उि पद पर जनयुजि का पात्र नहीं होगा: परंतु यदद केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ै तो िह दकसी व्यजि को इस जनयम के प्रितचन से छूट दे सकेगी। 5. जिजर्ल करन े की िजि : - िहां केंद्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ैं उन्ह े लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामिच करके, इन जनयमों के दकसी उपबंध को दकसी िगच या प्रिग चके व्यजियों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त : इन जनयमों की कोई बात, ऐस े आरिण, आय ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ ेिगों और अन्य जििेष प्रिग चके व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम। पद की संख्या। िगीकरण। िेतन मैट्ररक्स में चयन पद / सीधी भती दकए िाने िाले व् यजक् तयों के स्ट्तर। अचयन पद। जलए आयु सीमा। (1) (2) (3) (4) (5) (6) ज्येष्ठ प्रिासजनक 1* साधारण केंद्रीय िेतन मैट्ररक्स में चयन पद लागू नहीं होता। अजधकारी। सेिा स्ट्तर -11 (2024) अनसु जचिीय (67700- *कायचभार के रािपजत्रत 208700 आधार पर समूह ‘क’। रूपये) पट्ररितचन दकया िा सकता ह ै सीधी भती दकए िाने सीधी भती दकए िाने पट्ररिीिा भती की पद्धजत, भती प्रोन्नजत/प्रजतजनयुजि/ आमेलन द्वारा भती िाले व् यजक् तयों के जलए िाले व् यजक् तयों के की अिजध, सीधे होगी या प्रोन्नजत की दिा में िे श्रेजणयााँ जिनसे अपेजित िैजिक और जलए जिजहत आयु और यदद कोई द्वारा या प्रजतजनयजु ि/ प्रोन्नजत/प्रजतजनयुजि/आमेलन दकया अन्य अहतच ाएं। िैजिक अहतच ाएं प्रोन्नत हो। आमेलन द्वारा और िाएगा। व्यजियों की दिा में जिजभन्न पद्धजतयों द्वारा लागू होगी या नहीं। भरी िाने िाली ट्ररजियों की प्रजतितता। (7) (8) (9) (10) (11) लागू नहीं होता। लाग ू नही होता। दो िषच। प्रोन्नजत जिसके न हो प्रोन्नजत: सकने पर प्रजतजनयुजि स्ट्तर -7 में बेतार अनुश्रिण संघटन के (जिसके अंतगचत जिभागीय प्रिासजनक अजधकारी, अल्पकाजलक संजिदा भी जिन्होंने उस श्रेणी में नौ िषच की जनयजमत ह)ै द्वारा सेिा की ह ै तर्ा प्रिासन और स्ट्र्ापना म ें दो सप्ताह का प्रजििण सफलतापूिचक पूरा दकया ह।ै ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकच या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकच या पात्रता सेिा, अपेजित अहकच या पात्रता सेिा के आधे से अजधक से या दो िषच से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकच या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिचक पूरी कर ली हो। ट्रटप्पण 2. - इन जनयमों की अजधसूचना की तारीख पर जनयजमत आधार पर पोषक पद धारण करने िाले व्यजियों के जलए पात्रता सेिा आठ िषच की बनी रहगे ी। प्रजतजनयजु ि (जिसके अतं गतच अल्पकाजलक सजं िदा भी ह)ै : केंद्रीय सरकार या राज्य सरकार या संघ राज्य िेत्रों या स्ट्ििासी या कानूनी संगठन या पजललक सेक्टर उपक्म या जिश्वजिद्यालयों या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के ऐसे अजधकाट्ररयों में से : - (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या (ii) मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर 10 (56100-177500 रुपए) या समतुल्य पदों पर जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में पांच िषच की सेिा की है; या (iii) मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर 9 (53100-167800 रुपए) या समतुल्य पदों पर जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में सात िषच की सेिा की ह;ै या (iv) मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर 8 (47600-151100 रुपए) या समतुल्य पदों पर जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में आठ िषच की सेिा की ह;ै और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जनम्नजलजखत अहताचएं और अनुभि धारण दकए हुए – (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान की उपाजध; और (ii) दकसी सरकारी कायाचलय या पजललक सेक्टर उपक्म या स्ट्िािासी जनकाय या कानूनी जनकाय या मान्यता प्राप्त जिश्वजिद्यालयों या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों में लेखा या स्ट्र्ापना कायच में पााँच िषच का अनुभि। ट्रटप्पण 1.