NOTIFICATION
New Delhi, the 18th March 2021
F. No. M/92/2021-ASD.—Under section 4(4)(b)(ii) of the Central Aadhaar (Targeted delivery of
Financial and other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as “the said Act”),
allows performing authentication on voluntary basis, for such purpose, as the Central Government in
consultation with the Authority, and in the interest of State, may prescribe.
Whereas for such purpose Government of India has framed the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation Knowledge) Rules, 2020 wherein the Purposes for Aadhaar
Authentication on Voluntary basis and process to be followed to seek permission to use Aadhaar on
Voluntary basis.
Whereas Government of India vide Office Memorandum No. 13 (2)/2020-EG-II(Vol-8) dated
17th February 2021 has conveyed the approval of the Competent Authority to allow use of Aadhaar
Authentication for purpose :
Aadhaar Enabled Biometric Attendance system (AEBAS).
Aadhaar Authentication in AEBAS is on voluntary basis and user organizations shall provide
alternate means of attendance.
NIC shall comply with provisions of Aadhaar Act 2016, Aadhaar Regulation 2016 and the O.Ms,
circulars and guidelines issued by UIDAI from time to time.
