(ख) (i) फोटो(cid:7061)ाफ सिहत ब(cid:7289)क पासबुक; या

(क) कृ(cid:7004)यका(cid:7407)रय(cid:7298) को मीिडया तथा संबंिधत िवभाग के िजला िश(cid:6979)ा अिधका(cid:7407)रय(cid:7298) के काया(cid:6981)लय, तहसील या (cid:7011)लॉक या मंडल
िश(cid:6979)ा अिधका(cid:7407)रय(cid:7298), पय(cid:6981)वे(cid:6979)क(cid:7298), (cid:7021)कूल के मा(cid:7007)यम से वैयि(cid:7334)क नो(cid:7407)टस के (cid:7367)ारा वृहत (cid:7079)चार (cid:7408)कया जाएगा ता(cid:7408)क उ(cid:7008)ह(cid:7286) (cid:7021)क(cid:7409)म के

NOTIFICATION
New Delhi, the 25th April, 2017
S.O.1291(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries
to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing
multiple documents to prove one’s identity;
And whereas, the Ministry of Human Resource Development in the Government of India is implementing the
Scheme for Providing Quality Education for Madrasas (SPQEM), a Centrally Sponsored Scheme (hereinafter referred to
as the scheme) which aims to bring about qualitative improvement in Madrasas to enable Muslim children to attain
standards of the National Education System with introduction of formal education subjects; And whereas the scheme
strengthens capacities in Madrasas for teaching of the formal curriculum subjects like Science, Mathematics, Language,
Social Studies etc; And whereas the scheme also provides Science labs, Computer labs, Libraries, training of teachers
and teacher learning materials; And whereas the scheme also has provision for linkage of Madrasas with National
Institute for Open Schooling as accredited Centres for providing formal schooling which enable the children who are
studying in such Madrasas to get certification for classes 5, 8, 10 and 12; And whereas funds are also given to the State
Madarasas Boards for monitoring and popularisation of the Scheme;
And whereas, the teachers employed to impart education to children by the Madrasas for implementation of the
scheme (hereinafter referred to as the functionaries), and are paid salary or honorarium (hereinafter referred to as the
benefits), which involves recurring expenditures incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and
Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central
Government hereby notifies the following, namely:-
1. (1) Any functionary desirous of availing the benefits under the scheme shall be required to furnish proof of
possession of Aadhaar or undergo Aadhaar authentication.
(2) A functionary desirous of availing the benefits under the Scheme , who does not possess the Aadhaar
number or has not yet enrolled for Aadhaar shall have to apply for Aadhaar enrolment by 30th September, 2017, in case
he or she is entitled to obtain Aadhaar as per the provisions of section 3 of the said Act and such functionaries may visit
any Aadhaar enrolment centre (list available at www.uidai.gov.in) for Aadhaar enrolment.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department in charge of
implementation of the scheme in the State Government or Union territory Administration which requires a functionary
to furnish proof of possession of Aadhaar number, shall ensure Aadhaar enrolment facilities for the functionaries who are
not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka
or Tehsil, the Department in charge of implementation of the scheme in the State Government or Union territory
Administration may provide Aadhaar enrolment facilities at convenient locations in coordination with the existing
Registrars of Unique identification Authority of India or by becoming Unique identification Authority of India Registrar
themselves:
Provided that till the time Aadhaar number is assigned to the functionaries, benefits under the scheme shall be
given to functionaries, subject to the production of the following documents, namely:–
(a)(cid:32) (i) if she or he has enrolled, his or her Aadhaar Enrolment ID slip; or
(ii)(cid:32) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (b) of paragraph 2 ;

(b)(cid:32) (i) bank passbook with photograph; or (ii) voter identity card issued by the election commission of India; or (iii)
ration card; or (iv) permanent account number (PAN) Card; or (v) passport; or (vi) driving license issued by
the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (vii) Certificate of identity
having photo of such member issued by a Gazetted Officer on an official letter head; or (viii) Kisan Photo
passbook; or (ix) any other documents as specified by the State Government or Union territory Administration;
Provided further that the above documents shall be checked by an officer specifically designated by the
concerned Department in the State Government or Union territory Administration for that purpose.
2. In order to provide convenient and hassle free benefits under the scheme to the functionaries, the respective
Department in the State Government or Union territory Administration shall make all required arrangements including
the following, namely:-
(a) Wide publicity through media and individual notices through the offices of District Education Officers,
Tehsil or Block or Schools. shall be given to the functionaries to make them aware of the requirement of
Aadhaar number under the scheme and they may be advised to get themselves enrolled at the nearest Aadhaar
enrolment centres available in their areas by 30th September, 2017, in case they are not already enrolled. The list
of locally available enrolment centres shall be made available to them.
(b) In case, the functionaries under the scheme are not able to enroll for Aadhaar due to non-availability of
enrolment centres in the vicinity such as in Block or Taluka or Tehsil, the respective Department in the State
Government or Union territory Administration through the offices of District Education Officers, Tehsil or
Block or Schools are required to create Aadhaar enrolment facilities at convenient locations, and the
functionaries may be requested to register their request for Aadhaar enrolment by giving their names, addresses,
mobile numbers and other details as specified in the clause (b) to first proviso to sub-paragraph (3) of paragraph
1, to the officials of respective Department or through the web portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in all States and Union territories
Administrations except the States of Assam, Meghalaya and Jammu and Kashmir.
