Executive Summary & Key Takeaways

**Executive Summary** This notification, issued by the Office of the Registrar Co-operative Societies on March 17, 2026, and published on March 30, 2026, announces the withdrawal of specific administrative powers from co-operative officials. The Lieutenant Governor of Delhi has rescinded the authority of Assistant Collector Grade-I/II previously granted to officials of Co-operative Banks and Societies for the recovery of dues. This order supersedes all previous notifications regarding these delegated powers. **Key Points / Main Content** **Withdrawal of Delegated Authority** * The Lieutenant Governor of Delhi has officially withdrawn the powers of Assistant Collector Grade-I/II from officials of all Co-operative Banks and Co-operative Societies registered under the Delhi Co-operative Societies Act, 2003. * The withdrawn powers specifically pertain to the recovery of dues as arrears of land revenue. **Legal Framework** * The decision is executed under the authority of Section 7 of the Delhi Land Revenue Act, 1954; Section 15 of the Uttar Pradesh Land Revenue Act, 1901; and Section 27 of the Punjab Land Revenue Act, 1887 (as extended to Delhi). **Supersession and Validity** * This notification supersedes all previous notifications issued regarding the conferment of these powers. * Any actions taken or omissions committed prior to the date of this supersession remain valid and are not affected by this change. **Impact Analysis** **Officials of Co-operative Banks and Co-operative Societies** **Impact** These individuals no longer hold the legal status or authority of Assistant Collector Grade-I/II. They are no longer empowered to exercise the statutory functions associated with that rank for debt recovery purposes. **Action Required** Affected officials must immediately cease exercising the powers of Assistant Collector Grade-I/II and update their recovery protocols to reflect the loss of this delegated authority. **Registered Co-operative Banks and Societies** **Impact** The institutional mechanism for recovering outstanding dues as arrears of land revenue is altered, as their internal officials can no longer personally exercise collectorate powers. **Action Required** Institutions must align their debt recovery processes with the current legal notification and ensure that any ongoing or future recovery actions do not rely on the withdrawn powers of their officials.
