(cid:27)क 2म के अधीन लाभा*थ,य(cid:18) को सिु वधाएं उपलJ ध करने के िलए, िवभाग अपन े फ2(cid:6) ड काया,लय(cid:18) और आंचिलक काया,लय(cid:18) तथा काया,6व यन अिभकरण(cid:18) के माC यम से सभी अपिे .त &बंध करेगा, िजसके अंतगत, िन(cid:10) निलिखत भी ह,I अथा,त:्- (1) इस (cid:27)क 2म के अधीन सिु वधाए ं &ा3 त करन े के िलए आधार क2 अप.े ा के बारे म जाग(cid:30)क बनाने के िलए 4य ि5गत सूचना ^ारा और मीिडया के माC यम से 4 यापक &चार (cid:4)कया जाए और य(cid:4)द उ6ह (cid:18)न े पहले स े नामाकं न नहV कराया ह ै तो उ6ह 31 माच,, 2019 तक उनके .े8 म उपलJध िनकटतम नामाकं न क L(cid:18) पर आधार के िलए अपना नामांकन करान े क2 सलाह दी जा सके । उ6 ह (cid:27) थानीय आधार नामाकं न क L(cid:18) क2 सूची उपलJध कराई जाए ।¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 (2) य(cid:4)द, Jल ॉक या ता(cid:6)ल कु या तहसील जैस े िनकटतम .े8 म आधार नामाकं न क L क2 अनुपलJध ता के कारण लाभाथH आधार के िलए नामाकं न करान े म असमथ , ह,I तो िवभाग अपन े फ2(cid:6) ड कायाल, य(cid:18), आंचिलक काया,लय(cid:18) और काया,6व यन अिभकरण(cid:18) के माC यम स,े सिु वधाजनक अव(cid:27) थान(cid:18) पर आधार के िलए नामाकं न सुिवधा(cid:15) का सृजन करे और लाभा*थ,य(cid:18) स े अनरु ोध (cid:4)कया जा सकता ह ै (cid:4)क वे उनके नाम, पत,े मोबाइल नंबर और अ6य Jय ौरे, जो पैरा 1 के उप-पैरा (3) के &थम पर6त ुक म िविन]द@, ट ह,I देते \ए आधार के िलए नामाकं न हते ु िवभाग के फ2(cid:6) ड काया,लय(cid:18) और आंचिलक कायाल, य(cid:18) ^ारा िवशषे (cid:30)प स े पदािभिहत &भारी अिधकारी या उसके काया6, व यन अिभकरण के पास अपने अनरु ोध को रिज(cid:27) टर करवा सकत ेह I। (3) य(cid:4)द, (cid:27)क 2म के तहत लाभा*थ,य(cid:18) ने आधार के िलए नामाकं न करा िलया ह ै और (cid:4)कसी भी कारण स े आधार सUं या &(cid:27)त ुत करन े म असमथ , होता ह,ै तो िवभाग अपने फ2(cid:6) ड कायाल, य(cid:18), आंचिलक काया,लय(cid:18) और काया,6व यन अिभकरण के माC यम स,े सिु वधाजनक अव(cid:27) थान(cid:18) पर आधार के िलए नामाकं न सिु वधाएं &दान करके यआू ईडीएआई के नामाकं न और अXतन jाहक के ^ारा “मेरा आधार सच(cid:10) कर(cid:12)” सिु वधा &दान कर गे और लाभा*थ,य(cid:18) से अनुरोध (cid:4)कया जा सकता ह ै (cid:4)क वे आधार संU या को साझा करन,े प(cid:23)रचािलत करन े या &कािशत करन े पर &ितबंध के संबंध म उ;त अिधिनयम और उसके तहत बने िविनयम(cid:18) के &ावधान के अCय धीन, लाभाथH के आधार को सच, करने के िलए अभी@ ट ऑपरेटर के पास अपने नाम, पत,े मोबाइल नंबर, अंगुिलय(cid:18) क2 छाप और अ6य J यौरे दके र सहायता मोड म अपना आधार सच ,कर । 3. ऐसे सभी मामल(cid:18) म, जहां लाभा*थ,य(cid:18) के खराब बायोमी(cid:23)Aक के कारण या (cid:4)कसी अ6 य कारण से आधार &माणीकरण िवफल हो जाता ह,ै तो िन(cid:10)न िलिखत अपवाद (cid:4)’यािविध अपनाई जाएगी, अथा,त :- (1) य(cid:4)द अंगिु लय(cid:18) क2 छाप खराब ; वािलटी क2 ह ै तो &माणीकरण के िलए आईआरआईएस (cid:27)क ेन क2 सिु वधा अपनाई जाएगी, िजसके िलए िवभाग अपन े फ2(cid:6) ड काया,लय(cid:18), आंचिलक कायाल, य(cid:18) और (cid:27) क2म के काया,6व यन अिभकरण के माCय म से अपनी सेवा &दाता एजस ी स,े िनबा,ध रीित से लाभ(cid:18) के प(cid:23)रदान के िलए अंगिु लय(cid:18) क2 छाप के (cid:27)क ेनर सिहत आईआरआईएस (cid:27) केनर के िलए &ावधान करेगा ; (2) य(cid:4)द लाभा*थ,य(cid:18) म व(cid:23)र@ठ नाग(cid:23)रक(cid:18) क2 अंगुिलय(cid:18) क2 छाप या आईआरआईएस &माणीकरण म क(cid:23)ठनाई हो तो चेहरे का &माणीकरण (cid:4)कया जाएगा और िवभाग अपन े फ2(cid:6) ड कायाल, य(cid:18), आंचिलक काया,लय(cid:18) और काया,न व् यन अिभकरण के माC यम स े ऐस े व(cid:23)र@ ठ नाग(cid:23)रक(cid:18) या ऐस े लाभा*थ,य(cid:18) के िलए चेहरे के &माणीकरण के िलए यथासभं व 4 यव(cid:27) था करेगा, िजनके &माणीकरण के िलए अ6 य तरीके िवफल हो गए ह(cid:18); (3) य(cid:4)द अंगिु लय(cid:18) क2 छाप या आईआरआईएस या चेहरे के &माणीकरण के ज़(cid:23)रए बायोमे(cid:23)Aक &माणीकरण