## Policy Analysis Report: Central Electricity Authority Order Regarding Transmission Line Authorization for JSW Renew Energy Limited
**1. Executive Summary:**
This report analyzes a Central Electricity Authority (CEA) order concerning the authorization granted to Ms. JSW Renew Energy Limited for laying an electric transmission line. The order, issued on April 25, 2022, grants JSW Renew Energy Limited the powers necessary to establish the transmission line under the Electricity Act of 2003, specifically related to a 500 MW Blended Power Project (Wind: 400 MW, Solar: 100 MW) in Tuticorin, Tamil Nadu. The order empowers JSW Renew Energy Limited with the same authority as telegraph authorities under the Indian Telegraph Act of 1885, subject to certain terms and conditions. The key finding is the empowerment of a private company to build necessary infrastructure for renewable energy evacuation, a vital step towards achieving renewable energy goals.
**2. Introduction:**
The purpose of this report is to provide a comprehensive analysis of the Central Electricity Authority's (CEA) order regarding the transmission line authorization for Ms. JSW Renew Energy Limited. This analysis is based solely on the provided policy text and aims to inform stakeholders about the policy's objectives, key provisions, implementation aspects, and expected outcomes.
**3. Policy Overview:**
This is a *new* policy as it establishes a right for JSW Renew Energy Limited.
* **Core Objective(s):** The core objective of this policy, as inferred from the provided text, is to facilitate the development and evacuation of renewable energy by granting necessary permissions and powers to a private company (JSW Renew Energy Limited) to lay electric lines for its 500 MW Blended Power Project. This supports the broader objective of promoting renewable energy generation and transmission.
**4. Background and Rationale:**
As this is a new policy granting an authorization, the underlying problem appears to be the need to expedite the process of establishing transmission infrastructure for renewable energy projects. The text indicates that JSW Renew Energy Limited applied for authorization under Section 164 of the Electricity Act, 2003, suggesting that such authorization is required for laying electric lines. By granting JSW Renew Energy Limited the powers of a telegraph authority, the policy likely aims to streamline the process of laying electric lines by providing the company with the legal tools necessary to overcome potential obstacles, such as land access and rights-of-way. It acknowledges the importance of connectivity transmission systems to evacuate generated power, underscoring the need to resolve infrastructure-related bottlenecks in the renewable energy sector.
**5. Key Provisions / Changes:**
Since this is a new policy, the key provisions encompass the entire text:
* **Grant of Powers:** The core provision is the granting to JSW Renew Energy Limited of the powers that a telegraph authority possesses under the Indian Telegraph Act, 1885, with respect to placing telegraph lines and posts. This empowers JSW Renew Energy Limited to lay electric lines for its 500 MW Blended Power Project (Wind: 400 MW, Solar: 100 MW) in Tuticorin, Tamil Nadu.
* **Specific Project:** The authorization is specifically for the "Connectivity transmission system for evacuation of 500 MW Blended Power Project Wind: 400 MW Solar: 100 MW of JSW Renew Energy Limited in Tuticorin, Tamil Nadu."
* **Overhead Line Details:** The order covers a 230 kV DC transmission line from JSW Renew Energy Limited generation switchyards to Tuticorin II PGCIL pooling substation, passing through specified villages, towns, and cities within Thoothukudi district of Tamil Nadu.
* **Terms and Conditions:** The authorization is subject to several terms and conditions:
* The approval is granted for 25 years.
* The applicant must obtain consent from relevant authorities (local bodies, Railways, National Highways, State Highways, etc.) before erecting the proposed lines.
* The applicant must follow regulations/codes regarding transmission, OM (Operation and Maintenance), open access, etc., framed under the Electricity Act, 2003.
* The applicant must operate the lines after approval of the Electrical Inspector/Chief Electrical Inspector of Central Government.
* Compliance with the provisions of the Electricity Act, 2003, and the rules made thereunder is mandatory.
* The applicant must submit requisite clearances from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection.
**6. Target Audience and Stakeholders:**
The primary target audience is Ms. JSW Renew Energy Limited, as the policy directly grants them specific powers. Other stakeholders include:
* **Local Communities:** The residents of the villages, towns, and cities through which the transmission line will pass (Savalapperi, Kayathar, etc.) are affected.
* **Government Agencies:** The Central Electricity Authority (CEA), Ministry of Power, and various local and state government bodies (local bodies, Railways, National Highways, State Highways, Civil Aviation, Defence) are involved in the implementation and oversight of the policy.
* **Power Consumers in the Region:** The project aims to evacuate power to Tuticorin II PGCIL pooling substation, therefore affecting power consumers in that area.
* **PGCIL (Power Grid Corporation of India Limited):** The transmission line terminates at their substation.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Central Electricity Authority (CEA) is the issuing authority. JSW Renew Energy Limited is responsible for implementing the project and complying with the terms and conditions. The Electrical Inspector/Chief Electrical Inspector of the Central Government is responsible for inspection and approval before operation. Other agencies, like local bodies and transportation authorities, are involved in granting consents.
* **Timelines or procedures:** The approval is granted for 25 years. JSW Renew Energy Limited published notices in newspapers and the Gazette of India, indicating a procedure for public consultation. The requirement to obtain consents from various authorities before erection implies a phased implementation approach.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* **Increased Renewable Energy Capacity:** The policy aims to facilitate the development of 500 MW of blended renewable energy capacity in Tuticorin, Tamil Nadu.
* **Improved Transmission Infrastructure:** The construction of the transmission line will enhance the transmission infrastructure in the region, improving the evacuation of power from renewable energy projects.
* **Streamlined Project Implementation:** By granting JSW Renew Energy Limited the powers of a telegraph authority, the policy aims to expedite the project's implementation by reducing bureaucratic hurdles.
* **Contribution to Renewable Energy Targets:** The project will contribute to India's overall renewable energy targets.
**9. Conclusion:**
The Central Electricity Authority's order granting transmission line authorization to JSW Renew Energy Limited is a significant step towards promoting renewable energy development in India. By empowering the company with the necessary legal authority and streamlining the approval process, the policy aims to facilitate the timely completion of the 500 MW Blended Power Project in Tuticorin, Tamil Nadu. This authorization directly helps the country meet its increasing renewable energy goals.
