## Report on JERC Regulations for UT of Jammu Kashmir and UT of Ladakh Adoption of Various Regulations of JERC for the State of Goa and UTs
**1. Executive Summary:**
This report analyzes the Joint Electricity Regulatory Commission (JERC) for the Union Territories (UT) of Jammu Kashmir and Ladakh's notification regarding the adoption of various regulations from the JERC for the state of Goa and other UTs. This policy adopts, with amendments up to date, several existing regulations from Goa and other UTs concerning various aspects of electricity regulation, including solar PV grid interactive systems, consumer grievance redressal, electricity supply codes, tariff determination for renewable energy, and more. This adoption is intended to streamline and standardize electricity regulation within the newly formed UTs and will be valid for one year or until replaced by new regulations specifically framed by the Commission. The key finding is that Jammu & Kashmir and Ladakh are adopting existing regulatory frameworks, likely to provide a stable and tested starting point for their electricity sector.
**2. Introduction:**
The purpose of this report is to provide an informative overview and analysis of the JERC for UT of Jammu Kashmir and UT of Ladakh's notification concerning the adoption of various regulations from the JERC for the state of Goa and other UTs. The analysis is based solely on the text of the provided notification.
**3. Policy Overview:**
* This is a **new policy** adopting existing regulations from another jurisdiction.
* **Core Objective(s):** The core objective, as inferred from the text, is to establish a functional regulatory framework for the electricity sector in the newly formed UTs of Jammu Kashmir and Ladakh by adopting existing and tested regulations from the JERC for Goa and other UTs. This aims to quickly implement regulations covering key areas such as electricity supply, renewable energy integration, consumer protection, and grid management.
**4. Background and Rationale:**
As a new entity, the JERC for the UTs of Jammu Kashmir and Ladakh likely requires a comprehensive set of regulations to govern the electricity sector. Adopting existing regulations from Goa and other UTs allows for a faster and potentially more efficient implementation compared to developing entirely new regulations from scratch. This approach leverages existing expertise and established practices, providing a foundation upon which the JERC can build and customize regulations specific to the needs of the UTs.
**5. Key Provisions / Changes:**
This policy **establishes** the adoption of the following regulations from the JERC for the state of Goa and UTs (with amendments up to date) for use in the UTs of Jammu Kashmir and Ladakh:
1. Solar PV Grid Interactive System based on Net Metering Regulations, 2019.
2. Consumer Grievances Redressal Forum and Ombudsman Regulations, 2019 with Corrigendum issued in 2019.

4. Terms and Conditions for Tariff Determination from Renewable Energy Sources Regulations, 2019
5. Generation, Transmission and Distribution Regulations, 2018

18. State Advisory Committee Regulations, 2009 and First Amendment Regulations, 2014
These regulations will be valid for one year or until replaced by corresponding regulations framed by the JERC for UT of Jammu Kashmir and UT of Ladakh.
**6. Target Audience and Stakeholders:**
Based on the text, the target audience and stakeholders directly affected by this policy include:
* Electricity consumers in the UTs of Jammu Kashmir and Ladakh.
* Electricity distribution licensees operating in the UTs.
* Electricity generators, particularly those involved in renewable energy.
* Transmission licensees operating within the UTs.
* The Joint Electricity Regulatory Commission for UT of Jammu Kashmir and UT of Ladakh.
* Solar power developers and installers.
* Any consultants working with electricity companies.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Joint Electricity Regulatory Commission for UT of Jammu Kashmir and UT of Ladakh (JERCJKL) is responsible for implementing and overseeing these adopted regulations.
* **Timelines or procedures:** The regulations are effective from the date of publication in the official gazette and will remain in force for one year, or until replaced by new regulations framed by the JERCJKL.
* The savings clause indicates an intent to continue applying previous regulations of the erstwhile JKSERC for truing up petitions and regularization of Aggregate Revenue Requirement (ARR) of the control period FY2016-17 to FY 2020-21.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* A rapidly established regulatory framework for the electricity sector in the UTs of Jammu Kashmir and Ladakh.
* Standardized processes and procedures for electricity supply, tariff determination, consumer grievance redressal, and grid management.
* Increased investment in renewable energy projects due to the adoption of regulations related to net metering and renewable energy procurement.
* Improved consumer protection through the implementation of grievance redressal mechanisms.
* Increased certainty and clarity for electricity sector stakeholders, fostering a more stable and predictable investment environment.
**9. Conclusion:**
The adoption of existing regulations from JERC Goa and other UTs by the JERC for UT of Jammu Kashmir and UT of Ladakh represents a significant step towards establishing a robust regulatory framework for the electricity sector in these newly formed UTs. This approach allows for a faster and potentially more efficient implementation of essential regulations, providing a foundation for sustainable growth and development of the electricity sector in the region. This adoption provides a crucial starting point which the JERC for UT of Jammu Kashmir and UT of Ladakh can then adapt to the specific needs of the region.
