L.-33004/99 xxxGIDHxxx सी.जी.-डी.एxलxx.G-अID.E-1x6xx1 12022-240321 CG-DL-E-16112022-240321 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 586] नई ददल्ली, बुधिार, निम्ब र 16, 2022/कार्वतक 25, 1944 No. 586] NEW DELHI, WEDNESDAY, NOVEMBER 16, 2022/KARTIKA 25, 1944 केंद्रीय जिद्यतु प्राजधकरण अजधसचू ना नई ददल्ली, 15 निम् बर, 2022 स.ं सीईए-टीएच-17-17/5/2021-टीईटीडी प्रभाग.—केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमााण, संचालन और रखरखाि के जलए सुरक्षा आिश्यकताएं) जिजनयम, 2011 में प्रस्ट्ताजित संिोधन का जिज्ञापन करन े िाली सािाजजनक सूचनाए,ं जिद्युत अजधजनयम, 2003 (2003 का 36) की धारा 177 की उप-धारा (3) की अपेक्षा के अनुसार छह समाचार पत्रों म ें प्रकाजित की गई थीं, जजसमें उन सभी व्यजियों से जजनकी प्रभाजित होन े की संभािना थी, उि प्रकािनों म ें अतं र्विष्ट समाचार पत्र की प्रजतयां जनता को उपलब्ध कराई गई थी, सैंताजलस ददनों की अिजध के समाप्त होन े से पूि,ा आपजि और सुझाि मांग ेगए थ।े और उि जिजनयमों िाल े उि समाचार पत्रों की प्रजतया ं जनता को तारीख 30.12.2021 को उपलब्ध करा दी गई थीं; और उि प्रारूप जिजनयमों पर जनता से प्राप्त आपजियों एिं सुझािों पर केन्द्द्रीय जिद्युत प्राजधकरण द्वारा जिचार कर जलया गया था; अत: अब जिद्युत अजधजनयम, 2003 की धारा 177 की उप-धारा (1) के खंड (ग) के साथ पठठत धारा 73, द्वारा प्रदि िजियों का प्रयोग करते हुए, केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमााण, संचालन और रखरखाि के जलए सरु क्षा आिश्यकताएं) जिजनयम, 2011 का और संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता है, अथाात:् - 7604 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 1. (1) इन जिजनयमों का संजक्षप्त नाम केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमााण, संचालन और रखरखाि के जलए सुरक्षा आिश्यकताएं) संिोधन जिजनयम, 2022 ह।ै (2) ये जिजनयम राजपत्र म ेंउनके प्रकािन की तारीख से प्रिृत् त होंगे। 2. केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमाणा , संचालन और रखरखाि के जलए सुरक्षा आिश्यकताएं) जिजनयम, 2011 (जजसे इसमें इसके पश् चात उपरो‍त जिजनयम कहा गया ह)ै म,ें जिजनयम 3 के स्ट्थान पर जनम्नजलजखत जिजनमय रखा जाएगा, अथाात:्- "3. लाग ू होना - य े जिजनयम उत्पादन कंपजनयों, पारेषण अनुज्ञजप्तधाठरयों, जितरण अनज्ञु जप्तधाठरयों, केंद्रीय पारेषण सेिा प्रदाता, राज्य पारेषण सेिा प्रदाताओं या दकसी भी व्यजि पर लाग ूहोंगे।" 3. उि जिजनयमों के जिजनयम 4, (i) उप-जिजनयम (2) म ें जनम्नजलजखत को रखा जाएगा, अथाात्:- "(2) स्ट्िामी को आइएस-18001 प्रमाणन के साथ जिद्युत संयंत्रों की मान्द्यता प्राप्त करनी होगी।" (ii) उप-जिजनयम (4) म,ें - (क) खंड (क) के स्ट्थान पर, जनम्नजलजखत खंड रखा जाएगा, अथाात:्─ "(क) कमाचाठरयों की सुरक्षा और स्ट्िास्ट््य के संबंध म ें नीजत के जलजखत जििरण का जनमााण, स्ट्िामी द्वारा जिजधित हस्ट्ताक्षठरत, पठरसर में जिजिष्ट स्ट्थानों पर प्रदर्वित दकया जाएगा;" (ख) खंड (घ) के स्ट्थान पर, जनम्नजलजखत खडं रखा जाएगा, अथाात्:─ "(घ) (i) खतरों की पहचान करने के जलए प्रदियाओं की स्ट्थापना जो चोट, स्ट्िास्ट््य हाजन या मृत्यु की संभािना का कारण बन सकती ह ैंऔर ऐसे खतरों के प्रभाि को जनयंजत्रत करने के उपाय; (ii) संचालन तथा पठरपालन के अधीन सभी बडी जलजिद्युत पठरयोजनाओं के मामले में जहमनद झील और भूस्ट्खलन प्रकोप बाढ़, भूकंप, बादल फटना, अचानक बाढ़, जहमस्ट्खलन, बांध तोडने की घटना आदद जैसी खतरनाक घटनाओं से जनपटन े के जलए एक पूिा चेतािनी प्रणाली की स्ट्थापना करना; और (iii) इन खतरनाक घटनाओं से जनपटने के जलए मानक संचालन प्रदिया स्ट्थाजपत करना;'' (ग) खंड (ञ) के स्ट्थान पर, जनम्नजलजखत खंड रखा जाएगा, अथाात:्─ "(ञ) व्यािसाजयक सुरक्षा और स्ट्िास्ट््य के संबंध म ें प्रमाजणत सॉफ्ट कॉपी या हाडा कॉपी फॉमा में उजचत संचार, प्रलेखन और ठरकॉडा प्रबंधन के जलए प्रणाली स्ट्थाजपत करना;" (घ) खंड (ठ) के स्ट्थान पर, जनम्नजलजखत खंड रखा जाएगा, अथाात:्─ "(ठ) सुसंगत भारतीय मानक के अनुसार सुरक्षा प्रबंधन प्रणाली की आंतठरक और बाहरी लेखा परीक्षा के जलए कायाप्रणाली स्ट्थाजपत करना;" 4. उि जिजनयमों के जिजनयम 7 म,ें उप-जिजनयम (5) के स्ट्थान पर, जनम्नजलजखत उप-जिजनयम रखा जाएगा, अथाात:्- "(5) दकसी भी दघु ाटना के मामले म,ें ठेकेदार तरु ंत स्ट्िामी और सुरक्षा अजधकारी को उसकी सही जस्ट्थजत प्रस्ट्तुत करेगा, जजसमें दघु ाटना, दकसी भी चोट या हताहत, संपजि के नुकसान की सीमा और पुनरािृजि को रोकन े के जलए उपचारात्मक कारािाई का जििरण होगा ।" 5. उि जिजनयमों के जिजनयम 10 म,ें उप-जिजनयम (4) के स्ट्थान पर, जनम्नजलजखत उप-जिजनयम को रखा जाएगा, अथाात:्─[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 3 "(4) स्ट्िामी यह सुजनजित करेगा दक दघु ाटना या बीमारी के गंभीर मामलों को तुरंत अस्ट्पताल ल े जाने के जलए साइट पर एक पूरी तरह से सुसजित एम्बुलेंस िैन उपलब्ध कराई जाए और उ‍त एम्बुलेंस िैन अ्छी जस्ट्थजत म ें ह ै और आिश्यक सुजिधाओं से सुसजित ह।