## Report on Government Notification Regarding Cantonment Electoral Rules **1. Executive Summary:** This report analyzes two notifications (S.R.O. 5E and S.R.O. 6E) issued by the Ministry of Defence on March 26, 2021, amending the Cantonment Electoral Rules, 2007. The first notification addresses the reservation of wards for Scheduled Castes and Scheduled Tribes in cantonment boards, while the second focuses on the reservation of wards for women, including those belonging to Scheduled Castes and Scheduled Tribes. Both amendments are triggered by the completion of the five-year term of previous notifications regarding these reservations and aim to re-notify the wards based on proposals received from Cantonment Boards. The key findings are the specific ward allocations within various Cantonments for these reserved categories, effective for five years from the date of this notification. **2. Introduction:** This report provides an overview and analysis of two government notifications (S.R.O. 5E and S.R.O. 6E) amending the Cantonment Electoral Rules, 2007. The analysis is based solely on the information presented within the provided text of the notifications. The purpose of this report is to inform stakeholders about the changes in ward reservations for Scheduled Castes, Scheduled Tribes, and women in Cantonment Boards. **3. Policy Overview:** * **Original Policy:** Cantonment Electoral Rules, 2007 * **Core Objectives (inferred from provided text):** * To ensure representation of Scheduled Castes and Scheduled Tribes in Cantonment Boards through ward reservations. * To ensure representation of women in Cantonment Boards, including women from Scheduled Castes and Scheduled Tribes, through ward reservations. * To periodically review and re-notify these ward reservations. **4. Background and Rationale:** The notifications are amendments to the Cantonment Electoral Rules, 2007. The rationale for these specific amendments stems from the expiration of the five-year term of previous notifications related to ward reservations for Scheduled Castes, Scheduled Tribes, and women. The provided text indicates that the Cantonment Boards have followed specified procedures to propose revised ward allocations, necessitating these notifications to legally re-establish and update the reserved wards. This ensures the continued representation of these groups in the Cantonment Boards. **5. Key Provisions / Changes:** This section details the changes introduced by the two notifications (S.R.O. 5E and S.R.O. 6E). * **Notification S.R.O. 5E (Scheduled Castes and Scheduled Tribes):** * **Part of Original Policy Changed:** Rule 5 of the Cantonment Electoral Rules, 2007 concerning reservation of wards. * **New Rule/Provision:** The central government hereby notifies the wards in respect of Cantonments listed in the Table, reserved for the Scheduled Castes or the Scheduled Tribes, as the case may be, which will be effective for five years from the date of this notification namely * **Difference/Effect of Change:** Re-notifies the specific wards reserved for Scheduled Castes and Scheduled Tribes in 50 Cantonments across various commands (Central, Eastern, Southern, and Western). The specific ward numbers reserved in each cantonment are listed in a table. This provision ensures continuation of reserved seats for the aforementioned categories. The old allocations have expired; this legally establishes the new allocations. * **Notification S.R.O. 6E (Women):** * **Part of Original Policy Changed:** Rule 6 of the Cantonment Electoral Rules, 2007 concerning reservation of wards for women. * **New Rule/Provision:** The central government hereby notifies the wards in respect of Cantonments listed in the Table, reserved for women including the number of seats reserved for women belonging to the Scheduled Castes and the Scheduled Tribes, which will be effective from the date of this notification namely. * **Difference/Effect of Change:** Re-notifies the specific wards reserved for women in 62 Cantonments, including those reserved for women belonging to Scheduled Castes and Scheduled Tribes. The allocation of these wards for women is explicitly detailed in a table. This ensures representation of women and specifically those from Scheduled Castes and Scheduled Tribes, and legally establishes these revised ward assignments. **6. Target Audience and Stakeholders:** Based on the text, the target audience and stakeholders directly affected by these changes include: * Residents of Cantonment Boards, particularly those belonging to Scheduled Castes, Scheduled Tribes, and women. * Cantonment Board election officials and administrators. * Political parties and candidates contesting Cantonment Board elections. * The Ministry of Defence. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Central Government (Ministry of Defence) is responsible for issuing the notifications. Cantonment Boards are responsible for proposing ward allocations based on the Cantonment Electoral Rules. The Election Commission will likely use this information to conduct fair elections. * **Timelines/Procedures:** The changes are effective for five years from the date of the notification (March 26, 2021). The Cantonment Boards followed "due process" to propose these wards, indicating an established procedure for recommending these changes. **8. Expected Outcomes / Impact of Changes:** The intended outcomes of these amendments are: * Continued representation of Scheduled Castes, Scheduled Tribes, and women in Cantonment Boards. * Fair and legally sound Cantonment Board elections based on updated ward reservations. * Compliance with the Cantonment Electoral Rules, 2007. **9. Conclusion:** The two notifications issued on March 26, 2021, represent necessary updates to the Cantonment Electoral Rules, 2007. They re-establish the reservation of wards for Scheduled Castes, Scheduled Tribes, and women in Cantonment Boards, ensuring continued representation and promoting inclusivity in local governance. The significance lies in the legal reaffirmation of these reservations after the expiration of previous notifications, allowing for fair and representative elections in the Cantonment areas.
