NOTIFICATION
Delhi, the 27th May, 2019
No.F. 5(189)/AD/LB/2016/4053-67.—Whereas, Delhi Development Authority has notified “Unified Building
Bye Laws (UBBL) for Delhi 2016” vide notification in the Gazette of India vide S.O. No.1191(E) dated 22.03.2016.
Whereas, as per bye law 1.0 of the same notification, “Unified Building Bye Laws (UBBL) for Delhi 2016”
came into force on 17th June 2016 vide notification No.F.5(189)/AD/LB/2016/5396-5403 by Directorate of Local Bodies,
Urban Development Department, Government of National Capital Territory of Delhi.
In exercise of the powers conferred under sub-section (1) of Section 349A of The Delhi Municipal Corporation
Act, 1957, the Government of National Capital Territory of Delhi, amends and makes these Bye Laws to be applicable to
the area under jurisdiction of the concerned local bodies i.e. East Delhi Municipal Corporation, North Delhi Municipal
Corporation & South Delhi Municipal Corporation with following amendments/modifications:-
A. In clause 1.5.3 of Chapter 1 of Unified Building Bye Laws for Delhi 2016, following be inserted-
“Provided that the authority may insist for providing certain measures as specifically provided in these by-laws
in respect of existing buildings whether approved or otherwise for the safety of people.”
B. Following clauses be inserted after existing clause 7.30 of Chapter 7 of Unified Building Bye Laws for Delhi
2016. New clause be inserted as clause 7.31.
Clause 7.31:
i). No kitchen will be allowed on rooftops or basements. No cooking activity of any kind will be permitted on
rooftop or basement.
ii). Storage of inflammable material will not be allowed on the rooftops.
iii). No temporary roofing over the roof or terrace using FRP or any inflammable material will be allowed.
iv). Inflammable materials of construction will not be used in passage, corridors or staircases like wooden paneling,
foam paneling, carpet etc.
v). Gas Bank, if any will be installed conforming to the standards prescribe in the National Building Code (NBC).
vi). Fire NOC for Guest-house will not be issued to those building, which have more than four floors (excluding
basement and stilt floor)
vii). Owner/Director/Partner will submit three signed hard copies along with one softcopy in PDF format of all the
floor plans indicating the floor-wise use while submitting the application to the Fire Department for NOC.
viii). Carbon Monoxide detectors and alarm as per standards as required by Delhi Fire Service be installed.
ix). Natural or mechanical arrangements be made for smoke ventilation of the all passages/corridors at each floor
level and staircases.
x). Fire Doors having fire resistance rating of not less than 1 hour at the entrance of staircases at each floor level be
provided where number of occupants are more than 10 on each floor.
These bye-laws shall come into force with effect from the date of this notification.
This issues with the approval of the Hon’ble Minister of Urban Development, Government of National Capital
Territory of Delhi.