ै परंत ु जहां संजिदा कर्वमयों सजहत कमाचाठरयों की संख्या दो सौ से कम हो, िहां स्ट्िामी दकसी आपात जस्ट्थजत को पूरा करन े के जलए जनकट के अस्ट्पताल या अन्द्य स्ट्थान स े अल्प सूचना पर ऐसी सुजिधा प्राप्त करन े की व्यिस्ट्था कर सकता ह।ै 6. उि जिजनयमों के जिजनयम 10 में, (क) उप-जिजनयम (5) म,ें खंड (घ) के स्ट्थान पर, जनम्नजलजखत खंड रखा जाएगा, अथाात:् - "(घ) हर छह महीने में एक बार जबजली उत्पादन स्ट्टेिनों में धलू भरे िातािरण के संपका म ेंआने िाल ेकमाचाठरयों के जलए श्वसन संबंधी जिकार के जलए परीक्षण: परंत ु यह उपबंध पठरयोजना के चालू होने के बाद जल जिद्युत स्ट्टेिनों के जलए लाग ूनहीं होगा; (ख) उप-जिजनयम (5) में, खंड (घ) के पिात, जनम्नजलजखत अंत:स्ट्थाजपत दकया जाएगा, अथाात:्─ "(ङ) ऊंचाई के काम म ेंसजम्मजलत सभी कर्वमयों के जलए चक्कर परीक्षण।" 7. उि जिजनयमों के जिजनयम 11 में, उप-जिजनयम (3) के पिात, जनम्नजलजखत उप-जिजनयम अंत:स्ट्थाजपत दकए जाएंगे, अथाात:्- "(4) स्ट्िामी संयंत्र या पठरसर में प्रभािी ऑजडयो-जिज़ुअल सरु क्षा प्रजिक्षण प्रदान करन े के जलए पयााप्त बुजनयादी ढांचे की उपलब्धता सुजनजित करेगा। (5) मचान, जबजली के काम, तप्त कम,ा सीजमत स्ट्थानों म ें काम करने जैसी महत्िपूणा गजतजिजधयों में जििेष प्रजिक्षण प्रदान करने सजहत सरु क्षा सािधाजनयां सुजनजित की जाएगं ी।” 8. उि जिजनयमों के जिजनयम 11 के पिात, जनम्नजलजखत जिजनयमों को अंत:स्ट्थाजपत दकया जाएगा, अथाात:्- "12. सुरक्षा लेखा परीक्षा। - (1) उत्पादन स्ट्टेिनों की सुरक्षा ऑजडट समय-समय पर एक मान्द्यता प्राप्त तीसरे पक्ष द्वारा हर दो साल में की जाएगी और ऑजडट ठरपोटा प्राजधकरण को भेजी जाएगी। (2) प्राजधकरण एक अजभहीत अजधकारी के माध्यम से ऐसी ठरपोटों को भौजतक स्ट्थल जनरीक्षण द्वारा आिश्यकतानुसार सत्याजपत कर सकता ह।ै (3) सुरक्षा जांच साइट जिजिष्ट होगी और इसम ें इन जिजनयमों से जडु ी अनसु चू ी IV में पहचान की गई न्द्यूनतम सुरक्षा जांच सजम्मजलत होगी। 13. जिजनयमों म ें जिजथलता - प्राजधकरण, आदेि द्वारा और कारणों को जलजखत रूप म ें दजा करके, मामले के आधार पर प्राजधकरण को संदर्वभत मामलों के संबंध में इन जिजनयमों के दकसी भी प्रािधान को जिजथल कर सकता ह।ै “ 9. उि जिजनयमों की अनुसूची 1 में - (क) पैराग्राफ (क) म ें उप-पैराग्राफ (12) के स्ट्थान पर, जनम्नजलजखत उप-पैराग्राफ को रखा जाएगा, अथाात्:- "(12) काया सुरक्षा जिश्लेषणात्मक ढांचे और सुरजक्षत काया प्रदिया सजहत जोजखम की पहचान और जोजखम मूल्यांकन;" (ख) परै ाग्राफ (क) म ें उप-पैरा (17) (छ) के पिात, जनम्नजलजखत उप-पैराग्राफ को अंत:स्ट्थाजपत दकया जाएगा, अथाात:्-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] "(ज) मैन जलफ्टर;" (ग) परै ाग्राफ (क) म ें उप-पैरा (18) (च) के पिात, जनम्नजलजखत उप-पैराग्राफों को अतं :स्ट्थाजपत दकया जाएगा: ─ "(छ) रेजडयोधमी जिदकरण; (ज) अजतठरि पानी के जलए जल जनकासी की सुजिधा; (घ) परै ाग्राफ (क) म ेंउप-पैरा (51) के पिात, जनम्नजलजखत उप-पैराग्राफों को अतं :स्ट्थाजपत दकया जाएगा, अथाात:्- “(52) रात और कोहरे के माहौल म ेंकाम करना; (53) सतह की सफाई या तैयारी काया में सुरक्षा; (54) काया प्रणाली की अनुमजत।” 10. उि जिजनयमों की अनुसूची 2 म,ें पैराग्राफ (क) म,ें उप-पैराग्राफ (6) के पिात, जनम्नजलजखत उप-पैराग्राफ अंत:स्ट्थाजपत दकया जाएगा, अथाात्:- "(7) जनमााताओं की जसफाठरिों के अनुसार जिजभन्न इले‍रो-मैकेजनकल उपकरणों का सुरजक्षत भंडारण, संचालन और स्ट्थापना" 11. उि जिजनयमों की अनुसचू ी 3 म,ें पैरा (1) म,ें उप-पैराग्राफ (क) में -- (क) खण् ड (ख) के स्ट्थान पर, जनम्नजलजखत खण्ड को रखा जाएगा, अथाात्:─ "(ख) रांसफामार याडा या जस्ट्िचयाडा में बडी आग, जैसा भी मामला हो;" (ख) उप-पैराग्राफ (क) के खडं (ख) के पिात, जनम्नजलजखत खंड अतं :स्ट्थाजपत दकया जाएगा, अथाात:्─ "(ग) बैटरी रूम या जस्ट्िचजगयर रूम या कंरोल रूम में भीषण आग, जैसा भी मामला हो।" (ग) परै ाग्राफ (1) में, उप-पैराग्राफ (ख) के खडं (ख) के स्ट्थान पर, जनम्नजलजखत खंड को रखा जाएगा, अथाात:्- "(ख) अजनयंजत्रत ‍लोरीन टोनर ठरसाि और अमोजनया ठरसाि के कारण जिषाि गैस फैलाि;" 12. उि जिजनयमों की अनुसूची 3 के पिात, जनम्नजलजखत अनुसूची को अंत:स्ट्थाजपत दकया जाएगा, अथाात:्─ "अनसु चू ी- 4 [जिजनयम 12 देख]ें जिद्यतु सयं त्रं ों के जलए सरु क्षा जाचं के तत्ि 1. आपातकालीन प्रबधं न योजना - (क) लगभग 110 डीबी से 120 डीबी स्ट्तर के परू ी तरह से परीक्षण दकए गए सायरन उपलब्ध होंगे। (ख) महत् िपूण ा स्ट्थानों पर पयााप्त संख्या में विड ि ा‍स या कोन उपलब्ध होंगे। (ग) मानक के अनुसार आपातकालीन जनकास उपलब्ध होगा। 