L.-33004/99 EXTRAORDINARY II— — (ii) PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY 1389] No. 1389] NEW DELHI, TUESDAY, MAY 16, 2017/VAISAKHA 26, 1939 रसायन और उर्रव क मत्रं ालय (औषध वर्भाग) अवधसचू ना नई दिल्ली, 16 मई, 2017 का.आ. 1574(अ).— सेर्ाओं या फायिों या सहावयदकयों के पररिान के वलए एक पहचान िस्तार्ेज के रूप में आधार का उपयोग सरकारी पररिान प्रदियाओं का सरलीकरण करता है, पारिर्शवता और िक्षता लाता ह ै और फायिाग्रावहयों को और वनर्ावध रीवत में उनकी हकिाररयों को सीध े प्राप्त करन े में समर्व र्नाता ह ै और आधार दकसी व्यवि की पहचान को सावर्त करने के वलए र्हुल िस्तार्ेज प्रस्तुत करने की आर्श्यकता को समाप्त करता ह।ै और भारत सरकार में रसायन और उर्रव क मंत्रालय, औषध वर्भाग (वजसे इसमें इसके पश्चात् वर्भाग कहा गया ह)ै केन्द्रीय सेक्टर स्कीम, अर्ावत राष्ट्रीय औषधीय वशक्षा और अनसु ंधान संस्र्ान (नाईपर) (वजसे इसमें इसके पश्चात् स्कीम कहा गया ह)ै के छात्रों को छात्रर्ृवि का कायावन्द्र्यन कर रहा ह;ै और इस स्कीम के अधीन छात्रर्ृवि, र्ृविका या मकान दकराया भिा (वजसे इसमें इसके पश्चात् फायिा कहा गया ह)ै के प्ररूप में फामाव वर्ज्ञान में मास्टर विग्री पूरा कर रह े छात्रों को या कवनष्ठ अध्येता या ज्येष्ठ अध्येता (वजस े इसमें इसके पश्चात् फायिाग्राही कहा गया ह)ै को वर्िीय सहायता िी जाती है वजसके वलए सहायता अनुिान इस स्कीम के कायावन्द्र्यन के वलए िशे भर में दियाशील वर्वभन्न नाईपरों (वजस े इसमें इसके पश्चात कायावन्द्र्यन अवभकरण कहा गया ह)ै को सौंपा गया ह;ै और पूर्ोि स्कीम में भारत की संवचत वनवध से उपगत व्यय अंतर्ववलत है; 3167 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अतः अर्, केन्द्रीय सरकार, आधार (वर्िीय और अन्द्य सहावयदकयों, प्रसुवर्धाओं और सेर्ाओं का लवक्षत पररिान) अवधवनयम, 2016 (2016 का 18) (वजसे इसमें इसके पश्चात् उि अवधवनयम कहा गया ह)ै की धारा 7 के उपर्ंधों के अनुसरण में वनम्नवलवित अवधसूचना करती ह,ै अर्ावत्:- (1) (1) इस स्कीम के अधीन फायिा प्राप्त करने र्ाले दकसी इच्छुक व्यवि से यह अपेवक्षत ह ै दक र्ह आधार को रिने का सर्ूत प्रस्ततु करे या आधार अवधप्रमाणन प्रदिया पूरी करे। (2) इस स्कीम के अधीन फायिा प्राप्त करने के वलए इच्छुक कोई व्यवि वजसके पास आधार संख्या नहीं ह ै या वजन्द्होंने अभी तक आधार के वलए नामांकन नहीं कराया है, से तारीि 30.06.2017 तक आधार नामांकन के वलए आर्ेिन करना अपेवक्षत ह,ै परंतु उस िशा में जर् र्ह उि अवधवनयम की धारा 3 के उपर्ंधों के अनुसार आधार अवभप्राप्त करने के वलए हकिार हो और ऐसे व्यवि आधार नामांकन के वलए दकसी आधार नामांकन केन्द्र (सचू ी www.uidai.gov.in पर उपलब्ध ह)ै का िौरा कर सकेंगे। (3) आधार (नामांकन और अद्यतन) वर्वनयम, 2016 के वर्वनयम 12 के अनुसार वर्भाग अपने कायावन्द्र्यन अवभकरण के माध्यम से यह अपेवक्षत ह ै दक र्ह ऐसे फायिाग्रावहयों के वलए, वजन्द्होंने अभी तक आधार के वलए नामांकन नहीं कराया ह,ै आधार नामांकन सुवर्धाओं की प्रस्र्ापना करे और नजिीकी अर्ावत ब्लॉक ताल्लुक या तहसील में कोई आधार नामांकन केन्द्र अर्वस्र्त न होन े की िशा में वर्भाग अपने कायावन्द्र्यन अवभकरण के माध्यम से यू.आई.िी.ए.