**2. Introduction:**
The purpose of this report is to provide an informative overview of the Delhi Government notification declaring the Indian Oil Corporation Limited, Tikri Kalan Terminal, New Delhi, a prohibited place. This analysis is based solely on the information provided in the given text.
**3. Policy Overview:**
* This is a *new* policy decision impacting a specific location and industry.
* **Core Objective:** The core objective, as inferred from the text, is to protect the Indian Oil Corporation Limited (IOCL), Tikri Kalan Terminal, New Delhi, from potential threats by restricting access and preventing information leaks that could be exploited by adversaries.
**4. Background and Rationale:**
Since this is a *new* policy concerning the specific location, the likely problem/issue it addresses, as inferred from the text, is a perceived or potential security vulnerability at the IOCL Tikri Kalan Terminal. The Lieutenant Governor is "satisfied that the place...is such as any information with respect thereto or damage thereto would be useful to an enemy." This suggests a concern that the facility is a potential target or that information about it could be detrimental to national security if it fell into the wrong hands.
**5. Key Provisions / Changes:**

* **Employees and Contractors of IOCL:** Their access and activities at the terminal will likely be subject to increased scrutiny and restrictions.
* **Security Personnel:** Those responsible for securing the IOCL Tikri Kalan Terminal. They will need to understand and enforce the provisions of the Official Secrets Act.
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies:** The Lieutenant Governor of the National Capital Territory of Delhi issued the notification based on powers conferred by the Official Secrets Act, 1923. The Home Department, specifically L. K. Gautam, Dy. Secy., is responsible for the notification.
* **Timelines or procedures:** The notification is effective immediately as of January 29, 2021. The specific procedures for implementation are likely governed by the Official Secrets Act, 1923.
* No other information about timelines or procedures is present in the provided text.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this declaration is to enhance the security of the IOCL Tikri Kalan Terminal. By designating it as a prohibited place, the government aims to deter unauthorized access, prevent espionage, and protect sensitive information related to the facility. This could lead to increased security measures, stricter access controls, and potentially enhanced monitoring of activities at the terminal. The overall impact is intended to reduce the risk of threats or vulnerabilities that could compromise the facility's operations or national security.
**9. Conclusion:**
The declaration of Indian Oil Corporation Limited, Tikri Kalan Terminal, New Delhi, as a prohibited place under the Official Secrets Act, 1923, represents a significant measure to safeguard a critical infrastructure asset.