2. (क) सरु क्षा के साधारण पहल ू - (i) कारखाना जनरीक्षणालय या जनदेिालय के अजधकाठरयों को िषा में कम स ेकम एक बार दौरा करना चाजहए।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 5 (ii) सुरक्षा नीजतयों की िषा म ेंएक बार समीक्षा की जानी चाजहए। (iii) पलांट हडे या उप पलांट हडे के अतं गता सुरक्षा सजमजत का गठन दकया जाएगा; और (iv) कम से कम एक उ् च ्ेणी का जीिन रक्षक एम्बुलेंस उपलब्ध होनी चाजहए। (ख) सरु क्षा प्रजिक्षण और जागरूकता - सुरक्षा प्रजिक्षण और जागरूकता कायािम िषा म ेंकम से कम एक बार आयोजजत दकए जाने चाजहए। (ग) सरु क्षा सिं धना दियाकलाप - सुरक्षा संिधान दियाकलाप जसै े दक सुरक्षा के जलए साइनेज और पोस्ट्टर पुरस्ट्कार िष ा में एक बार दकए जाएंगे। (घ) सरु क्षा मठे र‍स और घटना जनयत्रं ण उपाय - सिं ेदनिील दघु ाटनाओं को रोकने या उनसे बचने के जलए जििेष सुरक्षा उपाय दकए जाएगं े जैसे ऊंचाई स े जगरना, सीजमत स्ट्थान म ेंप्रिेि, सामग्री का जगरना, पयािेक्षण और ज्ञान की कमी, बॉटम ऐि क्षेत्र। (ङ) खतरे की पहचान और जनयत्रं ण - दकसी भी प्रजतकूल प्रभाि जजससे कर्वमयों को चोट लग सकती ह,ै संपजि, पयाािरण और उत्पादन की क्षजत या हाजन हो सकती ह,ै या जो एक दाजयत्ि बन सकता ह,ै को रोकने और कम करन े के जलए खतरों की पहचान के जलए खतरा पहचान अध्ययन दकया जाएगा । 3. बॉयलर अजधजनयम, 1923 - बॉयलर अजधजनयम, 1923 (समय-समय पर संिोजधत) के उपबंधों का पालन दकया जाएगा, जजसमें बॉयलर इंस्ट्पे‍टर द्वारा बॉयलर का जनरीक्षण और प्रमाणन सजम्मजलत ह।ै 4. पयािा रणीय उपबधं ों या जिजनयमों के सबं धं म ेंअनपु ालन - जििेष रूप से अपजिष्ट जल, रसायन और धलू दमन प्रणाली के जलए पयााप्त पयाािरण संरक्षण उपाय, िायु और जल अजधजनयम और उपयुि प्रदषू ण जनयंत्रण बोड ाके प्रािधानों के अनुरूप प्रदान दकए जाएंगे। 5. रखरखाि सरु क्षा प्रबधं न प्रणाली - खतरनाक उद्योगों को ध् यान म ेंरखते हुए ्जमकों का समय-समय पर स्ट्िास्ट््य परीक्षण दकया जाएगा। 6. आतं ठरक सरु क्षा ऑजडट - संयंत्र के स्ट्िामी द्वारा जनयजमत आंतठरक सुरक्षा ऑजडट दकया जाएगा। 7. बाहरी सरु क्षा ऑजडट - उपरोि जिजनयम 12 के अनुसार उत्पादन स्ट्टेिनों की सुरक्षा जांच या ऑजडट समय-समय पर दकया जाएगा। 8. आईएसओ 45001 सरु क्षा ऑजडट - संयंत्र को िषा में कम से कम एक बार आईएसओ 45001 के अनसु ार ऑजडट और प्रमाजणत दकया जाना चाजहए। 9. आग का पता लगान,े सरु क्षा और रखरखाि प्रणाली - (क) कम से कम दो नंबर जॉकी पंप (एक िर्ककग पलस एक स्ट्टैंडबाय) के साथ दो नंबर इलेज‍रक स्ट्थाजपत दकये जाएंगे।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) फायर हाइड्रेंट पंपों का साप्ताजहक परीक्षण दकया जाएगा और प्रत्येक जिफ्ट म ें फायर हाइड्रेंट जॉकी पंपों का दैजनक परीक्षण दकया जाएगा। (ग) प्रत्येक पाली में प्रजतददन दमकल गाजडयों का जनरीक्षण दकया जाएगा और प्रत्येक पाली के जलए पयााप्त जनिजि को जनयोजजत दकया जाएगा। (घ) सभी बाहरी आग का पता लगान े की त्रैमाजसक जााँच की जाएगी और सभी हीट और स्ट्मोक जडटे‍टरों का िार्वषक परीक्षण दकया जाएगा। 10. बॉयलर के सरु क्षा पहल ू- (क) साधारण या काननू ी अपक्षे ाय-ें िार्वषक रखरखाि के बाद या हाइड्रो परीक्षण के दौरान हर बार बॉयलर का बाहरी जनरीक्षण दकया जाएगा। (ख) सपु रहीटस ाऔर रीहीटसा - (क) िार्वषक ओिरहाल के दौरान िषा म ेंएक बार सुपरहीटसा और रीहीटसा ट्यूबों का जनरीक्षण दकया जाएगा। (ख) िार्वषक ओिरहाल के दौरान साल में एक बार सुरक्षा िाल्िों का परीक्षण दकया जाएगा। (ग) इकॉनोमाइजर - िार्वषक ओिरहाल के दौरान िषा में एक बार इकॉनोमाइजर ट्यूबों का जनरीक्षण दकया जाएगा। (घ) ड्रम या सपे रेटर और स्ट्टीम हडे र - (i) ड्रम इंस्ट्ुमेंटेिन को साल म ेंएक बार कैजलब्रेट दकया जाएगा। (ii) ड्रम इंटनल्ा स का िष ा में एक बार जनरीक्षण दकया जाएगा। (ङ) एयर प्रीहीटस ाऔर स्ट्टीम कॉइल एयर प्रीहीटस ा - (i) सप्ताह म ेंएक बार एयर प्रीहीटसा की पानी से धलु ाई की जाएगी। (ii) एयर प्रीहीटसा इंस्ट्ुमेंटेिन को साल में एक बार कैजलब्रेट दकया जाएगा। (च) स्ट्टीम जने रेटर इंटीग्रल पाइवपग, िाल्ि, दफटटग और माउंटटग - िार्वषक ओिरहाल के दौरान प्रिे र गेज, थमोकपल, रेजज़स्ट्टेंस टेंपरेचर जडटे‍ट र, फ्लो सेंसर आदद जैसे उपकरणों का कैजलब्रेिन दकया जाएगा। (छ) ड‍ट िका, डैम्पस ाऔर इंसलु िे न - धातु और गैर-धातु जिस्ट्तार जोडों को तीन िषों म ेंएक बार और सकुालेटटग फ्लडु ाइज़्ड बडे कम्बस्ट्चन बॉयलरों के जलए छह महीनों म ेंएक बार बदला जाएगा। (ज) सटू ब्लोइंग जसस्ट्टम - सूट ब्लोअर ऑपरेिन प्रजतददन दकया जायेगा। (झ) इल‍े रोस्ट्टैठटक प्रजे सजपटेटर - (i) सस्ट्पडें ेड पर्टटकुलेट मैटर स्ट्तर के संबंध में पयाािरण िन और जलिायु पठरितान मंत्रालय के मानदंडों को बनाए रखा जाएगा। (ii) ओपेजसटी मॉनीटर द्वारा धलू सग्रं ह दक्षता का दैजनक परीक्षण दकया जाएगा। (ञ) सचं ालन और रखरखाि के पहलू -[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 7 (i) बॉयलर ओिरहावलग हर साल दकया जाएगा। (ii) यूजनट का सुरजक्षत िटडाउन मूल उपकरण जनमााता के ऑपरेिन एण्ड मेंठटनेंस मैनुअल के अनुसार सख्ती से दकया जाएगा। 