भारत सरकार म ें औषध जवभाग केंद्र प्रायोजित योिनाओं अथावत प्रधानमंत्री भारतीय िनऔषजध पररयोिना (पीएमबीिेपी) योिना और राष्ट्रीय औषध जिक्षा और अनुसंधान संस्ट्थान (नाईपर) योिना का संचालन कर रहा ह।ै पीएमबीिेपी योिना उन माजलकों को प्रोत्साहन प्रिान करती है, जिन्होंने ििे के जवजभन्न जिलों म ें िनऔषजध केंद्रों की स्ट्थापना की और िनता को िेनेररक िवाईयां बेचने का काम कर रह े ह।ैं प्रोत्साहन उनके बैंक खातों में सीधे लाभ के रूप में िमा दकए िात े ह।ैं इसी प्रकार, नाईपर योिना के अंतगतव , मोहाली, अहमिाबाि, रायबरेली, गुवाहाटी, हिै राबाि, हािीपुर और कोलकाता म ें सात राष्ट्रीय औषध जिक्षा और अनुसंधान संस्ट्थान स्ट्थाजपत दकए गए ह।ैं य े संस्ट्थान सभी स्नातकोत्तर छात्रों को विीफा तथा सभी पीएचडी स्ट्कॉलसव को अजधछात्रवृजत्त प्रिान करते ह,ैं िो िमिः पीिी कोस व पीएचडी कर रह े ह।ैं विीफा और अजधछात्रवृजत्त सीधे लाभ हस्ट्तांतरण के रूप में माजसक आधार पर छात्रों/ स्ट्कॉलसव के बैंक खातों में िमा दकए िात े ह।ैं 5605 GI/2020 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िबदक, पीएमबीिेके माजलकों को दिए गए प्रोत्साहन और नाईपर के छात्रों/ स्ट्कॉलसव को दिए गए विीफा/अजधछात्रवृजत्त में भारत के समेदकत जनजध से आवती व्यय िाजमल ह।ै अब, इसजलए, आधार और अन्य कानून (संिोधन) अजधजनयम, 2019 (2019 का 14) (बाि में उक्त अजधजनयम के हवाले से), द्वारा यथा संिोजधत आधार (जवत्तीय और अन्य सजससडी, लाभ और सेवाओं के लजक्षत जवतरण) अजधजनयम, 2016 (2016 का 18) की धारा 7 के प्रावधानों के अनुसरण म ें औषध जवभाग में केंद्र सरकार एतद्द्वारा जनम्नजलजखत को अजधसूजचत करती ह,ै अथावत:्- (1) पीएमबीिेपी केंद्र के माजलक और नाईपर में स्नातकोत्तर छात्र और पीएचडी स्ट्कॉलसव जिन्होंने पीिी पाठ्यिम िुरू करन े और पीएचडी करन े के जलए सात नाईपरों म ें प्रविे जलया ह,ै उन्ह ें आधार नंबर या आधार प्रमाणीकरण के आजधपत्य के प्रमाण साथ म ें प्रस्ट्तुत करना आवश्यक ह।ै (2) पीएमबीिेपी केंद्र के माजलक और स्नातकोत्तर छात्र और पीएचडी स्ट्कॉलसव जिन्होंने पीिी कोसव िुरू करने और पीएचडी करन े के जलए सात नाईपर म ें प्रवेि जलया ह,ै जिनके पास आधार संख्या नहह ह ै या जिन्होंन े आधार म ें नामांकन नहह जलया ह,ै आधार नामांकन के जलए आवेिन करना होगा बिते दक वे उक्त अजधजनयम की धारा 3 के प्रावधानों के अनुसार आधार प्राप्त करने के हकिार हों और ऐसे व्यजक्त आधार नामांकन केंद्र (आधार पंिीकरण के जलए यआू ईडीएआई websitewww.uidai.gov.in पर उपलसध सूची) पर िा सकते ह।ैं (3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयमन 12 के अनुसार, राज्य सरकारों या केंद्र िाजसत प्रिेिों के प्रिासन स्ट्थानीय प्राजधकरण आधार नामांकन के जलए यआू ईडीएआई के रजिस्ट्रार बन गए ह ैं और यूआईडीएआई के परामि व से नामांकन सुजवधाएं प्रिान करने के जलए सुजवधािनक स्ट्थान उपलसध ह।ैं पीएमबीिेपी केंद्र के माजलक और स्नातकोत्तर छात्र और पीएचडी स्ट्कॉलस व जिन्होंन े नाईपर िेईई की परीक्षा पास करन े के बाि सात नाईपरों म ें प्रवेि जलया ह ै और आधार नंबर नहह ह ैं या अभी तक आधार के जलए नामांकन नहह दकया गया ह,ै ऐसे आधार नामांकन के जलए जविेष आधार नामांकन कैम्पों या यूआईडीएआई के मौििू ा रजिस्ट्रार के साथ आसपास के आधार नामांकन केंद्रों म ें से दकसी में िा सकते ह;ैं बिते दक िब तक पीएमबीिेपी केंद्र माजलकों और नाईपरों म ेंस्नातकोत्तर छात्रों और पीएचडी स्ट्कॉलसव को आधार सौंपा िाता ह,ै तब तक डीबीटी लाभ िैसे पीएमबीिेपी केंद्र माजलकों को प्रोत्साहन और पात्र नाईपर छात्रों को विीफा/अजधछात्रवृजत्त जनम्नजलजखत पहचान िस्ट्तावेिों को प्रस्ट्ततु करने के अध्यधीन प्रिान की िाएगी, अथावत्:- (क) (i) यदि उसने नामांकन दकया ह,ै तो उसका आधार नामांकन आईडी जस्ट्लप; या (ii) आधार नामांकन के जलए दकए गए उसके अनरु ोध की एक प्रजत, और (ख) जनम्नजलजखत िस्ट्तावेिों में से कोई एक िस्ट्तावेि, अथावत् -; (i) बैंक फोटो पासबुक; या (ii) मतिाता पहचान पत्र; या (iii) रािन काड;व या (iv) पासपोट;व या (v) ड्राइववंग लाइसेंस; या (vi) पैन काड;व या (vii) राज्य सरकार या केंद्र िाजसत प्रिेि प्रिासन द्वारा िारी कोई अन्य फोटो पहचान पत्र; या (viii) आजधकाररक िीषवनामा (लेटरहडै ) पर दकसी रािपजत्रत अजधकारी द्वारा िारी दकए गए फोटोग्राफ के साथ पहचान प्रमाण पत्र; या (ix) राज्य सरकार या केंद्र िाजसत प्रििे प्रिासन द्वारा जवजनर्िष्टव कोई अन्य िस्ट्तावेि। 2. यह अजधसूचना इसके प्रकािन की तारीख से प्रभावी होगी। [फा. स.ं 2/1/2020-प्रिा. अनभु ाग] एच.