सफल नहV होता ह ै तो जहा ं कहV भी सभं व और अनुमMय हो सीिमत समय क2 वधै ता के साथ आधार वन टाइम पासवड , (ओटीपी) या टाइम आधा(cid:23)रत वन टाइम पासवड , (टीओटीपी), जैसा भी मामला हो, क2 सुिवधा दी जाए ; (4) अ6य सभी मामल(cid:18) म, जहा ं बायोम(cid:23)े Aक या ओटीपी या टीओटीपी &माणीकरण सभं व न हो, वहा ं मलू आधार प8 के आधार पर लाभ (cid:4)दया जाए, िजसका &माणीकरण आधार प8 पर छपे ;य आू र कोड स े सMय ािपत (cid:4)कया जा सकता ह ै और इस &योजन के िलए िवभाग अपने फ2(cid:6) ड काया,लय(cid:18), आंचिलक काया,लय(cid:18) और काया,6व यन अिभकरण के माC यम से सवे ा प(cid:23)रदान के6L पर ; यआू र कोड रीडर &दान करेगा ता(cid:4)क वह ई-आधार पर आधार प8 पर छपे ; यआू र कोड को पढ़ सकेगा जो ऑफ लाइन तरीके से आधार काड , क2 &ामािणकता का सMय ापन करने क2 अनमु ित दते ा ह ै और ; यआू र कोड यआू ईडीएआई ^ारा िवकिसत सरु ि.त ;य ूआर कोड रीडर के ^ारा पढ़ा जा सकेगा ; य(cid:18)(cid:4)क यह आधार धारक के िडजीटल ह(cid:27)त ा.(cid:23)रत िववरण &दान करता ह ै । ऐसे सभी मामल(cid:18) म लाभ(cid:18) या सवे ा को इस &योजन के िलए बनाए4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] गए अपवाद (cid:4)’यािविध रिज(cid:27) टर म इस Aांजे; त (हथकरघा) MINISTRY OF TEXTILES [OFFICE OF DEVELOPMENT COMMISSIONER (HANDLOOMS)] NOTIFICATION New Delhi, the 28th November, 2018 S.O. 25(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Office of Development Commissioner (Handlooms) under the Ministry of Textiles in the Government of India (hereinafter referred to as the Department), is implementing Yarn Supply Scheme (hereinafter referred to as the Scheme) through National Handloom Development Corporation (NHDC) (hereinafter referred to as the Implementing Agency); And whereas, the Scheme aims to make yarn available in hank form at subsidized price (hereinafter referred to as the benefits) to inter-alia, individual handloom weavers (hereinafter referred to as the beneficiaries) as per the extant Scheme guidelines; And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government in the Ministry of Textiles hereby notifies the following, namely:- 1 (1) An individual eligible for availing benefits under the Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by 31st March, 2019 provided he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment center (list available at Unique Identification Authority of India (UIDAI) website (www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its field offices, zonal offices and the Implementing Agency, is required to offer Aadhaar enrolment facilities to the beneficiaries who are not yet enrolled for Aadhaar, and in case, there is no Aadhaar enrolment centre located in the vicinity such as in the Block or Taluka or Tehsil, the Department through its field offices, zonal offices and the Implementing Agencies, shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of Unique Identification Authority of India (UIDAI) or by Department itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 (ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2 below; and (b) any of the following documents, namely:- (i) Voter Identity Card; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Ration Card; or (v) Any Government ID Card; or (vi) Bank or Post office Passbook with Photo; or (vii) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (viii) Identity card issued by office of the Development Commissioner Handlooms, Ministry of Textiles or the State Governments; or (iv) Any other document as specified by the Ministry of Textiles or the State Government: Provided further that the above documents shall be checked by an Officer specifically designated by the Ministry of Textiles for that purpose. 