11. टबाइा न जने रेटर के सरु क्षा पहल─ू (क) साधारण पहल ू- टबााइन जनिजि की सुरक्षा पर सुरक्षा जागरूकता कायािम आयोजजत दकए जाएंगे। (ख) स्ट्ट ीम टबाइा न सरु क्षा – (i) मेन टबााइन ओिरस्ट्पीड प्रोटे‍िन चेककग महीने म ें कम से कम एक बार या मलू उपकरण जनमाता ा की जनयमािली के अनुसार की जानी चाजहए। (ii) स्ट्िचाजलत टबााइन परीक्षक की जााँच महीन े में कम से कम एक बार या मलू उपकरण जनमााता की जनयमािली के अनुसार की जाएगी। (ग) टबाइा न कंपन - यूजनट जिजिष्ट मूल उपकरण जनमााता के संचालन और रखरखाि मैनुअल में उल्लेख के अनुसार मुख्य टबााइन कंपन रीवडग को बनाए रखा जाएगा । (घ) टीजी फाउंडेिन और जसजिल ि‍सा ─ टीजी डेक नॉन जडस्ट्रज‍टि टेस्ट्ट सक्षम एजेंसी द्वारा दकया जाएगा। (ङ) िाल्ि और नान ठरटान िाल्ि – सुचारू संचालन के जलए, यूजनट जिजिष्ट मूल उपकरण जनमााता के संचालन और रखरखाि मैनुअल में उल्लेख के अनुसार, हर बडे बंद के बाद आिश्यक िाल्िों की जााँच की जाएगी। (च) टबाइा न ल्य जु ब्रकेटटग ऑयल और जकै कग ऑयल प्रणाली - (i) ल्यूब ऑयल जसस्ट्टम का हाइड्रो टेस्ट्ट यूजनट जिजिष्ट मलू उपकरण जनमााता के संचालन और रखरखाि मैनुअल में उल्लेख के अनुसार दकया जाएगा। (ii) यूजनट जिजिष्ट मूल उपकरण जनमााता के संचालन और रखरखाि मैनुअल में उल्लेख के अनुसार तले पाइप लाइन का दैजनक जनरीक्षण दकया जाएगा। (छ) टबाइा न जबयटरग्स और टर्ननग जगयर – यूजनट जिजिष्ट मलू उपकरण जनमााता के संचालन और रखरखाि मैनुअल म ें उल्लेख के अनुसार टरबाइन जबयटरग्स और टर्ननग जगयर का स्नेहन और रखरखाि जनरंतर दकया जाएगा । 12. िषे सयं त्रं के सरु क्षा पहल ू- (1) कोल हडैं वलग पलाटं और सबं द्ध सब-जसस्ट्टम - हाइड्रेंट लाइन म ेंसबसे दरू के छोर पर पानी का दबाि कम स ेकम 3.5 दकग्रा/सेमी2 होना चाजहए। (2) ऐि हडैं वलग पलाटं और सबं द्ध सब-जसस्ट्टम - (i) बॉटम ऐि जसस्ट्टम - बॉटम ऐि हडैं वलग जसस्ट्टम, भट्ठी जलाने के बाद, स्ट्लगै बाथ, डूबे हुए कन्द्िेयर, एजलिेटेड कन्द्िेयर, जबन या साइलो को ठीक से बनाए रखा जाएगा। (ii) ऐि बडं या डाइक - ऐि डाइक का रखरखाि जनरीक्षण प्रत्येक दसू रे ददन दकया जाएगा। (3) ईंधन तले उतराई प्रणाली - जिस्ट्फोटों को रोकने के जलए चालकों द्वारा संचलन या पठरिहन के दौरान बोउसर लॉरी में जमा इले‍रोस्ट्टैठटक चाजा को ईंधन तेल उतारने से पहले जडस्ट्चाजा रॉड का उपयोग करके जडस्ट्चाजा दकया जाना चाजहए। (4) डी एम पलाटं - एजसड और क्षार भंडारण टैंकों का बाहरी जनरीक्षण छह महीने में एक बार दकया जाएगा। (5) कूवलग टॉिर - कूवलग टॉिर कंिीट संरचना का िार्वषक रखरखाि के दौरान नाजमत जसजिल इंजीजनयर द्वारा जनरीक्षण दकया जाएगा। (6) कंप्रसे र हाउस - ठरसीिर टैंकों का समय पर िषा में कम से कम एक बार हाइड्रॉजलक परीक्षण दकया जाना चाजहए। (7) रासं फॉमरा , जस्ट्िचयाडा और सब स्ट्टेिन - जनयंत्रण कक्षों अथाात मुख्य जनयत्रं ण कक्ष, कोल हडैं वलग प लांट जनयंत्रण कक्ष, जस्ट्िचयाडा जनयंत्रण कक्ष, राख प्रबंधन जनयंत्रण कक्ष में पयाािरण के अनुकूल स्ट्ि्छ एजेंट प्रणाली प्रदान की जाएगी। (8) डीजल जने रेटर - (क) प्रत्येक पाली में जनयजमत रखरखाि कायािम के तहत जिद्युत पनै ल या ठरल े या इंटरलॉक या लाइट का रखरखाि और जनरीक्षण दकया जाएगा। (ख) जिद्युत पैनल कमरे अलग दकए जाएंगे। साथ ही, एयर हडैं वलग यूजनट कक्ष को िेष सुजिधाओं से अलग दकया जाएगा। एअर कंडीिनर के जलए, जजसमें सकुालेिन सजम्मजलत ह,ै दकसी भी आग की जस्ट्थजत म ें धुएं के संचलन को रोकन े के जलए स्ट्िचाजलत रूप से बंद होने िाला डैम्पर प्रदान दकया जाएगा।” राकेि गोयल सजचि [जिज्ञापन-III/4/असा./406/2022-23] ठटपपणी: मलू जिजनयम भारत के राजपत्र, असाधारण, भाग III, खंड 4 में अजधसूचना सं. फाइल सं. सीईए/टीईटीडी/एमपी/आर/02/2011 तारीख 14 फरिरी, 2011 के अधीन प्रकाजित दकए गए थे। CENTRAL ELECTRICITY AUTHORITY NOTIFICATION New Delhi, the 15th November, 2022 No. CEA-TH-17-17/5/2021-TETD Division.—Whereas the public notices advertising the proposal to amend the Central Electricity Authority (Safety Requirements for Construction, Operation and Maintenance of Electrical Plants and Electric Lines) Regulations, 2011 were published in six newspaper dailies, as required by sub- section (3) of section 177 of the Electricity Act, 2003 (36 of 2003) inviting objections and suggestions from all persons likely to be affected thereby, within forty seven days from the date on which the copies of the newspaper containing the said publications were made available to the public; And whereas copies of the said newspapers containing the public notices for the proposal