अिधसूिचत करती ह,ै अथार्त:्-
1. (1) इस स्कीम के अधीन (cid:7079)सुिवधा(cid:7312) का उपभोग करने के िलए पाट(cid:7278) व् यि(cid:7334) से उसके पास आधार सख्ं यांक होन ेका (cid:7079)माण (cid:7079)स् तुत
करन ेया आधार अिध(cid:7079)माणन (cid:7079)ि(cid:7059)या पूरी करन ेकी अपेक्षा होगी।
(2) इस स् कीम के अधीन (cid:7079)सुिवधाएं (cid:7079)ाप् त करन े के हकदार व् यि(cid:7334) को िजसके पास आधार संख् याकं नह(cid:7277) ह ै या आधार के िलए
अभी नामांिकत नह(cid:7277) हुआ ह,ै स्क ीम के अधीन चयन होने के 30 िदन के भीतर आधार नामांकन हते ु आवेदन करना होगा, परंतु
वह उक् त अिधिनयम की धारा 3 के उपबधं (cid:7298) के अनुसार आधार (cid:7079)ाप् त करने का हकदार हो और ऐसे व् यि(cid:7334) आधार नामांकन हते ु

फायादा(cid:7061)ाही के िलए िजन्ह (cid:7298)ने अभी आधार हते ु नामांकन नह(cid:7277) कराया ह,ै आधार नामांकन सुिवधाएं उपलब् ध करवाए ंऔर यिद
संबंिधत ब् लॉक या तालकु ा या तहसील म (cid:7286) आधार नामांकन क(cid:7286)(cid:7076) िस्थत नह(cid:7277) हो तो मं(cid:7074)ालय यआू ईएडीआई के वतर्मान रिजस् (cid:7069)ार(cid:7298)
के समन् वय स ेसगु म स् थान(cid:7298) पर आधार नामांकन सुिवधाए ंउपलब्ध करवाएगा।
परंत ु जब तक उस व् यि(cid:7334) को आधार नह(cid:7277) स(cid:7301)प िदया जाता, तब तक स् कीम के अधीन ऐसे व्य ि(cid:7334)य(cid:7298) को (cid:7079)सुिवधाय(cid:7286) िनम्न िलिखत
दस् तावेज(cid:7298) को (cid:7079)स् ततु करन ेके अधीन रहते हुए दी जाएंगी, अथार्त :-
(क) (i) यिद उसने नामांकन करा िलया ह ैतो उसकी आधार नामांकन पहचान पच(cid:7278) ; या
(ii) उसके (cid:7367)ारा आधार नामांकन हते ु िकए गए अनुरोध की एक (cid:7079)ित जैसािक पैरा 2 के उप पैरा (2) म(cid:7286) िविन(cid:7416)दष्र् ट िकया गया ह;ै
और
(ख) (i) मतदाता पहचान काड;र् या
(ii) स् थाई लेखा संख् यांक (पीएएन) काड;र् या
(iii) पासपोटर्, या
(iv) राशन काड;र् या
(v) कमर्चारी का सरकारी पहचान प(cid:7074); या
(vi) फोटो लगी ब(cid:7289)क या डाकखान ेकी पास ब कु ; या
(vii) ईसीएचएस काडर्; या ईएसआईसी काडर्; या सीजीएचएस काडर्; या
(viii) मोटर यान अिधिनयम, 1998 (1988 का 59) के अधीन अनुज्ञापन (cid:7079)ािधकारी (cid:7367)ारा चालन अनज्ञु ि(cid:7385); या
(ix) सरकारी प(cid:7074) शीषर् पर िकसी राजपि(cid:7074)त अिधकारी अथवा िकसी तहसीलदार (cid:7367)ारा जारी िकया गया ऐसा पहचान प(cid:7074) िजस
पर उस व् यि(cid:7334) का फोटो लगा हो; या
(x) मं(cid:7074)ालय (cid:7367)ारा यथािविन(cid:7416)दष्र् ट अन् य कोई दस् तावेज;
परंत ुयह और िक उपयुर्क्त दस् तावजे (cid:7298) की जांच मं(cid:7074)ालय (cid:7367)ारा उस (cid:7079)योजन के िलए िविन(cid:7416)दष्र् ट रूप से अिभिहत िकसी अिधकारी
(cid:7367)ारा की जाएगी:
परंत ु यह और िक जब िकसी फायदा(cid:7061)ाही को स् कीम के अधीन संकटकालीन उपाय के रूप म (cid:7286) (cid:7079)सुिवधा(cid:7312) का उपभोग करने की
आवश् यकता होती ह ैतो उस े ऐसी (cid:7079)सुिवधा(cid:7312) के िलए इंकार नह(cid:7277) िकया जाएगा परंत ु उसे तीस िदन के अपश्च ात् परै ा 1 के उप
पैरा (3) म(cid:7286) यथा उिल्लिखत सभी अपक्षे ा(cid:7312) का पालन करना होगा।
2. इस स् कीम के अधीन फायदा(cid:7061)ाही को सुिवधाजनक और िनबाधर् (cid:7079)सुिवधाए ं उपलब् ध करवान े के िलए मं(cid:7074)ालय िनम् निलिखत
उपाय(cid:7298) सिहत सभी आवश् यक व् यवस् थाएं (cid:7079)दान करेगा, अथार्त ्
(1) स् कीम के अधीन आधार की अपक्षे ा(cid:7312) के (cid:7079)ित फायदा(cid:7061)ािहय(cid:7298) को जागरूक बनाने के िलए मीिडया और व् यि(cid:7334)गत सूचना(cid:7312) के
माध्य म से व् यापक (cid:7079)चार िकया जाएगा और यिद उन् ह(cid:7298)न े पहले स ेही नामांकन नह(cid:7277) करवाया ह ैतो उन् ह (cid:7286)सलाह दी जा सकेगी िक व ेअपने
क्षे(cid:7074) म(cid:7286) उपलब्ध िनकटतम आधार नामांकन क(cid:7286)(cid:7076) पर अपना नामांकन करा ल(cid:7286)। उन् ह (cid:7286)स्थ ानीय उपलब्ध नामांकन क(cid:7286)(cid:7076)(cid:7298) की सूची उपलब् ध कराई
जाएगी।
(2) यिद आस-पास के क्षे(cid:7074)(cid:7298) जैस े ब् लॉक या तालुका या तहसील म (cid:7286) नामांकन क(cid:7286)(cid:7076)(cid:7298) की अनुपलब् धता के कारण फायदा(cid:7061)ाही नामांकन
करान े म (cid:7286) समथर् नह(cid:7277) होत े ह (cid:7289) तो मं(cid:7074)ालय यूआईडीएआई के वतर्मान रिजस्(cid:7069) ार(cid:7298) के समन् वय से सगु म स् थान(cid:7298) पर आधार नामांकन सुिवधाएं
उपलब् ध करवाएगा और इस स् कीम के अधीन फायदा(cid:7061)िहय(cid:7298) से मं(cid:7074)ालय के अिभिहत पदधािरय(cid:7298) को या इस (cid:7079)योजन के िलए उपलब्ध
वेबपोटर्ल के माध्य म से अपन ेनाम, पता, मोबाइल न.ं और पैरा 1 के उप पैरा (3) के (cid:7079)थम परंतकु म(cid:7286) यथा िविन(cid:7416)दर्ष्ट अन् य िववरण दते ेहुए
आधार नामांकन के िलए अपना अनुरोध रिजस् (cid:7069)ीकृत करान ेका अनरु ोध िकया जा सकेगा।
3. यह अिधसूचना असम, मेघालय और जम् म-ू कश् मीर राज् य(cid:7298) को छोड़कर सभी राज् य(cid:7298) और संघ राज् य क्षे(cid:7074)(cid:7298) म (cid:7286) इस अिधसूचना के

