(2) (cid:26) क2म के अधीन लाभ %ा3 त करने के इUछ ुक ऐसे 4य िRक को, िजसके पास आधार संXय ांक नहY ह ै या िजसने
अभी तक आधार के िलए नामांकन नहY कराया ह,ै 31 माच,1 2019 तक आधार नामांकन के िलए आवेदन करना
होगा, य(cid:1)द वह उ;त अिधिनयम क2 धारा 3 के उपबंध(cid:16) के अनुसार आधार %ा3त करन े के िलए हकदार हो और ऐस े
4 यिR आधार नामांकन के िलए (cid:1)कसी आधार नामांकन के6A (सूची भारतीय िविशZट पहचान %ािधकरण
(यूआईडीएआई) क2 वेबसाइट www.uidai.gov.in पर उपल[ध ह)ै जा सकते ह L।
(3) आधार (नामांकन और अ\तन) िविनयम, 2016 के िविनयम 12 के अनुसार िवभाग से अपने ,े8
काया1लय(cid:16), आंचिलक काया1लय(cid:16) और काया16व यन अिभकरण(cid:16) के माधय ् म से, लाभा)थय(cid:16) के िलए आधार नामांकन
सुिवधाएं उपल[ ध करान े क2 अपे,ा ह ै (cid:1)क िज6ह (cid:16)ने अभी तक आधार के िलए नामांकन नहY कराया ह ै और य(cid:1)द [ल ॉक
या ता(cid:3)ल कु या तहसील जैस े आस-पास म(cid:31) कोई आधार नामांकन क(cid:31)A अवि(cid:26)थत नहY ह ै तो िवभाग अपन े ,े8
काया1लय(cid:16), आंचिलक काया1लय(cid:16) और काया16व यन अिभकरण(cid:16) के मा@य म से, भारतीय िविशZट पहचान %ािधकरण के
िव\मान रिज(cid:26) ^ार(cid:16) के साथ सम6 वय से सुिवधाजनक अव(cid:26)थ ान(cid:16) पर या िवभाग (cid:26)व य ं भारतीय िविशZट पहचान
%ािधकरण रिज(cid:26) ^ार बन कर आधार नामांकन सुिवधाएं उपबंध करा सकेगा;
परंतु उस समय तक जब तक (cid:26) क2म के अधीन 4य िR को आधार समनुदेिशत (cid:1)कया जाना ह,ै ऐसे 4य िR को
िन(cid:8) निलिखत द(cid:26) तावेज(cid:16) को %(cid:26)त ुत (cid:1)कए जान े के अधीन रहत े_ए फायदा (cid:1)दया जाएगा, अथा1त:्-
(क) (i) य(cid:1)द उसने नामांकन करा िलया ह ै तो उसका आधार नामांकन पहचान ि(cid:26)लप; या
(ii) नीचे पैरा 2 के उप-पैरा (2) म(cid:31) यथा िन‘दZट अनुसार, आधार नामांकन के िलए उसके aारा (cid:1)कए गए
अनुरोध क2 %ित; और
(ख) िन(cid:8) निलिखत कोई भी द(cid:26) तावेज-
(i) मतदाता पहचान प8; या
(ii) (cid:26) थायी खाता संX या (पेन) काड;1 या
(iii) पासपोट;1 या
(iv) राशन काड;1 या
(v) कोई सरकारी पहचान-प8; या
(vi) बLक या डाकघर पासबुक फोटो सिहत; या
(vii) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अनgु ापन %ािधकारी aारा जारी चालन अनुgिh;
या

2. (cid:26) क2म के अधीन लाभा)थय(cid:16) को सुिवधाएं उपल[ध करन े के िलए, िवभाग अपने ,े8 काया1लय(cid:16) एवं आंचिलक
काया1लय(cid:16) तथा काया16 वयन अिभकरण(cid:16) के मा@ यम से सभी अपिे ,त %बंध करेगा, िजसके अंतगत1 िन(cid:8)न िलिखत भी ह,L अथा1त:्-
(i) इस (cid:26) क2म के अधीन सुिवधाएं %ा3त करन े के िलए आधार क2 अपे,ा के बारे म(cid:31) जाग(cid:29)क बनाने के िलए
4 यि5गत सूचना aारा और मीिडया के मा@य म से 4य ापक %चार (cid:1)कया जाए और य(cid:1)द उ6ह (cid:16)ने पहल े स े
नामांकन नहY कराया ह ै तो उ6ह (cid:31) 31 माच,1 2019 तक उनके ,े8(cid:16) म(cid:31) उपल[ध िनकटतम नामांकन क(cid:31)A(cid:16) पर
आधार के िलए अपना नामांकन कराने क2 सलाह दी जा सके और उ6ह (cid:31) (cid:26)थ ानीय आधार नामांकन क(cid:31)A(cid:16) क2
सूची उपल[ ध कराई जाए ।
(ii) य(cid:1)द, [ल ॉक या ता(cid:3) लुक या तहसील जैसे िनकटतम ,े8 म(cid:31) आधार नामांकन क(cid:31)A क2 अनुपल[ध ता के कारण

