## Report on the Implementation of the United Nations Security Council Resolution on Yemen Third Amendment Order, 2022 **1. Executive Summary:** This report analyzes the “Implementation of the United Nations Security Council Resolution on Yemen Third Amendment Order, 2022” (hereinafter referred to as "the Amendment"), as published in the Gazette of India. This amendment modifies the original 2015 order concerning the implementation of UN Security Council resolutions on Yemen. The core purpose of the amendment is to update the list of individuals subject to sanctions by adding Ahmad Al-Hamzi, a Major General and Commander within the Houthi Air Force. The key finding is the expansion of targeted sanctions to further address threats to the peace, security, and stability of Yemen. **2. Introduction:** The purpose of this report is to provide an informative overview of the "Implementation of the United Nations Security Council Resolution on Yemen Third Amendment Order, 2022," based solely on the text provided in the official gazette notification. This report aims to assist the Affected Industry in understanding the changes introduced by this amendment. **3. Policy Overview:** * **Original Policy:** The Amendment modifies the "Implementation of the United Nations Security Council Resolution on Yemen Order, 2015." * **Core Objective(s):** The core objective, as inferred from the text, is to implement United Nations Security Council resolutions related to Yemen. This includes maintaining a list of individuals subject to sanctions, thereby contributing to the peace, security, and stability of Yemen. **4. Background and Rationale:** The amendment is likely intended to address the ongoing threats to peace and security in Yemen. Specifically, the inclusion of Ahmad Al-Hamzi, Commander of the Houthi Air Force, on the sanctioned individuals list suggests an effort to curb the military capabilities and actions of the Houthi forces. This focuses on disrupting activities that destabilize Yemen. **5. Key Provisions / Changes:** This section details the key changes introduced by the Amendment. * **Specific Part Changed:** The amendment modifies the "Schedule under the heading the List established and maintained by the 2140 Committee, under the subheading A. Individuals" of the original 2015 Order. * **New Rule/Provision:** The amendment adds the following individual to the list of sanctioned individuals: * **Name:** AHMAD ALHAMZI * **Title:** Major General, Commander of the Houthi Air Force and Air Defense Forces * **Other Details:** Detailed information including date and place of birth, aliases, nationality, address, listing date (4 Oct. 2022), and a brief description of his role in threatening the peace, security, and stability of Yemen. Includes an INTERPOL-UN Security Council Special Notice web link. * **Effect of Change:** The effect of this change is to subject Ahmad Al-Hamzi to the sanctions imposed under the United Nations Security Council Resolution on Yemen. This likely includes asset freezes, travel bans, and arms embargoes, as dictated by the original UN resolution and the 2015 order. **6. Target Audience and Stakeholders:** Based on the text, the direct target of this amendment is Ahmad Al-Hamzi. However, the broader audience includes individuals and entities involved in international trade, finance, and security. These stakeholders need to be aware of the sanctions and ensure compliance to avoid penalties. The Affected Industry, specifically, must be aware of this addition to the sanctions list to ensure they are not conducting business with or providing support to the designated individual. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Ministry of External Affairs is responsible for implementing this order in India. The "2140 Committee" (United Nations Security Council Committee established pursuant to resolution 2140 (2014) concerning Yemen) is also implicitly involved as the originator of the list. * **Timelines/Procedures:** The amendment came into force on December 23, 2022, the date of its publication in the Official Gazette. The procedure involves updating the existing list of sanctioned individuals and ensuring that relevant authorities are informed to enforce the sanctions. * **Specific to Amendment:** The immediate implementation aspect is updating internal compliance lists and procedures within relevant industries (e.g., banking, shipping, arms manufacturing) to ensure Ahmad Al-Hamzi is subject to all applicable sanctions. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to further isolate Ahmad Al-Hamzi and limit his ability to contribute to actions that threaten the peace, security, and stability of Yemen. By adding him to the sanctions list, his access to financial resources and freedom of movement are curtailed. The potential impact of this amendment is to weaken the Houthi Air Force and Air Defense Forces and reduce their capacity to conduct military operations. **9. Conclusion:** The "Implementation of the United Nations Security Council Resolution on Yemen Third Amendment Order, 2022" expands the scope of sanctions related to Yemen by adding Ahmad Al-Hamzi to the list of sanctioned individuals. This amendment signifies the ongoing efforts to address the conflict in Yemen and to target individuals deemed to be contributing to its destabilization. The Affected Industry must take note of this update and ensure compliance with the amended order. This is a significant measure in implementing UN Security Council resolutions and promoting peace in the region.