the said draft regulations were made available to the public on 30th December, 2021; And whereas the objections and suggestions received from the public on the said draft regulations were considered by the Central Electricity Authority; Now, therefore, in exercise of the powers conferred by clause (c) of section 73 read with sub-section (1) of section 177 of the Electricity Act, 2003, the Central Electricity Authority hereby makes the following regulations further to amend the Central Electricity Authority (Safety Requirements for Construction, Operation and Maintenance of Electrical Plants and Electric Lines) Regulations, 2011, namely:─ 1. (1) These Regulations may be called the Central Electricity Authority (Safety Requirements for Construction, Operation and Maintenance of Electrical Plants and Electric Lines) (Amendment) Regulations, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Central Electricity Authority (Safety Requirements for Construction, Operation and Maintenance of Electrical Plants and Electric Lines) Regulations, 2011 (hereinafter referred to as the said regulations), for regulation 3, the following regulation shall be substituted, namely:─ “3. Applicability.─These Regulations shall be applicable to generating companies, transmission licensees, distribution licensees, Central Transmission Utility, State Transmission Utilities or any person.” 3. In regulation 4 of the said regulations – (i) in sub-regulation (2), the following shall be substituted, namely:─ “(2) The Owner shall obtain accreditation of electric plants with IS-18001 certification.” (ii) In sub-regulation (4), - (a) for clause (a), the following clause shall be substituted, namely:─10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] "(a) Formulation of written statement of policy in respect of safety and health of employees, duly signed by owner, shall be displayed at conspicuous places at the premises;" (b) for clause (d), the following clause shall be substituted, namely:─ “(d) (i) establishing procedures to identify hazards that could give rise to the potential of injury, health impairment or death and measures to control impact of such hazards; (ii) setting up an Early Warning System to deal with hazardous events such as Glacial Lake and Landslide Outburst Floods, Earthquakes, Cloudburst, Flash Floods, Avalanches, Dam Break event, etc. in case of all large hydro projects under operation as well as under implementation; and (iii) establishing Standard Operating Procedure to deal with these hazardous events;” (c) for clause (j), the following clause shall be substituted, namely:─ “(j) establishing system for proper communication, documentation and record management either in certified soft copy or hard copy form in relation to occupational safety and health;” (d) for clause (l), the following clause shall be substituted, namely:─ “(l) establishing methodology for internal and external audit of safety management system as per relevant Indian Standard;” 4. In regulation 7 of the said regulations, for sub-regulation (5), the following sub-regulation shall be substituted, namely:─ “(5) In case of any accident, the contractor shall immediately submit a state of the same to the Owner and the safety officer, containing the details of the accident, any injury or casualities, extent of property damage and remedial action taken to prevent recurrence.” 5. In regulation 10 of the said regulations, for sub-regulation (4), the following sub-regulation shall be substituted, namely:─ “(4) The Owner shall ensure that a fully equipped ambulance van is provided at the site for transportation of serious cases of accident or sickness to the hospital promptly and said ambulance van is maintained in good condition and equipped with necessary facilities. Provided that where number of employees including contract workers is less than two hundred, the Owner may make arrangements for procuring such facility at short notice from a nearby hospital or other place, to meet any emergency.” 