NOTIFICATION
No. COT-1224/CR.514(I)/Prison-3.— In compliance of the directions passed by the Hon’ble
Supreme Court of India vide, its Judgment dated 9th December, 2024 in Criminal Appeal No.
2831 of 2023, State of Maharashtra and others vs. Pradeep Yashwant Kokade and another with
Criminal Appeal No. 2832 of 2023, the State Government has constituted a Dedicated Cell to deal
with mercy petitions.
2. The State of Maharashtra has constituted a Dedicated Cell vide Government Resolution
dated 26th March 2025.
3. The terms and reference of the dedicated cell are as under :—
(1) The dedicated cell shall be responsible for the prompt processing of the mercy
petitions within 7 (seven) days of the receipt of the mercy petition.
(2) As soon as mercy petitions are received by the dedicated cell, copies of the mercy
petitions shall be forwarded to the Secretariat of the Hon’ble Governor of Maharashtra for
their information and initiating necessary action at their end.
(3) As soon as the Superintendent of Prison or Officer-in-charge receives the mercy
petitions, he/she shall immediately forward the copies thereof to the Dedicated Cell and call
for the following details or information from the Officer-in-charge of the concerned Police
Station and/or the concerned Investigation Agency, namely :—
(a) The criminal antecedents of the convict ;
(b) Information about family members of the convict ;
(c) Economic condition of the convict and his/her family ;
(d) The date of arrest of the convict and the period of incarceration as an under trial ;
and,
(e) The date of filing charge sheet and a copy of the committal order, if any.
(4) On receipt of the request made by the Jail authorities, the Officer-in-charge of the
concerned police station shall be under an obligation to furnish the aforesaid information to the
Jail Authorities, immediately.
(5) On receipt of the aforesaid information, without any delay, the Jail Authorities shall
forward the following documents to the Officer-in-charge of the Dedicated Cell and the Secretary/
Principle Secretary/Additional Chief Secretary of the Home Department, namely :—
(a) Information furnished as aforesaid by the concerned Police Station with its English
translation ;
(b) Copy of the first Information Report with its English translation ;
(c) Details, such as date of arrest of the convict, date of filing of charge sheet and
actual period of incarceration undergone by the convicts ;
(d) A copy of the committal order, if any, passed by the learned Judicial Magistrate ;
(e) A copy of charge-sheet with its English translation ;
(f) Report about the conduct of the convict in prison ;

No. Cotton-2025/CR-118/10-C.—- Whereas, in the season 2025-2026, the MSCCGMF Ltd.
has been appointed as sub-agent of Cotton Corporation of India, a Nodal Agent of Government of
India for Minimum Support Price (MSP) operations for cotton in the State of Maharashtra vide
Government of India, Ministry of Textiles letter No. 5/9/2020-Eò{ÉÉºÉ +xÉÖ¦ÉÉMÉ, Dated 16th September
2025 ;
And whereas, the Government of Maharashtra has the Maharashtra State Co-operative
Cotton Grower’s Marketing Federation Limited (MSCCGMF Ltd.) to participate in the scheme
and function as sub-agent of CCI be the State Level Agency (SLA) of CCI with regards to
implementation of MSP operation of cotton for season 2025-2026.
Now therefore in pursuance of the above, the following notification in respect of MSP operation
for cotton in the State of Maharashtra for the season 2025-2026 hereby issued.
1. The Maharashtra State Co-operative Cotton Grower’s Marketing Federation Limited
(MSCCGMF Ltd) shall implement MSP operation for cotton in the State of Maharashtra for season
2025-2026 along with CCI.
2. The Maharashtra State Co-operative Cotton Grower’s Marketing Federation Limited
(MSCCGMF Ltd.) shall function as sub-agent of CCI and shall procure FAQ quality of cotton

3. The genuineness of cotton grower shall be established from the 7/12 extract of the field
of the farmer, showing survey number of the land owned by the farmer, its area, class of the land,
revenue assessed and the crop sown and its area is sufficient proof to prove the genuineness of
the farmers.
4. The working capital for the scheme shall consist of margin money provided by the State
Government and the internal resources of the MSCCGMF Ltd. and bank loans.
