## Policy Analysis Report: Authorization for Electric Line Laying in Rajasthan **1. Executive Summary:** This report analyzes a Central Electricity Authority (CEA) order authorizing Powergrid Ramgarh Transmission Limited (PRTL) to lay electric lines in Rajasthan. The order grants PRTL the powers of a telegraph authority under the Indian Telegraph Act, 1885, for the purpose of establishing and maintaining electric lines for a transmission scheme evacuating power from a solar energy zone. This authorization is subject to several terms and conditions, including obtaining necessary consents, adhering to relevant regulations, and complying with Supreme Court directives. The core purpose of this order is to facilitate the development of renewable energy infrastructure in Rajasthan. Key findings include the delineation of specific transmission lines and affected areas, as well as the stipulations ensuring regulatory compliance and stakeholder engagement. **2. Introduction:** This report provides an informative analysis of the Central Electricity Authority (CEA) order, dated November 17, 2021, concerning the authorization granted to Powergrid Ramgarh Transmission Limited (PRTL) for laying electric lines in Rajasthan. This analysis is based solely on the provided text and aims to provide a comprehensive understanding of the policy's scope, objectives, and implications. **3. Policy Overview:** This is a **new policy** granting specific powers under existing legislation. * **Core Objective(s):** Based on the text, the core objectives of this order are: * To authorize Powergrid Ramgarh Transmission Limited (PRTL) to lay electric lines for a specific transmission scheme. * To facilitate the evacuation of power from a solar energy zone in Rajasthan (8.1 GW under Phase II Part A). * To grant PRTL the powers of a telegraph authority under the Indian Telegraph Act, 1885, for the purpose of laying these electric lines. **4. Background and Rationale:** As a new policy enabling specific infrastructure development, the likely problem/issue this policy addresses is the **need for transmission infrastructure to support the increasing generation of solar energy in Rajasthan**. The text indicates that PRTL applied for authorization under Section 164 of the Electricity Act, 2003, to lay electric lines for a scheme to evacuate power from a solar energy zone. This suggests a pre-existing plan to expand solar energy capacity in the region, and this order provides the necessary legal authority to construct the required transmission lines. **5. Key Provisions / Changes:** As a new policy, the main components and rules established by the text are as follows: * **Authorization:** Grants Ms Powergrid Ramgarh Transmission Limited all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possesses under the Indian Telegraph Act, 1885, with respect to placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines. * **Scope:** Specifies the transmission scheme as "Transmission system strengthening scheme for evacuation of Power from Solar energy zone in Rajasthan 8.1 GW under PhaseII PartA." * **Infrastructure Covered:** Identifies specific overhead lines: * Ramgarh II Fatehgarh III PS Fatehgarh II PS 400 kV DC line * Ramgarh II Fatehgarh III PS Jaisalmer II RVPN 400 kV DC line * **Geographic Location:** Details the affected areas (Tehsils, Talukas, Mandals, Blocks, villages, town cities) in Rajasthan through which the transmission lines will pass. * **Terms and Conditions:** Imposes several conditions on the authorization: * Approval granted for 25 years. * Requirement to seek consent from relevant authorities (local bodies, Railways, National Highways, State Highways etc.). * Compliance with regulations and codes regarding transmission, OM (Operation & Maintenance), open access, etc. * Operation of lines after approval of the Electrical Inspector/Chief Electrical Inspector of Central Government. * Compliance with the provisions of the Electricity Act, 2003, and related rules. * Submission of requisite clearances from authorities like Civil Aviation, Defence etc. * Compliance with the Hon'ble Supreme Court of India Order in I.A No. 85618 of 2020 dated 19.04.2021 in Writ Petition No. 838 of 2019 for laying of overhead transmission lines. **6. Target Audience and Stakeholders:** Based on the text, the primary target audience and stakeholders are: * **Powergrid Ramgarh Transmission Limited (PRTL):** The recipient of the authorization and responsible for implementing the project. * **Residents and Landowners in Rajasthan:** Particularly those in the specified villages, tehsils, and districts along the transmission line routes, as they may be directly affected by the construction and operation of the lines. * **Local Bodies, Railways, National Highways, State Highways:** These authorities are to be consulted before erection of lines. * **Central Electricity Authority:** The issuing authority, responsible for overseeing compliance. * **Electrical Inspector/Chief Electrical Inspector of Central Government:** Responsible for approving the operation of the lines. * **Civil Aviation, Defence Authorities:** Whose clearance is required for the project. * **Renewable energy developers in Rajasthan:** Who will benefit from improved transmission infrastructure. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** * Central Electricity Authority (CEA): Granting the authorization and overseeing compliance. * Powergrid Ramgarh Transmission Limited (PRTL): Implementing the project. * Electrical Inspector/Chief Electrical Inspector of Central Government: Approving operation. * Local Authorities, Railways, Highway Authorities: Providing consent. * Civil Aviation, Defence Authorities: Granting clearances. * **Timelines/Procedures:** * Approval is granted for 25 years. * PRTL must seek consent from relevant authorities before erecting lines. * PRTL must obtain approval from the Electrical Inspector/Chief Electrical Inspector before operating lines. * PRTL must submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defence etc., at the time of Electrical Inspection. **8. Expected Outcomes / Impact of Changes:** The likely intended outcomes based on the policy's stated provisions are: * **Enhanced Transmission Capacity:** Increased capacity to evacuate power generated from the solar energy zone in Rajasthan. * **Renewable Energy Development:** Facilitation of further development and deployment of solar energy projects in the region. * **Improved Grid Stability:** Strengthening of the transmission system to ensure reliable power supply. * **Economic Growth:** Stimulation of economic activity through investments in renewable energy infrastructure. * **Regulatory Compliance:** Ensuring the project adheres to relevant regulations and standards. **9. Conclusion:** The Central Electricity Authority's order authorizing Powergrid Ramgarh Transmission Limited (PRTL) to lay electric lines represents a significant step towards strengthening the transmission infrastructure needed to support the growing renewable energy sector in Rajasthan. By granting PRTL the necessary powers and outlining specific conditions for implementation, the order aims to facilitate the efficient and reliable evacuation of power from solar energy zones, ultimately contributing to the state's renewable energy goals. Successful implementation will hinge on PRTL's ability to secure the necessary consents and clearances, comply with regulatory requirements, and address potential concerns from affected communities.