6. In regulation 10 of the said regulations ─ (a) In sub-regulation (5), for clause (d), the following clause shall be substituted, namely:─ “(d) Tests for respiratory disorder for employees exposed to dusty environment in power generating stations once every six months: Provided that this provision shall not be applicable for the hydro power stations after commissioning of the project;” (b) In sub-regulation (5), after clause (d), the following shall be inserted, namely:─ “(e) Vertigo Test for all personnel involved in height work.” 7. In regulation 11 of the said regulations, after sub-regulation (3), the following sub-regulations shall be inserted, namely:─ “(4) Owner shall ensure availability of adequate infrastructure for imparting effective audio-visual safety training at the plant or premises. (5) Safety precautions including imparting specialized training shall be ensured in critical activities like scaffolding, electrical works, hot works, working in confined spaces.” 8. After regulation 11 of the said regulations, the following regulations shall be inserted, namely:─ “12. Safety Audit. – (1) Safety audit of generating stations shall be periodically carried out every two years by an accreditated third party and the audit report shall be sent to the Authority. (2) Authority through a designated officer may verify such reports by physical site inspections as and when required. (3) Safety checks shall be site specific and shall include the minimum safety checks as identified in Schedule IV annexed to these Regulations.[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 11 13. Relaxation of regulations. – The Authority may, by order and for reasons to be recorded in writing, relax any of provisions of these Regulations in respect of the matters referred to the Authority on case to case basis” 9. In Schedule I of the said regulations. – (a) In Paragraph (A) for sub-paragraph (12), the following sub-paragraph shall be substituted namely:─ “(12) Hazard identification and risk assessment including job safety analytical framework and safe working procedure;” (b) In Paragraph (A) after sub-paragraph (17) (g), the following sub-paragraph shall be inserted namely:─ “(h) man lifter;” (c) In Paragraph (A) after sub-paragraph (18) (f), the following sub-paragraphs shall be inserted namely:─ “(g) Radioactive Radiation; (h) Drainage facility for excess water;” (d) In Paragraph (A) after sub-paragraph (51), the following sub-paragraphs shall be inserted namely:─ “(52) Working in night and foggy atmosphere; (53) Safety in surface cleaning or preparation work; (54) Permit to work system.” 10. In Schedule II of the said regulations, in Paragraph (A), after sub-paragraph (6), the following sub-paragraph shall be inserted, namely:─ “(7) Safe storage, handling and Installation of various electro-mechanical equipment as per recommendations of manufacturers.” 11. In Schedule III of the said regulations, in Paragraph (1), in sub-paragraph (A). ─ (a) for Clause (b), the following clause shall be substituted, namely:─ “(b) Major fire in transformer yard or switchyard, as the case may be;” (b) after clause (b) of sub-paragraph (A), the following clause shall be inserted, namely:─ “(c) Major fire in battery room or switchgear room or control room, as the case may be.” (c) In Paragraph (1), for clause (b) of sub-paragraph (B), the following clause shall be substituted, namely:─ "(b)Toxic gas dispersion caused by uncontrolled chlorine toner leakage and ammonia leakage;" 12. After Schedule III of the said regulations, the following Schedule shall be inserted, namely:─ “Schedule- IV [See Regulation 12] Elements of safety checks for electrical plants 1. Emergency Management Plan.─ (A) Fully tested Siren of approximately 110 dB to 120 dB level shall be available. (B) Adequate numbers of Wind Socks or Cones shall be available at strategic locations. (C) Emergency exit as per standard shall be available. 2. (A) General Aspects of Safety.─ (i) factory inspectorate or directorate officials should visit at least once in a year; (ii) safety Policies should be reviewed once in a year; (iii) safety Committee shall be constituted under Plant Head or Deputy Plant Head; and (iv) at least one number of advanced life support ambulance shall be available; (B) Safety training and awareness.