काया1लय(cid:16) और काया16 वयन अिभकरण(cid:16) के मा@य म स,े सुिवधाजनक अव(cid:26)थ ान(cid:16) पर आधार के िलए नामांकन
सुिवधा(cid:13) का सृजन करे और लाभा)थय(cid:16) से अनुरोध (cid:1)कया जा सकता ह ै (cid:1)क वे उनके नाम, पत,े मोबाइल
नंबर और अ6 य [ यौरे, जो पैरा 1 के उप-पैरा (3) के %थम पर6त ुक म(cid:31) िविन‘दZट ह,L देते _ए आधार के िलए
नामांकन हते ु िवभाग के ,े8 काया1लय(cid:16) और आंचिलक काया1लय(cid:16) aारा िवशेष (cid:29)प से पदािभिहत %भारी
अिधकारी या उसके काया16 वयन अिभकरण या इस %योजन के िलए %दान (cid:1)कए गए वेब पोट1ल के मा@य म से
अपन े अनरु ोध को रिज(cid:26) टर करवा सकते ह L ।
(iii) य(cid:1)द, (cid:26) क2म के तहत लाभा)थय(cid:16) ने आधार के िलए नामांकन करा िलया ह ै और (cid:1)कसी भी कारण से आधार
संX या %(cid:26) ततु करन े म(cid:31) असमथ1 होता ह,ै तो िवभाग अपन े ,े8 काया1लय(cid:16), आंचिलक काया1लय(cid:16) और
काया16 वयन अिभकरण के मा@ यम से, सुिवधाजनक अव(cid:26)थ ान(cid:16) पर आधार के िलए नामांकन सुिवधाएं %दान
करके यूआईडीएआई के नामांकन और अ\तन lाहक के aारा “मेरा आधार सच(cid:10) कर(cid:12)” सुिवधा %दान कर(cid:31)ग े
और लाभा)थय(cid:16) से अनरु ोध (cid:1)कया जा सकता ह ै (cid:1)क व े आधार संXय ा को साझा करन,े प(cid:21)रचािलत करन े
अथवा %कािशत करन े पर %ितबंध के संबंध म (cid:31) उ;त अिधिनयम और उसके तहत बन े िविनयम(cid:16) के उपाबधं
के अ@ यधीन, लाभाथJ के आधार को सच 1 करन े के िलए अभीZट ऑपरेटर के पास अपन े नाम, पत,े मोबाइल
नंबर, अंगुिलय(cid:16) क2 छाप और अ6य [य ौरे देकर सहायता मोड म(cid:31) अपना आधार सच 1 कर(cid:31) ।
3. ऐसे सभी मामल(cid:16) म,(cid:31) जहां लाभा)थय(cid:16) के खराब बायोमी(cid:21)^क के कारण अथवा (cid:1)कसी अ6य कारण से आधार
%माणीकरण िवफल हो जाता ह,ै तो िन(cid:8) निलिखत अपवाद (cid:1)&यािविध अपनाई जाएगी, अथा1त :-
(क) य(cid:1)द अंगुिलय(cid:16) क2 छाप खराब ;व ािलटी क2 ह ै तो %माणीकरण के िलए आईआरआईएस (cid:26)क ेन क2 सुिवधा
अपनाई जाएगी, िजसके िलए िवभाग अपन े ,े8 काया1लय(cid:16), आंचिलक काया1लय(cid:16) और (cid:26)क 2म के काया16व यन
अिभकरण के मा@ यम से अपनी सेवा %दाता अिभकरण स,े िनबा1ध रीित से फायद(cid:16) के प(cid:21)रदान के िलए
अंगुिलय(cid:16) क2 छाप के (cid:26) केनर सिहत आईआरआईएस (cid:26)क ेनर के िलए उपाबंध कर(cid:31)गा ;
(ख) य(cid:1)द लाभा)थय(cid:16) म(cid:31) व(cid:21)रZ ठ नाग(cid:21)रक(cid:16) क2 अंगुिलय(cid:16) क2 छाप अथवा आईआरआईएस %माणीकरण म(cid:31) क(cid:21)ठनाई
हो तो चेहरे का %माणीकरण (cid:1)कया जाएगा और िवभाग अपने ,े8 काया1लय(cid:16), आंचिलक काया1लय(cid:16) और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
काया16 वयन अिभकरण के मा@य म से ऐस े व(cid:21)रZठ नाग(cid:21)रक(cid:16) अथवा ऐस े लाभा)थय(cid:16) के िलए चेहरे के
%माणीकरण के िलए यथासंभव 4य व(cid:26)थ ा करेगा, िजनके %माणीकरण के िलए अ6य तरीके िवफल हो गए ह(cid:16);
(ग) य(cid:1)द अंगुिलय(cid:16) क2 छाप अथवा आईआरआईएस अथवा चहे रे के %माणीकरण के ज़(cid:21)रए बायोमे(cid:21)^क
