## Policy Analysis Report: Extension of Time for Land Acquisition for Coal Prospecting in Amarkonda-Murgadangal Coal Mining Block
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Coal, Government of India, extending the period for acquiring land or rights over land for coal prospecting in the Amarkonda-Murgadangal Coal Mining Block in Dumka, Jharkhand. The core purpose of this notification is to provide the Central Government with an additional year to finalize the acquisition of land previously identified for coal prospecting under the Coal Bearing Areas Acquisition and Development Act, 1957. The key finding is that this notification is an extension of a prior notification and does not introduce new areas for acquisition but allows more time to complete the land acquisition process.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Ministry of Coal's notification regarding the extension of time for land acquisition related to coal prospecting in the Amarkonda-Murgadangal Coal Mining Block. This analysis is based solely on the provided policy text.
**3. Policy Overview:**
* **Amendment:** This notification amends the timeframe specified in a prior notification, S.O. 495, dated 28th March, 2019.
* **Core Objective(s):** The core objective, as inferred from the provided text, is to extend the period within which the Central Government can provide notice of its intention to acquire land or rights over land for coal prospecting purposes. The underlying objective is to facilitate coal exploration and development.
**4. Background and Rationale:**
This notification serves as an amendment, specifically extending the period granted under the initial notification (S.O. 495) of 28th March, 2019. The likely reason for this extension is that the original timeline for land acquisition proved insufficient, possibly due to unforeseen delays in the acquisition process or related administrative procedures. The extension allows the government to continue its efforts to secure the necessary land rights for coal prospecting.
**5. Key Provisions / Changes:**
This notification introduces a change in the timeline for land acquisition.
* **What specific part of the original policy is being changed:** The timeframe for providing notice of intention to acquire land as outlined in notification S.O. 495, dated 28th March, 2019, issued under subsection 1 of section 4 of the Coal Bearing Areas Acquisition and Development Act, 1957.
* **What the new rule/provision is:** The Central Government specifies a further period of one year, commencing from the 28th of March, 2021, within which it will give notice of its intention to acquire the land or rights over the land specified in the Schedule.
* **Explain the difference or the effect of this specific change:** This amendment grants the Central Government an additional year to issue the necessary notices for acquiring the land rights. Without this extension, the government's authority to acquire the land under the original notification would have lapsed, potentially jeopardizing the coal prospecting project.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this amendment include:
* **Landowners and occupants** within the Amarkonda-Murgadangal Coal Mining Block (specifically in the villages of Fulsahri, Lakhanmara, Hirapur, Chitrakundi, Murgabani, Satpakria, Amrakunda, Litiapahar, Kalichua, Daldali, Dhobaghati, and Katpahari in Dumka, Jharkhand).
* **The Coal Industry**, which stands to benefit from the continued prospecting and potential development of the coal resources in this region.
* **The State Government of Jharkhand**, due to the impact on land use and resource development within its jurisdiction.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies mentioned:** The Ministry of Coal, Central Government, and potentially the Eastern Coalfields Limited (ECL), given the mention of plan bearing number ECLSPMGMSUR16322.
* **Timelines or procedures specified:** The amendment specifies a one-year extension commencing from March 28, 2021. The underlying procedure remains the same: the Central Government will provide notice of its intention to acquire the specified land rights.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is to ensure the continuation of the land acquisition process for coal prospecting in the Amarkonda-Murgadangal Coal Mining Block. The potential impact of this change includes:
* **For the Coal Industry:** Reduced uncertainty regarding the availability of land for prospecting, potentially leading to increased investment and development in the sector.
* **For Landowners:** Continued engagement in the land acquisition process, which may involve negotiation for compensation and potential resettlement.
* **For the Government:** Facilitating coal exploration and development, contributing to energy security and economic growth.
**9. Conclusion:**
The Ministry of Coal's notification extending the period for land acquisition in the Amarkonda-Murgadangal Coal Mining Block is a procedural amendment necessary to continue the process of securing land rights for coal prospecting. It is significant because it reflects the government's ongoing commitment to developing coal resources in the region and provides clarity to stakeholders regarding the timeline for land acquisition. The extension directly impacts landowners within the specified area and has broader implications for the coal industry and the energy sector.
