No. 13(64)/2023/ACL/4118.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs notification number F.27/59-Him(i) dated the 13th July, 1959 and in supersession of the notification of this Government, published vide notification No.F.2(83)/80-S.II dated 03/09/1981and No.F.17/3/92-SAD/4484 dated 29/07/1993 except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of ‘Punjabi Translator’ in the Department of Art, Culture & Languages, Government of National Capital Territory of Delhi, namely:- 1. Short Title and Commencement. (1)These rules may called the Department of Art, Culture & Languages, Punjabi Translator Recruitment Rules, 2024.4 DELHI GAZETTE : EXTRAORDINARY PART IV] (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, its classification and level in pay matrix. The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc. The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (11) of the said Schedule. 4. Disqualifications. No persons, - (a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard. Gazetted, Group-C 4. Level – 5 Pay Level in the Pay Matrix. (Rs. 29200-92300) 5. Not Applicable Whether Selection Post / Non-Selection Post. 6. Between 18 years and 25 Years* Age limits for Direct Recruits. *In case of post being filled up by all-India Open Competition, it would be – between 18 years and 27 years. Note 1 : The crucial date for determining the age limit shall be as advertised by the Delhi Subordinate Services Selection Board/ Competent Authority. Note 2: The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government. 7. Essential : Educational and other qualification (1) Master’s Degree in Punjabi from a recognized required for direct recruits. University with English as one of the main/elective subjects in graduation. OR Graduation Degree from a recognized University with Punjabi and English optional or main subjects.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 (2) Hindi as a subject at the level of Senior secondary or secondary. Note 1 : Qualifications are relaxable at the discretion of the Selection Board/Competent Authority in case of candidates otherwise well qualified. 8. Not Applicable Whether age and educational qualification prescribed for Direct Recruitment will apply in the case of promotees. 9. Two years for direct recruits. Period of Probation if any. 10. Sector Undertakings/ Statutory or Autonomous Bodies/ Recognized Universities/ Recognized Research Institutes : (a)(i) holding analogous posts on regular basis in the parent cadre/ department; or (ii) with 5 years’ service in the grade rendered after appointment thereto on a regular basis in posts in Level-4 in the Pay Matrix or equivalent in the parent cadre/ department; AND (b) possessing the educational qualifications prescribed in Column 7. Note : Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not to exceed three years. The maximum age limit for appointment by deputation (ISTC) shall not exceeding 56 years, as on the closing date of receipt of the application. 12.