%माणीकरण सफल नहY होता ह ै तो जहां कहY भी संभव और अनुमFय हो सीिमत समय क2 वैधता के साथ
आधार वन टाइम पासवड1 (ओटीपी) अथवा टाइम आधा(cid:21)रत वन टाइम पासवड1 (टीओटीपी), जैसा भी
मामला हो, क2 सुिवधा दी जाए ;
(घ) (i) अ6 य सभी मामल(cid:16) म,(cid:31) जहां बायोमे(cid:21)^क अथवा ओटीपी अथवा टीओटीपी %माणीकरण संभव न हो, वहां
मूल आधार प8 के आधार पर लाभ (cid:1)दया जाए, िजसका %माणीकरण आधार प8 पर छपे ;य आू र कोड स े
सF यािपत (cid:1)कया जा सकता ह ै;
(ii) उप खंड (i) के %योजन के िलए, िवभाग अपने ,े8 काया1लय(cid:16), आंचिलक काया1लय(cid:16) और काया16व यन
अिभकरण के मा@ यम से सेवा प(cid:21)रदान के6A पर ;य आू र कोड रीडर %दान करेगा ता(cid:1)क वह ई-आधार पर
आधार प8 पर छपे ; यआू र कोड को पढ़ सकेगा जो ऑफ लाइन तरीके से आधार काड1 क2 %ामािणकता का
सF यापन करने क2 अनुमित देता ह;ै
(iii) ; यआू र कोड यूआईडीएआई aारा िवकिसत सुरि,त ;य ूआर कोड रीडर के aारा पढ़ा जा सकेगा
; य(cid:16)(cid:1)क यह आधार धारक के िडजीटल ह(cid:26)त ा,(cid:21)रत िववरण %दान करता ह ै और ऐसे सभी मामल(cid:16) म(cid:31) लाभ(cid:16)
अथवा सेवा को इस %योजन के िलए बनाए गए अपवाद (cid:1)&यािविध रिज(cid:26)ट र म(cid:31) इस संrवहार को िविधवत
दज1 करके %दान (cid:1)कया जाएगा, िजसक2 समी,ा क2 जाएगी और िवभाग aारा अपन े ,8े काया1लय(cid:16),
आंचिलक काया1लय(cid:16) और काया61 व यन अिभकरण के मा@य म स े आविधक लेखा परी,ा क2 जाएगी तथा इन
रिज(cid:26) टर(cid:16) का रखरखाव और आविधक िनरी,ण अपवाद (cid:1)&यािविध का एक आव7यक घटक होगा।

New Delhi, the 6th December, 2018
S.O. 6143(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Office of the Development Commissioner for Handlooms under Ministry of Textiles in the
Government of India (hereinafter referred to as the Department), is implementing Pradhan Mantri Jeevan Jyoti Bima
Yojana (PMJJBY), Pradhan Mantri Suraksha Bima Yojana (PMSBY) and converged Mahatma Gandhi Bunkar Bima
Yojana (MGBBY) under the Handloom Weavers Comprehensive Welfare Scheme (hereinafter referred to as the
Scheme) as a Central Sector Scheme which is implemented through Life Insurance Corporation of India (hereinafter
referred to as the Implementing Agency);
And whereas, the Scheme aims at providing life insurance cover and accidental insurance cover for death or
disability where Government of India gives its share of the annual premium (hereinafter referred to as the benefits) to¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5
the handloom weavers and workers (hereinafter referred as the beneficiaries), who meet the eligibility criteria as defined
in the extant Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of
India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government in the Ministry of Textiles hereby notifies the following, namely:-
1. (1) An individual eligible for availing benefits under the scheme is required to furnish proof of
possession of Aadhaar number or undergo Aadhaar authentication.
