As per the National Cooperative Database, as of 24.12.2024 (a day before inauguration of White
Revolution 2.0), there are a total of 9,429 Multipurpose Dairy Cooperative Societies (M-DCS)
registered across the country since 15.02.2023. The district-wise number of such M-DCS is attached as
Annexure-1.
As per the National Cooperative Database, as of 31.12.2025, out of total 22,332 Multipurpose Dairy
Cooperative Societies (M-DCS) registered since 15.02.2023, 20,104 M-DCS are functional.
At present, no separate study carried out making comparison on how much a marginal farmer’s
average monthly income has increased after joining a White Revolution 2.0 cooperative, compared to
their earlier income from the unorganised sector.
However, the unorganised dairy sector is affected by multiple challenges such as adulteration,
exploitation of dairy farmers, and lack of value addition, which adversely impact farmers’ incomes.
With a view to addressing these issues and strengthening the cooperative dairy ecosystem, the
Ministry of Cooperation has launched White Revolution 2.0, a cooperative-based initiative aimed at
enhancing sustainability and circularity in the dairy sector. The initiative focuses on expansion of
cooperative coverage, improvement in milk procurement mechanisms, value addition, employment
generation, and women empowerment, all of which are expected to contribute to better and more
stable incomes for dairy farmers, including marginal farmers.