- पोषक प्रिगच के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयजु ि पर जनयुजि के जलए जिचार के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर जनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के पात्र नहीं होंगे। ट्रटप्पण 2. - प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजिदा भी ह)ै , जिसके अंतगचत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाहय पद पर प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजिदा भी ह)ै की अिजध साधारणतया चार िषच से अजधक नहीं होगी। प्रजतजनयुजि (जिसके अंतगचत अल्पकाजलक संजिदा भी ह)ै पर जनयुजि के जलए अजधकतम आयु सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषच से अजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत ह ैतो उसकी संरचना। भती करने में दकन पट्ररजस्ट्र्जतयों में संघ लोक सेिा आयोग से परामिच दकया िाएगा। (12) (13) जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के जलए) जिसमें जनम्नजलजखत संघ लोक सेिा आयोग से परामिच सदस्ट्य होंगे :- दकया िाना प्रत्येक अिसर पर आिश्यक है। 1. अध्यि या सदस्ट्य, संघ लोक सेिा आयोग - अध्यि; दरू संचार जिभाग 2. बेतार सलाहकार - सदस्ट्य; दरू संचार जिभाग 3. जनदेिक (बेतार अनुश्रिण - सदस्ट्य। संघटन), दरू संचार जिभाग [फा. स.ं ए-12018/01/2021-प्रिा.II ] सुनील कुमार िमाच, संयुि सजचि MINISTRY OF COMMUNICATIONS (Department of Telecommunications) NOTIFICATION New Delhi, the 13th March, 2024 G.S.R. 225(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Senior Administrative Officer, Monitoring Organisation (Ministry of Communications), Recruitment Rules, 1981, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Administrative Officer in the Wireless Monitoring Organisation, Ministry of Communications, Department of Telecommunications, namely: - 1. Short title and commencement. –(1) These rules may be called the Wireless Monitoring Organisation (Senior Administrative Officer) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix. - The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Scheduled annexed to these rules. 3. Method of Recruitment, age-limit, qualifications, etc. -The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation to this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Note 2. - The eligibility service shall continue to be eight years’ for persons holding the feeder posts on regular basis on the date of notification of these rules. Deputation (including short term contract) : Officers of the Central Government or State Government or Union Territories or Autonomous or Statutory Organisation or Public Sector Undertakings or Universities or Recognised Research Institutions;- (a) (i) holding analogous posts in the parent cadre or Department; or[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (ii) with five years' service in the grade rendered after appointment thereto on a regular basis in posts in level-10 (Rs. 56100-177500) in the pay matrix or equivalent in the parent cadre or Department; or (iii) with seven years' service in the grade rendered after appointment thereto on a regular basis in posts in level-9 (Rs. 53100-167800) in the pay matrix or equivalent in the parent cadre or Department; or (iv) with eight years of service in the grade rendered after appointment thereto on a regular basis in posts in level-8 (Rs. 47600-151100) in the pay matrix or equivalent in the parent cadre or Department; and (b) possessing the following qualifications and experience - (i) Degree of a recognised University or Institute; and (ii) five years' experience in accounts or establishment work in a Government Office or Public Sector Undertaking or Autonomous Body or Statutory Body or recognised universities or recognised Research Institutions. Note 1. - The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for appointment by promotion. Note 2.- Period of deputation (including short term contract) including period of deputation (including short term contract) spent in any other ex cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding fifty six years as on the closing date of receipt of applications.