(2) An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar
number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by the 31st March, 2019,
provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such
individual may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India
(UIDAI) website www.uidai.gov.in) for Aadhaar enrolment.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department
through its field offices, zonal offices and the Implementing Agency is required to offer Aadhaar enrolment
facilities to the beneficiaries who are not yet enrolled for Aadhaar, and in case there is no Aadhaar enrolment
centre located in the vicinity such as in the Block or Taluka or Tehsil, the Department through its field offices,
zonal offices and the Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations
in coordination with the existing Registrars of UIDAI or by Department itself becoming UIDAI Registrar:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to
such individuals subject to the production of the following documents, namely:-
(a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2) of
paragraph 2 below; and
(b) Any of the following documents:
(i) Voter Identity Card; or
(ii) Permanent Account Number Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Any Government ID Card; or
(vi) Bank or Post Office Passbook with photo; or
(vii) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(viii) Identity Card issued by Office of the Development Commissioner for Handlooms, M/o Textiles or the State
Governments; or
(ix) Any other document as specified by the Central Government:
Provided further that the above documents shall be checked by an Officer specifically designated by the
Department for that purpose.
2. In order to provide convenient benefits under the Scheme to the beneficiaries, the Department through its field
offices, zonal offices and the Implementing Agency, shall make all required arrangements including the following,
namely:-
(i) wide publicity through media and individual notices to be given to the beneficiaries to make them aware of the
requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest
Aadhaar enrolment centre available in their areas by the 31st March 2019, in case they are not yet enrolled and
the list of locally available enrolment centres shall be made available to them.
(ii) in case, the beneficiaries are not able to enroll for Aadhaar due to non-availability of enrollment centres in the
vicinity such as in the Block or Taluka or Tehsil, the Department through its field offices, zonal offices and the
Implementing Agency is required to create Aadhaar enrolment facilities at convenient locations, and the
beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names,
addresses, mobile numbers and other details as specified in the proviso to sub-paragraph (3) of paragraph 1,6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
with the Officer-In-charge specifically designated by the field offices and zonal offices of the Department, or its
Implementing Agency or through the web portal provided for the purpose.
(iii) in case, the beneficiaries under the Scheme have enrolled for Aadhaar, however, are not able to produce
Aadhaar number for any reason whatsoever, the Department through its field offices, zonal offices and the
Implementing Agency shall provide “Search My Aadhaar” facility through UIDAI’s Enrolment and Update
Client by facilitating Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be
requested to search their Aadhaar in assisted mode by giving their names, address, mobile numbers, finger
prints and other details, with the operator required to search beneficiary’s Aadhaar, subject to the provision of
the said Act and regulations made thereunder with respect to restriction on sharing, circulating or publishing of
Aadhaar number.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other
reason, the following exception handling mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the
Department through its field offices, zonal offices and the Implementing Agency of the Scheme shall through its
services delivery agency make provisions for IRIS scanners along with fingerprint scanners for delivery of benefits
in seamless manner;
(b) in case of difficulty in fingerprints or IRIS authentication of senior citizens of the beneficiaries, face
authentication shall be used and the Department through its field offices, zonal offices and the Implementing
Agency shall make arrangements for face authentication wherever feasible, for those senior citizens or those
beneficiaries whose other modes of authentication fail;
(c) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful,
wherever feasible and admissible authentication by Aadhaar One Time Password (OTP) or Time-based One-Time
Password (TOTP) with limited time validity, as the case may be, shall be preferred;
(d) (i) in all other cases where biometric or OTP or TOTP authentication is not possible, service or benefits
may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code
printed on the Aadhaar letter;
(ii) for the purpose of sub-clause (i), the Department through its field offices, zonal offices and the
Implementing Agency shall provide QR code readers at point of service delivery to read QR code printed on
Aadhaar Letter on E-Aadhaar which allows verifying the authenticity of Aadhaar Card in an offline manner;
(iii) The QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides
digitally signed details of Aadhaar holder and in all such cases the benefits or service may be provided after
duly recording the transaction in the exception handling register made for this purpose, which is to be
reviewed and audited periodically by the Department through its field offices, zonal offices and the
Implementing Agency and maintenance of these registers and periodic inspection shall be an essential
component of exception handling mechanism.
4. This notification shall come into effect from the date of its publication in the Official Gazette in all the States
and Union territories, except the State of Jammu and Kashmir.