─ Safety training and awareness programmes shall be conducted at least one in a year. (C) Safety Promotional Activities.─12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Safety promotional activities such as Signages and posters awards for safety shall be done once in a year. (D) Safety Metrics and Incident Control Measures.─ Special safety measures shall be taken to check or avoid vulnerable accidents viz. fall from height, confined space entry, fall of materials, lack of supervision or knowledge, Bottom ash area. (E) Hazard Identification and Control.─ Hazard Identification Study shall be done for identifying hazards in order to prevent and reduce any adverse impact that could cause injury to personnel, damage or loss of property, environment and production, or become a liability. 3. Boilers Act, 1923.─ The provisions of Boilers Act, 1923 (as amended from time to time) shall be complied with including the inspection and certification of the boiler by the Boiler Inspector. 4. Compliance with respect to Environmental Provisions or regulations.─ Adequate Environment Protection measures especially for waste water, chemicals and dust suppression system shall be provided in line with Air and water Act and provisions of appropriate Pollution Control Board. 5. Maintenance Safety Management System.─ Periodic health check up of workers shall be done as per hazardous industries. 6. Internal Safety Audit.─ Regular Internal Safety Audits shall be carried out by the owner of the plant. 7. External Safety Audit.─ Safety checks or audits of generating stations shall be periodically carried out as per the regulation 12 above. 8. ISO 45001: Safety Audit.─ Plant shall be audited and certified as per ISO 45001 at least once in a year. 9. Fire Detection, Protection and Maintenance System.─ (a) Minimum two numbers Electric with two numbers jockey pumps (one working plus one standby) shall be installed. (b) Fire hydrant pumps shall be tested weekly and fire hydrant jockey pumps shall be tested daily in each shift. (c) Fire tenders shall be inspected daily in each shift and adequate manpower for each shift shall be employed. (d)All external fire detection shall be checked quarterly and all heat and smoke detectors annually tested. 10. Safety Aspects of Boiler.─ (A) General or Statutory Requirements.─ Boiler shall be externally inspected every time after annual maintenance or during hydro test. (B) Superheaters and Reheaters.─ (a) Superheaters and Reheaters tubes shall be inspected once a year during annual overhaul. (b) Safety valves shall be tested once a year during annual overhaul. (C) Economiser.─ Economiser tubes shall be inspected once a year during annual overhaul. (D) Drum or Separator and Steam Headers.─ (i) Drum instrumentations shall be calibrated once in year. (ii) Drum internals shall be inspected once in a year. (E) Air Preheaters and Steam Coil Air Preheaters.─ (i) Air Preheater water washing shall be done once in a week. (ii) Air Preheater instrumentations shall be calibrated once in a year. (F) Steam Generator Integral Piping, Valves, Fittings and Mountings.─[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 13 Calibration of instruments such as pressure gauges, Thermocouple, Resistance Temperature Detectors, Flow sensors etc. shall be done during annual overhaul. (G) Duct Work, Dampers and Insulation.─ Metallic and Non-Metallic expansion joints shall be replaced once in three years and for Circulating Fluidized Bed Combustion boilers once in six months. (H) Soot Blowing System.─ Soot blower operation shall be done daily. (I) Electrostatic Precipitator. ─ (i) Ministry of Environment Forest and Climate Change Norms in respect of Suspended Particulate Matter level shall be maintained. (ii) Dust collection efficiency shall be tested daily by opacity monitor. (J) Operation and Maintenance Aspects.─ (i) Boiler Overhauling shall be done every year. (ii) Safe shutdown of unit shall be done strictly as per Original Equipment Manufacturer’s Operation and Maintenance Manual. 11. Safety Aspects of Turbine Generator.─ (A) General Aspects.