Whereas, vide Crew Branch Circular No. 03 0f 2019 dated 20.06.20219, new procedure for uploadlng seafarers engagement and discharge data [Article of Agreement and Form-l of RPSL] was circulated. 2. And whereas, in cases, where a RPS License is suspended/withdrawn its online privileges in DGS system is inactivated except submission of sign off details of seafarers already recruited and placed by such RPSL. 3. And whereas it is observed that the said system of allowing the suspended RPSL to upload sign off details of such seafarers still leave scope for malpractice. 4. Now , therefore, it has been decided to prevent the RPS from login in the DGS E-gov system whenever its license is suspended/withdrawn. As such the online privileges of DGS e-governance system of such RPSL shall be made completely inactive, including signing off of crew. 5. ln such cases, the RPSL shall forward the details of seafarers already recruited and placed by them, to Crew Branch of DGS. The Crew Branch shall examine scrutinize the details and upload such details of sign -off of the seafarers. Any further document required for such scrutiny shall be supplied by the RPSL. 6. lt is pertinent to mention that it is the obligation of RPSL even whose license is suspended/withdrawn/online privileges inactivated to complete their action for sign-off/repatriation of seafarers already placed by them. 7. ln the event of any difficulty faced by the seafarers in the process, the seafarers concerned can send their complaint directly to Crew Branch for necessary action to the following e-mail: 'crews-dgs@nic. in' 8. This Circular will come into force with immediate effect. 9. This issues with the approval of the Director General of Shipping & Additional Secretary to the Government of lndia.