2. In order to provide convenient benefits under the Scheme to the beneficiaries, the Department through its field offices, zonal offices and the Implementing Agency, shall make all required arrangements including the following, namely:- (1) wide publicity through media and individual notices to be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centre available in their areas by 31st March 2019, in case they are not yet enrolled and the list of locally available enrolment centres shall be made available to them. (2) in case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the Department through its field offices, zonal offices and the Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their name , address , mobile number and other details as specified in the proviso to sub-paragraph (3) of paragraph 1, with the officer in-charge specifically designated by the field offices and zonal offices of the Department, or its Implementing Agency. (3) in case, the beneficiaries under the Scheme have enrolled for Aadhaar, say, are not able to produce Aadhaar number for any reason whatsoever, the Department through its field offices, zonal offices and the Implementing Agency shall provide “Search My Aadhaar” facility through UIDAI’s Enrolment and Update Client by facilitating Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to search their Aadhaar in assisted mode by giving their name, address, mobile number, finger prints and other details, with the operator required to search beneficiary’s Aadhaar, subject to the provision of the said Act and regulations made there under with respect to restriction on sharing, circulating or publishing of Aadhaar number. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of beneficiaries or due to any other reason, the following exception handling mechanisms shall be adopted, namely:- (1) in case of poor fingerprint quality, IRIS scan facility shall be adopted for authentication, thereby the Department through its field offices, zonal offices and the Implementing Agency of the Scheme shall through its service delivery agency, make provisions for IRIS scanners along with fingerprint scanners for delivery of benefits in seamless manner; (2) in case of difficulty in fingerprints or IRIS authentication of senior citizens of the beneficiaries, face authentication, shall be used and the Department through its field offices, zonal offices and the Implementing Agency shall make arrangements for face authentication wherever feasible, for those senior citizens or those beneficiaries whose other modes of authentication fail; (3) in case of biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password (OTP) or Time-based One- Time Password (TOTP)with limited time validity, as the case may be, shall be preferred; (4) in all other cases where biometric or OTP or TOTP authentication is not possible, benefits may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter and for this purpose, the Department through its field offices, zonal offices and the Implementing Agency shall provide QR code readers at point of service delivery to read QR code printed on Aadhaar letter on E- Aadhaar which allows verifying the authenticity of Aadhaar card in offline manner and the QR code shall preferably be read through Secure QR code reader developed by UIDAI as it provides digitally signed details of Aadhaar Holder.