आई. के वर्द्यमान रवजस्रारों के समन्द्र्यन से सुवर्धाजनक अर्स्र्ानों पर आधार नामांकन सुवर्धाए ं उपलब्ध करा सकेगा। परंतु उस समय तक जर् तक इस स्कीम के अधीन फायिाग्राही व्यवि को आधार सख्ं या समनुिवे शत दकया जाता ह,ै ऐसे व्यवि को वनम्नवलवित िस्तार्ेजों को प्रस्तुत दकए जाने के अधीन रहते हुए फायिा प्रिान दकया जाएगा, अर्ावत ् (क) (i) यदि उसने नामांकन करा वलया ह,ै उसका आधार नामांकन पहचान पचाव; या (ii) पैरा 2 के उप-पैरा (ि) में वर्वनर्ििव दकए गए अनुसार आधार नामांकन के वलए उसके द्वारा दकए गए अनुरोध की प्रवत, और (ि) वनम्नवलवित िस्तार्ेजों में से कोई एक अर्ातव :् - (i) मतिाता पहचान पत्र; या (ii) स्र्ायी िाता संख्या (पैन) काि;व या (iii) पासपोटव; या (iv) र्ैंक या िाकघर पासर्ुक वजसमें फोटो वचपका हो, या (v) मोटर यान अवधवनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्रावधकारी द्वारा जारी चालान अनुज्ञवप्त; या (vi) केन्द्रीय सरकार द्वारा यर्ावर्वनर्ििव कोई अन्द्य िस्तार्ेज। परंतु यह और दक उपरोि िस्तार्ेजों की जाचं उि प्रयोजन के वलए वर्भाग द्वारा वर्शेष रूप स े पिावभवहत अवधकारी द्वारा की जाएगी।II (ii) 3 2 इस स्कीम के अधीन फायिाग्रावहयों को सुवर्धाजनक और वनर्ावध फायि े प्रिान करन े के वलए वर्भाग अपने कायावन्द्र्यन अवभकरण के माध्यम से सभी अपेवक्षत व्यर्स्र्ाए ं करेगा, वजसके अतं गवत वनम्नवलवित भी ह,ैं अर्ावतः- (क) इस स्कीम के फायिाग्रावहयों के र्ीच मीविया के माध्यम से और व्यविक सूचनाए ं िके र व्यापक प्रचार करेगा तादक उन्द्ह ें इस स्कीम के अधीन फायि े प्राप्त करने के वलए आधार की अपेक्षा के सर्ं ंध में जागरूक र्नाया जा सके और उस िशा में जर् उन्द्होंन े पहले स े नामांकन नहीं कराया ह ै तो उन्द्ह ें वनकटतम आधार नामांकन केन्द्रों में तारीि 30.06.2017 तक स्र्यं का नामांकन कराने की सलाह िी जा सके। स्र्ानीय उपलब्ध नामांकन केन्द्रों की सचू ी (सूची www.uidai.gov.in पर उपलब्ध ह)ै उनको उपलब्ध करा िी जाएगी। (ि) यदि फायिाग्रावहयों के, उनके आस-पास जैसे ब्लॉक या ताल्लुक या तहसील में आधार नामांकन केन्द्रों के उपलब्ध न होन े के कारण नामांकन में असमर्व होन े की िशा में, वर्भाग अपने कायान्द्व र्यन अवभकरण के माध्यम से सुवर्धाजनक अर्स्र्ानों पर आधार नामांकन सुवर्धाओं का सृजन करने की अपेक्षा करेगा तर्ा स्कीम के फायिाग्राही अपने नाम,पता, मोर्ाइल नम्र्र और पैरा 1 के उप-पैरा (3) के परन्द्तुक में यर्ा वर्वनर्ििव अन्द्य ब्यौरों के सार् वर्भाग के संर्द्ध पिधारी या कायावन्द्र्यन अवभकरण या इस प्रयोजन के वलए उपर्ंवधत पोटवल के माध्यम से आधार नामांकन के वलए अपना अनुरोध रवजस्टर कर सके। 3. यह अवधसचू ना असम, मेघालय और जम्मू और कश्मीर राज्यों को छोड़कर सभी राज्यों और सघं राज्य क्षेत्रों म ें राजपत्र में प्रकाशन की तारीि से प्रर्ृि होगी। [फा. सं. 50020/26/2016-नाईपर (भाग)] रजनीश ततंगल, संयुि सवचर् MINISTRY OF CHEMICALS AND FERTILIZERS (Department of Pharmaceuticals) NOTIFICATION New Delhi, the 16th May, 2017 S.O. 1574(E).— Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly to them in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Department of Pharmaceuticals (hereinafter referred to as the Department), Ministry of Chemicals and Fertilizers in the Government of India is implementing the Central Sector Scheme, namely, Scholarship to the students of National Institute of Pharmaceutical Education and Research (NIPER) (hereinafter referred to as the Scheme); And whereas, under the Scheme, financial assistance in the form of scholarships, stipends or House Rent Allowances (hereinafter referred to as the benefit) is given to the students pursuing Master of Science in Pharma or Junior