TRAI releases consultation paper on draft amendments in 'The
Standards of Quality of Service of Access (Wireline and Wireless) and
Broadband (Wireline and Wireless) Service Regulations, 2024'
New Delhi, August OS, 2026 - The Telecom Regulatory Authority of India
(TRAI) today issued the consultation paper on draft amendments proposed in
'The Standards of Quality of Service of Access (Wireline and Wireless) and
Broadband (Wireline and Wireless) Service Regulations, 2024' seeking
comments and counter comments of stakeholders.
2. In August, 2024, TRAI comprehensively reviewed the earlier QoS
framework and notified consolidated regulation 'The Standards of Quality of
Service of Access (Wireline and Wireless) and Broadband (Wireline and
Wireless) Service Regulations, 2024' on 2nct August 2024. The Regulations
provide an updated QoS framework for monitoring the quality of access and
broadband services through technology-agnostic performance standards,
strengthened reporting mechanisms, and measures to enhance transparency
to the consumers. The regulation came into force on 1st October 2024.
3. Based on the experience gained during the implementation of the
Regulations, feedback received from stakeholders, evolving technological
developments and the increasing consumer expectation for reliable and high
quality digital connectivity, it is considered necessary to address the issues
identified during implementation and further enhance the effectiveness of the
Quality of Service framework. Accordingly, it is proposed to amend certain
provisions of 'The Standards of Quality of Service of Access (Wireline and
Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024'.
4. The consultation paper with draft notification 'The Standards of Quality
of Service of Access (Wireline and Wireless) and Broadband (Wireline and
Wireless) Service (First Amendment) Regulations, 2026' has been placed on
TRAis website www.trai.gov.in, seeking comments and counter-comments
from the stakeholders.5. The written comments on the amendment proposed in the draft
notification or any other relevant provisions of the regulations, and counter
comments, if any, may be sent preferably by mail to adv-gosl@trai.gov.in, by
26th August 2026, and 7th September 2026, respectively.
