योजना के अधीन सहायता (cid:21)ा0 त िव8व िव?ालय(cid:17), सं(cid:28)थ ान(cid:17) और महािव?ालय(cid:17) (िजM ह ! इसम! इसके पCात ् सामिू हक (cid:31)प स े सम*थत सं(cid:28) था कहा गया ह)ै के िलए लाभ(cid:17) का (cid:28)थ ानातं रण करता ह;ै और योजना के अंतगFत उपरो2 िहत म !भारत क4 सिं चत िनिध से उपगत 1 यय अMतवFिलत ह;ै अत:, अब क!Pीय सरकार आधार (िव5 तीय और अM य सािहिय(cid:4)कय(cid:17), (cid:21)सुिवधा(cid:13) और सेवा(cid:13) का लिQयत पRरदान) अिधिनयम, 2016 (वष F 2016 का 18) (इसको इसके पCात ् अिधिनयम कहा गया ह)ै क4 धारा 7 के उपबंधो के अनसु ार क!Pीय सरकार एतYारा िनJन िलिखत अिधसिू चत करती ह,ै अथाFत :- 4404 GI/2018 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II —SEC. 3(ii)] 1. 1.1 इस योजना के अधीन कोई भी Zि2 (cid:21)सिु वधा (cid:21)ा[ करना चाहता ह,\ तो उस े अपन े पास आधार होन े का सबूत (cid:21)(cid:28)तुत करना होगा अथवा आधार अिध(cid:21)माणन क4 (cid:21)(cid:4)’या का पालन पूरा करन ेक4 अप-े ा होगी । 1.2 योजना के अधीन अगर कोई भी Zि2 (cid:21)सिु वधा लेना चाहता ह \और उनके पास आधार सं^या नह_ ह ै अथवा अभी तक आधार के िलए नामाकं न नह_ (cid:4)कया ह,ै तो उMह ! िव8 वसे रै‘या पीएचडी योजना के अतं गFत नामांकन क4 तारीख से एक माह के अंदर आधार म! नामाकं न के िलए आवेदन करना होगा, परMत ुवह Zि2 उ2 अिधिनयम क4 धारा 3 के उपबंधो के अनुसार आधार (cid:21)ा[ करन ेके िलए पाA ह(cid:17) और ऐसे Zि2 आधार नामाकं न के िलए (cid:4)कसी भी आधार नामाकं न केMP (भारतीय पहचान िविशb (cid:21)ािधकरण के वेबसाइट www.uidai.gov.in पर सूची उपल(cid:19)ध है) म! जाकर अपना नामाकं न करा सकते ह \। 1.3 आधार (नामाकं न और अ?तन) िविनयम, 2016 के िविनयम 12 के अनुसार मAं ालय को अपनी कायFMवयन अिभकरण और सहायता (cid:21)ा0त सं(cid:28)थ ा(cid:13), जो (cid:4)कसी Zि2 को आधार (cid:21)(cid:28)तुत करने के िलए बाNय करती ह,ै के माNय म से िजन फायदा/ािहय(cid:17) ने अभी तक आधार के िलए नामाकं न नह_ (cid:4)कया है, उMह ! आधार नामाकं न क4 सुिवधा उपल(cid:19)ध कराने क4 ज(cid:31)रत ह ै और अगर ऐस े (cid:19)लॉक अथवा तालकु ा अथवा तहसील के आस-पास कोई आधार नामाकं न केMP नह_ ह,ै तो मंAालय को यूआईडीएआई के वतमF ान रिज(cid:28);ार के साथ समMवय स े अथवा मंAालय (cid:28)वयं यआू ईडीएआई का रिज(cid:28);ार बनकर अपनी कायाMF वयन अिभकरण(cid:17) और सहायता (cid:21)ा0 त सं(cid:28) था(cid:13) के माNयम से (cid:4)कसी सुगम (cid:28)थान पर आधार नामाकं न सिु वधाए ंउपल(cid:19)ध कराना आव8यक ह ै: परMत ु यह (cid:4)क Zि2 को जब तक आधार नह_ सeप (cid:4)दया जाता, तब तक योजना के अतं गFत ऐसे Zि2य(cid:17) को (cid:21)सुिवधा िनfिलिखत द(cid:28)तावेज (cid:21)(cid:28)तुत करन े के अधीन रहते 6ए दी जाएगी, अथाFत ् (क) (i) अगर उसने अपन-े आप को नामा(cid:4)ं कत कर िलया ह,ै तो उसका आधार नामाकं न आईडी ि(cid:28)लप; अथवा (ii) जैसा (cid:4)क परै ा 2 के उप-परै ा 2.2 म! िविनhदb (cid:4)कया गया ह,ै आधार के नामाकं न के िलए (cid:4)कए गए अनुरोध पA क4 (cid:21)ित; और (ख) (i) फोटो सिहत बक\ क4 पासबकु ; अथवा डाकघर पासबुक अथवा (ii) मतदाता पहचान पA; (iii) राशन काड;F अथवा (iv) (cid:28)थायी खाता सं^या (पनै ) काड;F अथवा (v) मोटर वाहन अिधिनयम, 1988 (1988 का 59) के अधीन लाइसi! सग अथॉRरटी jारा जारी चालक अनkु ि[; (vi) पासपोटF; अथवा (vii) सं(cid:28)था क4 मुहर के अधीन जारी पहचान पA (viii) कायाFलयी लेटरहडे पर राजपिAत अिधकारी अथवा तहसीलदार jारा जारी ऐसे Zि2 क4 फोटो सिहत पहचान पA; (ix) क!Pीय सरकार jारा िविनhदb कोई अMय द(cid:28)तावेज। परMत ु यह (cid:4)क इस (cid:21)योजन के िलए मंAालय jारा िविनhदb (cid:31)प से अिभिहत अिधकारी jारा उपयुF2 द(cid:28)तावेज(cid:17) क4 जांच क4 जाएगी। 