Research Fellows or Senior Research Fellows (hereinafter referred to as the beneficiaries) in NIPER, for which Grants-in-Aid are given to various NIPER Institutes (hereinafter referred to as the Implementing Agency) operating across the country for implementation of the Scheme; And whereas, the aforesaid Scheme involves expenditure incurred from the Consolidated Fund of India;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Now, therefore, in pursuance of the provisions of Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. (1) An individual desirous of availing the benefits under the Scheme is required to furnish proof of possession of Aadhaar or undergo Aadhaar authentication. (2) Any individual desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar is hereby required to make an application for Aadhaar enrolment by 30.06.2017 in case he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at www.uidai.gov.in) to get enrolled for Aadhaar. (3) As per Regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agency is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case of absence of any Aadhaar enrolment centre in the vicinity such as in the Block or Taluka or Tehsil, the Department through its Implementing Agency is required to provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, the benefit under the Scheme shall be given to such individuals subject to the production of the following documents, namely:- (a) (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or (ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph 2; and (b) any one of the following documents, namely:- (i) Voter Identity Card; or (ii) Permanent Account Number (PAN) Card; or (iii) Passport; or (iv) Bank or Post office Passbook with Photo; or (v) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Any other document as specified by the Central Government. Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose. 2. In order to provide convenient and hassle free benefit to the beneficiaries under the Scheme, the Department through its Implementing Agency shall make all required arrangements including the following, namely:- (a) Wide publicity through media and individual notices to be given to the beneficiaries to make them aware of the requirement of Aadhaar to receive benefits under the Scheme and they may be advised to get themselves enrolled at the nearest enrolment centre available in their areas by 30.06.2017 in case they are not yet enrolled. The list of locally available enrolment centres (list available at www.uidai.gov.in) shall be made available to them.II (ii) 5 (b) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the nearby vicinity such as in the Block or Taluka or Tehsil, the Department through its Implementing Agency is required to create Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the concerned officials of the Department or the Implementing Agency or through the web portal provided for the purpose. 3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