के. हािोंग, आर्थवक सलाहकार[भाग II—खण ड् 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF CHEMICALS AND FERTILIZERS (Department of Pharmaceuticals) NOTIFICATION New Delhi, the 12th November, 2020 S.O. 4137(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas; the Department of Pharmaceuticals in Government of India is administering the centrally sponsored schemes viz. Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) Scheme and National Institute of Pharmaceutical Education & Research (NIPER) Scheme. The PMBJP Scheme provides incentives to the owners who have set up and are running Jan Aushadhi Kendras in various districts of the Country to sell Generic Medicines to the public. The incentives are deposited as direct benefit to their Bank Accounts. Similarly, under the NIPER Scheme, seven National Institutes of Pharmaceutical Education and Research have been established at Mohali, Ahmedabad, Raibareli, Guwahati, Hyderabad, Hazipur and Kolkata. These institutes provide Stipend to all Postgraduate students and Fellowship to all Ph.D Scholars who are undertaking and pursuing PG courses and Ph.D respectively. The stipend and fellowship are deposited in the bank accounts of the students/scholars on monthly basis as direct benefit transfer. And whereas, the incentives paid to the Pradhan Mantri Bhartiya Janaushadhi Kendras(PMBJK) owners and the stipend/fellowship paid to NIPER students/scholars involve recurring expenditure from the Consolidated Fund of India. Now, therefore, in pursuance of the provisions of Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) as amended by the Aadhaar and Other Laws (Amendment) Act, 2019 (14 of 2019) (hereinafter referred to the said Act), the Central Government in Department of Pharmaceuticals hereby notifies the following, namely:- (1) The PMBJ Kendra owners and the postgraduate students and Ph.d Scholars in NIPERs who have taken admission in the seven NIPERs for undertaking PG courses and pursuing Ph.D are required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) The PMBJ Kendra owners and the postgraduate students and Ph.d Scholars who have taken admission in the seven NIPERs for undertaking PG courses and pursuing Ph.D, who do not possess the Aadhaar number or have not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment provided they are entitled to obtain Aadhaar as per the provisions of Section 3 of the said Act and such individuals may visit any Aadhaar enrolment Centre (List available at UIDAI website: www.uidai.gov.in) for Aadhaar enrolment. (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 the local authorities in the State Governments or Union Territory Administrations have become UIDAI Registrars for Aadhaar enrolment and have convenient locations for providing enrolment facilities in consultation with UIDAI. The PMBJ Kendra owners and the postgraduate students and Ph.d Scholars who have taken admission in the seven NIPERs after clearing the NIPER JEE examination and do not possess the Aadhaar number or have not yet enrolled for Aadhaar, may also visit such special Aadhaar enrolment camps for Aadhaar enrolment or any of the Aadhaar enrolment centers in the vicinity with existing registrars of UIDAI; Provided that till the time Aadhaar is assigned to the PMBJ Kendra owners and the postgraduate students and Ph.d Scholars in NIPERs, DBT benefits such as incentive to the PMBJ Kendra owners and stipend/fellowship to eligible NIPERs students/scholars shall be given subject to the production of the following identification documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, and (b) Any of the following documents, namely;-- (i) Bank photo passbook; or (ii) Voter ID Card; or (iii) Ration Card; or (v) Passport; or (vi) Driving License; or (vii) PAN Card; or (x) Any other Photo Identity Card issued by State Government or Union territory Administration; or (xi) Certificate of identity with photograph issued by any Gazetted officer on an official letter head; or (xii) any other document specified by the State Government or Union Territory Administration. 2.
