Delhi, the 4th November, 2017
No. F. 3/6/2017/HESMA/8870-76.—Whereas the Lt. Governor of the National Capital Territory of Delhi is
satisfied that the services rendered by Centralised Accident & Trauma Services (CATS) ambulance services under the
Govt. of National Capital Territory of Delhi are essential services for securing uninterrupted health services necessary
for the life of the community.
And whereas the Lt. Governor of the National Capital Territory of Delhi is further satisfied that in the public
interest, it is necessary and expedient to prohibit the strike/agitation by the contractual employees engaged through
outsourced agency or otherwise for Centralised Accident & Trauma Services (CATS) ambulance services run by the
Govt. of National Capital Territory of Delhi as well as by the local bodies in the National Capital Territory of Delhi.
Now, therefore, the Lt. Governor of the National Capital Territory of Delhi, in exercise of Powers conferred
upon him under section 3 read with section 4A of the Haryana Essential Services Maintenance Act, 1974 (Haryana Act
No. 40 of 1974) as extended to the National Capital Territory of Delhi vide Government of India, Ministry of Home
Affairs Notification No. G.S.R. 526(E), dated 30.07.1993, hereby declares the above-said services as essential services
and prohibits the strike/agitation by any of the contractual employees engaged through outsourced agency or otherwise
for Centralised Accident & Trauma Services (CATS) ambulance services run by the Government of National Capital
Territory of Delhi for a period of six months.