NOTIFICATION
New Delhi, the 19th June, 2017
S.O. 1980 (E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Ministry of AYUSH (hereinafter referred to as the Ministry) in the Government of India is
implementing the Scheme for Promotion of International Co-operation in AYUSH (hereinafter referred to as the Scheme)
as a Central Sector Scheme;
And whereas, the main objective of the Scheme is to promote and strengthen awareness and interest about
AYUSH namely Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy widely known as the Indian
Systems of Medicine and Homoeopathy;
And whereas, under the Scheme financial assistance is provided to the individuals(hereinafter referred to as the
beneficiaries) forpresentation of AYUSH related scientific research papers in international conferences, workshops and
seminars by reimbursing the expenditures incurred on their air-travel, accommodation, delegation registration feesand
other expenses (hereinafter referred to as the benefits) as per the Scheme guidelines and approved norms, that
involvesrecurring expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government hereby notifies the following, namely:-
1. (1) An individual eligible for availing thebenefits under the Scheme is hereby required to furnish proof of
possession of Aadhaar number or undergo Aadhaar authentication.
(2) An individual entitled to receive the benefits under the Scheme, who does not possess the Aadhaar
number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrollment within thirty days of
selection under the Scheme, provided she or he is entitled to obtain Aadhaar as per the provisions of section 3 of
the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification
Authority of India (UIDAI) website www.uidai.gov.in) for Adhaar enrolment.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministryis
required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in
case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry shall
provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of
UIDAI:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to
such individuals subject to the production of the following documents, namely:–
(a) (i) if she or he has enrolled, her or his Aadhaar Enrolment ID slip; or
(ii) a copy of her or his request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2;
and
(b) (i) Voter Identity Card; or
(ii) Permanent Account Number (PAN) Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Employee Government ID Card; or
(vi) Bank Passbook orPost office Passbook with Photo; or
(vii) ECHS Card; or ESIC Card; or CGHS Card; or
(viii) Driving license issued by the LicensingAuthority under the Motor Vehicles Act, 1988 (59 of 1988); or
(ix) Certificate of identity having photo of such member issued by a Gazetted Officer or a Tehsildar on an
official letter head; or

Provided further that the above documents shall be checked by an officer specifically designated by the
Ministry for that purpose:
Provided further that when a beneficiary needs to avail benefits under the Scheme as an emergency measure,
he or she shall not be denied such benefits subject to his or her subsequently complying to the requirement as
mentioned in sub paragraph (3) of paragraph 1, not later than thirty days.
2. In order to provide convenient and hassle free benefits under the Scheme to the beneficiaries, the Ministry shall
make all the required arrangements including the following, namely:-
(1) Wide publicity through media and individual notices shall be given to the beneficiaries to make them aware
of the requirement of Aadhaar under the Scheme and they may be advised to get themselves enrolled at the
nearest Aadhaar enrolment centres available in their areas in case they are not already enrolled. The list of
locally available enrolment centres shall be made available to them.
(2) In case, the beneficiaries are not able to enroll due to non-availability of enrollment centres in the vicinity
such as in the Block or Taluka or Tehsil, the Ministryshall provide Aadhaar enrollment facilities at convenient
locations, in coordination with existing Registrars or UIDAI and the beneficiaries under the Scheme may
registrar their requests for Aadhaar enrollment by giving their names, address, mobile number and other details
as specified in the first proviso to sub-paragraph (3) of paragraph 1, with the designated officials of the Ministry
or through the web portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in the Official Gazette in all the States
and Union territories except the States of Assam, Meghalaya and the State Jammu and Kashmir.
