IN AI SKILL DEVELOPMENT PROGRAMMES

Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme,
Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) for imparting skill development training through
Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL).
PMKVY 4.0 focuses on imparting training in futuristic and new-age courses including AI. The number of
women candidates trained in AI related job roles under PMKVY 4.0 as on 31.12.2025 is given at
Annexure-I.
An independent third-party impact evaluation of the Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY
4.0) was conducted by the Arun Jaitley National Institute of Financial Management (AJNIFM), an
autonomous institution of Ministry of Finance, Government of India, to assess the effectiveness,
efficiency, outcomes and impact of PMKVY at the national and state levels based on beneficiary surveys,
stakeholder consultations and analysis of scheme data. The Evaluation Report of PMKVY 4.0 indicates
that Women constitute 51.83% of surveyed beneficiaries, indicating balanced gender participation across
training components.
The Report also found that dropouts primarily occur due to seasonal employment, migration, and personal
reasons. To improve retention, special provisions under the Common Norms have been introduced for
women, Persons with Disabilities, and candidates from special areas, including boarding and lodging
support, transport and conveyance allowances. In addition, a strong grievance redressal and feedback
mechanism has been established through helplines and digital platforms to address trainee concerns
related to infrastructure, trainer quality, and other issues.
