for Airtel, 4/43 for BSNL, 1/30 for
RJIL and 2/31 for VIL. Details of the call silence instance
locations have been provided in the map of Annexure-III.
d) Data Download and Upload Throughput:
i) Data Download performance (Overall): Average
download speed was observed as 146.26 Mbps for Airtel
(5G), 9.57 Mbps for BSNL (4G), 250.71 Mbps for RJIL (5G) and9.76 Mbps for VIL (4G). Detail of Download throughput has
been provided in the map of Annexure-III.
ii) Data Upload performance (Overall): Average upload
speed was observed as 15.77 Mbps for Airtel (5G), 5.03 Mbps
for BSNL (4G), 22.81 Mbps for RJIL (5G) and 5.00 Mbps for VIL
(4G). Details of Upload throughput have been provided in the
map of Annexure-III.

9. The overall mobile network performance in Highway
route from Hamirpur to Bilaspur for the key parameters
has been summarized below: -
a) Coverage Gap - The signal strength observed during
voice testing on the drive test route in auto-selection mode
(5G/4G/3G/2G), measured as the number of samples having
poor signal strength out of the total samples collected, was
36/5892 for Airtel, 1114/5621 for BSNL, 34/5868 for RJIL and
1050/5779 for VIL. Details of the coverage gaps have been
provided in the map of Annexure-IV.
b) Dropped Calls - Dropped calls in auto-selection mode
(5G/ 4G/ 3G/ 2G), measured as the number of dropped calls
out of the number of successfully established calls, were 0/30
for Airtel, 8/31 for BSNL, 0/30 for RJIL and 2/29 for VIL.
Details of the dropped call locations have been provided in
the map of Annexure-IV.
c) Call Silence Instance - Call silence instances in Auto-
selection mode (5G/4G), measured as the total number of
silence instances observed for > 3 seconds out of the total
calls established, were 0/29 for Airtel, 9/32 for BSNL, 1/29 for
RJIL and 0/30 for VIL. Details of the call silence instance
locations have been provided in the map of Annexure-IV.
d) Data Download and Upload Throughput:i) Data Download performance (Overall): Average
download speed was observed as 176.88 Mbps for Airtel
(5G), 5.44 Mbps for BSNL (4G), 221.34 Mbps for RJIL (5G) and
10.59 Mbps for VIL (4G). Detail of Download throughput has
been provided in the map of Annexure-IV.
ii) Data Upload performance (Overall): Average upload
speed was observed as 17.67 Mbps for Airtel (5G), 3.89 Mbps
for BSNL (4G), 15.83 Mbps for RJIL (5G) and 5.89 Mbps for VIL
(4G). Details of Upload throughput have been provided in the
map of Annexure-IV.

10. The overall mobile network performance in Railway
route from Chandigarh to Amb for the key parameters
has been summarized below: -
a) Coverage Gap - The signal strength observed during
voice testing on the drive test route in auto-selection mode
(5G/4G/3G/2G), measured as the number of samples having
poor signal strength out of the total samples collected, was
312/11112 for Airtel, 1501/10604 for BSNL, 341/11115 for
RJIL and 1318/11020 for VIL. Details of the coverage gaps
have been provided in the map of Annexure-V.
b) Dropped Calls - Dropped calls in auto-selection mode
(5G/ 4G/ 3G/ 2G), measured as the number of dropped calls
out of the number of successfully established calls, were 0/55
for Airtel, 8/55 for BSNL, 0/55 for RJIL and 2/55 for VIL.

the map of Annexure-V.
c) Data Download and Upload Throughput:
i) Data Download performance (Overall): Average
download speed was observed as 165.09 Mbps for Airtel
(5G), 12.77 Mbps for BSNL (4G), 195.53 Mbps for RJIL (5G)and 27.16 Mbps for VIL (5G). Detail of Download throughput
has been provided in the map of Annexure-V.
ii) Data Upload performance (Overall): Average upload
speed was observed as 25.67 Mbps for Airtel (5G), 8.66 Mbps
for BSNL (4G), 17.83 Mbps for RJIL (5G) and 15.48 Mbps for
VIL (5G). Details of Upload throughput has been provided in
the map of Annexure-V.

11. Details of drive test route and area covered during the
IDT are as below: -
a) City - The areas covered in the city drive are Dhanpur,
Jeehan, Karot Khas, Bharti, Paddar, Bharin, Bhota, Aghar and
Ladraur etc. under Hamirpur and nearby areas & Harlog,
Bhager, Auhar, Bharari, Zakatkhana, Jabal, Thapna,
Swarghat, Jamli, Kothipura, Ghaghas, Dehar and Salaper etc.
under Bilaspur and nearby areas.
b) Highway - The area covered in the Highway route are
Amb to Hamirpur via Lohara Khas, Jawar, Nadaun, Bharti and
Jol Sappar etc. & Hamirpur to Bilaspur via Bharin, Bhota,
Dain, Ukhali, Dangar, Dadhol, Naswal, Ghumarwin, Bhager,
Kandrour and Upper Nihal etc.
c) Railway - The area covered in the Railway route is
Chandigarh to Amb Via Sahibzada Asngr, Morinda, Rupnagar,
Anandpur Sahib, Nangal Dam, Una Himachal.
d) Hotspot - The hotspot locations, capturing stationary
user experience are AIIMS Bilaspur, Bilaspur Bus Stand, DC
Office Bilaspur, Dr Radhakrishnan Govt Medical College
Hospital, Hamirpur, Government Post Graduate College
Bilaspur, ISBT Hamirpur, National Institute of Technology,
Hamirpur and Purnam Mall Bilaspur.
e) Walk Test - The walk test conducted on 14th May 2026,
covered Main Bazar Hamirpur capturing mobile network
