The Union Minister for Ports, Shipping and Waterways, Shri Sarbananda Sonowal,
accompanied by Secretary, Ministry of Ports, Shipping and Waterways, Shri Vijay
Kumar, IAS, and other dignitaries, visited Mumbai Port Authority (MbPA) today. The
visit included a boat tour of the harbour and a detailed presentation on the
transformation of the Eastern Waterfront of Mumbai into a Maritime Business and
Tourism destination.
The discussions during the visit focussed on key projects under implementation and
two major pathways for future growth.
1. Core Port Growth: Offshore cargo expansion in liquid bulk such as crude oil, POL,
LNG, and chemicals at Jawahar Dweep and Pirpau, along with anchorage
development in the outer harbour for solid bulk trans-shipment. Mumbai Port has
set a target of handling 150 Million Tonnes per annum by 2047. Infrastructure
projects such as reclamation and shore protection at Jawahar Dweep, the 22 MTPA
Sixth Oil Berth, and additional reclamation works are critical steps towards this goal.
2. Eastern Waterfront Development: Unutilised port assets are being transformed to
support cruise tourism, maritime business, skill development, and the blue
economy. This development is aligned with Maritime Amrit Kaal Vision 2047, Cruise
Bharat Mission, and NITI Aayog’s MMR Growth Hub Plan, along with global
benchmarks such as the UN Sustainable Development Goals.
Last year, MbPA commissioned the Mumbai International Cruise Terminal, India’s
largest such facility. Building on this, Mumbai Port is now embarking on India’s first
and largest world-class Viksit Bharat Mumbai Marina at the Eastern Waterfront, with
a cumulative investment of ₹887 crore under a hybrid EPC + PPP mode. Adjacent to
this, the Namo Bharat International Sailing School will provide sailing skills and
equitable access to water for citizens.
The Chhatrapati Shivaji Maharaj International Convention Centre is planned at
Princes’ Dock with an estimated investment of ₹5,500 crore on PPP basis,
envisioned as a premier MICE destination hosting national-level business
conferences and events.Other projects under activation include the Domestic Cruise Terminal, RoPax
Terminal at M-Shed, Bhaucha Dhakka Glass House & Passenger Terminal, and the
New Fish Jetty at Mallet Bunder (₹132 crore, supported by PM Matsya Sampada
Yojana), which will expand fishing trawler capacity from 300 to over 1,200. The
adjacent area will be developed into themed streets promoting food tourism.
Collectively, these initiatives will create a 3.5 km waterfront promenade for citizens
and tourists.
The Mumbai Port Administrative Building (₹295 crore) will serve as an iconic
presence on the waterfront. The Shivdurg Tower by JNPA at Mallet Bunder will house
Vadhwan Port and DG Shipping, while the CGO Complex at Cotton Green will
provide world-class facilities for Central Government bodies.
Mumbai Port Authority is also supporting state government projects such as Metro
Line 11, Orange Gate Marine Drive Tunnel Project, and the Radio Club Jetty.
Altogether, these projects represent a cumulative investment of ₹22,672 crore,
generating employment for 0.55 million people, developing over 500 hectares of
built-up area for maritime and blue economy businesses, and attracting more than
25 million footfalls by 2047.
The visit concluded with the Union Minister, Shri Sarbananda Sonowal, appreciating
Mumbai Port’s efforts and assuring full support for the vision of transforming
Mumbai’s Eastern Waterfront.