2. योजना के अधीन फायदा/ािहय(cid:17) को सुिवधापूवकF तथा िबना (cid:4)कसी अड़चन के (cid:21)सिु वधा उपल(cid:19)ध कराने के अन’ु म म,! मंAालय jारा अपनी कायाFMवयन अिभकरण और सहायता (cid:21)ा0त सं(cid:28) था(cid:13) के माNयम से िनfिलिखत के साथ-साथ अMय सभी अपेि-त (cid:21)बंध (cid:4)कए जाएगं े अथाFत; 2.1 योजना के अतं गFत आधार क4 आव8 यकता के बारे म ! जाग(cid:31)क बनान े के िलए मीिडया के जRरए (cid:21)चार-(cid:21)सार और फायदा/ािहय(cid:17) को 1य ि2गत नोRटस (cid:4)दया जाएगा और उM ह !सलाह दी जाए (cid:4)क वे नजदीक4 नामाकं न क!P(cid:17) म !जाकर नामाकं न कराएं । अगर उMह (cid:17)ने अभी तक नामाकं न नह_ (cid:4)कया ह ैतो वे अपने -ेA म! उपल(cid:19) ध आधार नामांकन क!P म ! जाकर नामाकं न कराए ं। (cid:28)थानीय -ेA म !उपल(cid:19)ध नामाकं न केMP(cid:17) क4 सूची उनको उपल(cid:19)ध कराई जाएगी । 2.2 योजना के अधीन िहत/ाही (cid:19)लॉक अथवा तालकु अथवा तहसील के आस-पास कोई आधार नामांकन केMP उपल(cid:19)ध नह_ होने के कारण से नामाकं न नह_ कर पात े ह,\ तो मंAालय अपनी कायाMF वयन अिभकरण और सहायता (cid:21)ा0 त¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 सं(cid:28)थ ा(cid:13) के माNयम स ेसिु वधाजनक (cid:28)थान(cid:17) पर आधार नामाकं न सुिवधा केMP उपल(cid:19)ध कराने क4 Zव(cid:28)था करे और इस (cid:21)योजन के िलए मAं ालय jारा िवशेष (cid:31)प स े पदनािमत सबं ंिधत अिधकाRरय(cid:17) अथवा कायाFM वयन अिभकरण(cid:17) और सहायता (cid:21)ा0त सं(cid:28)थ ा(cid:13) के साथ अथवा उपल(cid:19)ध वेब पोटFल के माNयम स े पैरा 1 के उप-पैरा 1.3 के (cid:21)थम परMतकु म ! िविनhदb (cid:4)कए अनसु ार अपना नाम, पता, मोबाइल नJबर और अMय (cid:19)यौरे दके र आधार नामाकं न के िलए अपन े अनुरोध पंजीकृत करन ेहते ु फायदा/ािहय(cid:17) से अनरु ोध (cid:4)कया जा सकता ह ै। 3. यह अिधसूचना राजपA म! L-14011/1/2016-HRD] डॉ. बी. के. मू*त, वैkािनक 'जी' MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY NOTIFICATION New Delhi, the 20th July, 2018 Subject : Use of AADHAAR as Identity Document for Disbursement of Benefits under Visvesvaraya PhD Scheme. S.O. 3731(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, the Ministry of Electronics and Information Technology (hereinafter referred to as the Ministry) in the Government of India is administering the Central Sector Scheme of Visvesvaraya Ph.D. Scheme for Electronics and Information Technology (hereinafter referred to as the Scheme) under which financial assistance is given to the Ph.D. candidates and Young Faculty Research Fellows (hereinafter collectively referred to as the beneficiaries); And whereas, the financial assistance offered to the beneficiaries is in the form of fellowship, annual contingency grant, reimbursement of rent, support for attending international conferences, and research contingency grant (hereinafter collectively referred to as the benefits). The Scheme is implemented through Digital India Corporation (formerly Media Lab Asia) (hereinafter referred to as the Implementing Agency), which in turn transfers the benefits to the Universities, Institutions and Colleges (hereinafter collectively referred to as the Supported Institutions) supported under the Scheme; And whereas, the aforesaid benefits under the Scheme involves expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- 1. 