─ Safety awareness programs shall be conducted on safety for Turbine manpower. (B) Steam Turbine Protection.─ (i) Main turbine over speed protection checking shall be done atleast once in a month or as per Original Equipment Manufacturer’s Manual. (ii)Automatic Turbine Tester checking shall be done atleast once in a month or as per Original Equipment Manufacturer’s Manual. (C) Turbine Vibrations.─ Main Turbine Vibration readings shall be maintained as mentioned in the unit specific Original Equipment Manufacturer’s Operation and Maintenance Manual. (D) TG Foundation and Civil works.─ TG deck Non Destructive Test shall be carried out by competent agency. (E) Valves and Non Return Valves.─ Valves required for smooth operation shall be checked after every major shutdown as mentioned in the unit specific Original Equipment Manufacturer’s Operation and Maintenance Manual. (F) Turbine lubricating oil and jacking oil system.─ (i) Hydro test of lube oil system shall be carried out as mentioned in the unit specific Original Equipment Manufacturer’s Operation and Maintenance Manual. (ii) Oil pipe line shall be inspected daily as mentioned in the unit specific Original Equipment Manufacturer’s Operation and Maintenance Manual. (G) Turbine Bearings and Turning Gear.─ Lubrication and maintenance of turbine bearings and turning gear shall be done continuously as mentioned in the unit specific Original Equipment Manufacturer’s Operation and Maintenance Manual. 12. Safety Aspects of Balance of Plant.─ (1) Coal Handling Plant and Associated Sub-System.─ (A) Railway Siding and Track Hopper.─ (i) Signalling system of the track shall be kept in healthy condition and in auto mode. (ii) While working at Wagon Tipplers, the following shall be ensured:─ a. ultrasonic sensors and signalling system in proper condition;14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] b. the speed of the locomotive less than 5 km per hour in tippler area; c. brakes applied gently; d. all wagon doors remain closed; e. decoupling and coupling done from outside handle; and f. all limit switches in healthy condition. (iii) Maintenance of wagons shall be carried out weekly. (iv) Maintenance of locos shall be carried out every hundred hours of running. (B) Coal Yard and Stacker and Reclaimer.─ Water pressure shall be at least 3.5 kg/cm2 in hydrant line at the farthest end. (2) Ash Handling Plant and Associated Sub-System.─ (i) Bottom Ash System.─ Bottom Ash handling system, after burning grate, Slag bath, submerged coneveyor, elevated conveyor, bin or silo shall be properly maintained. (ii) Ash Bund or Dyke.─ Maintenance inspection of Ash Dyke shall be carried out every alternate day. (3) Fuel Oil Unloading System.─ Electrostatic charges accumulated in the Bowser Lorry during movements or transportation has to be discharged by the drivers before unloading fuel oil, using a discharge rod, to prevent Explosions. (4) D M Plant.─ External inspection of the acid and alkali storage tanks shall be done once in six months. (5) Cooling Tower.─ Cooling Tower concrete structure shall be inspected during annual maintenance by a designated Civil Engineer. (6) Compressor House.─ Receiver tanks shall be hydraulically tested periodically at least once in a year. (7) Transformers, Switchyard and Sub stations.─ Environment friendly Clean Agent System shall be provided in Control Rooms viz. Main Control Room, Coal Handling Plant Control Room, Switchyard Control Room, Ash Handling Control Room. (8) Diesel Generator.─ Diesel Generator system shall be checked daily. (9) Lift and Hoist.─ Testing of Lift and hoist shall be done every year by competent agency. 13. Electrical and control and instrumentation system and associated sub-system.─ (a) Electrical panels or Relays or interlocks or Lights shall be maintained and inspected under regular maintenance programme in every shift. (b) Electrical panel rooms shall be segregated. Also, the Air Handling Unit room shall be segregated from the remaining facilities. For Air Conditioners which involves circulation shall be provided with automatically closing damper to prevent the circulation of smoke in case of any fire.” RAKESH GOYAL, Secy.