1.1 An individual desirous of receiving the benefits under the Scheme is required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. 1.2 An individual desirous of availing the benefits under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall have to apply for Aadhaar enrolment within one month from the date of enrollment under the Visvesvaraya PhD scheme provided he or she is entitled to obtain Aadhaar as per provisions of section 3 of the said Act and such persons may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment. 1.3 As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry itself through its Implementing Agency and Supported Institutions, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II —SEC. 3(ii)] itself through its Implementing Agency and Supported Institutions shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by itself becoming UIDAI Registrar: Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individuals, subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or (ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph 2.2 of paragraph 2; and (b) (i) Bank Passbook or Post office Passbook with photo; or (ii) Voter identity card; or (iii) Ration Card; or (iv) Permanent Account Number (PAN) Card; or (v) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vi) Passport; or (vii) Identity Card issued under seal of the institution; or (viii) Certificate of Identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or (ix) Any other document as specified by the Central Government: Provided further that the above documents shall be checked by an officer specifically designated by the Ministry for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the Scheme, the Ministry itself through its Implementing Agency and Supported Institutions, shall make all the required arrangements including the following, namely:- 2.1 Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas, in case they are not already enrolled. The list of locally available enrolment centres shall be made available to them. 2.2 In case, the beneficiaries under the Scheme are not able to enroll for Aadhaar due to non-availability of enrolment centres in the vicinity such as in the Block or Taluka or Tehsil, the Ministry itself through its Implementing Agency and Supported Institutions shall provide Aadhaar enrolment facilities at convenient locations, and the beneficiaries may be requested to register their requests for Aadhaar enrolment by giving their names, addresses, mobile numbers and other details as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Ministry or Implementing Agency or Supported Institution or through the web portal provided for the purpose. 3. This Notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories except the States of Assam, Meghalaya and the State of Jammu and Kashmir.
