Rural Development Ministry Pushes AI and Credit Overhaul for RSETIs

Nearly 65 percent of trainees across India's rural skilling institutes remain clustered in a narrow band of traditional vocations. To break that bottleneck, the Ministry of Rural Development is pushing a comprehensive curriculum reset across the country's 647 Rural Self Employment Training Institutes, pivoting toward artificial intelligence, mobile repair, tourism, and exportable healthcare skills like caregiving and nursing.

Speaking at a national review meeting in Shillong, Rural Development Secretary Rohit Kansal directed sponsoring commercial banks and State Rural Livelihood Missions to identify why trained candidates still face hurdles accessing capital. While the program has trained 64 lakh rural candidates since 2009—with women accounting for 46 lakh of them—officials stressed that training without formal credit delivery fails to deliver durable livelihoods.

Under the proposed framework, candidate lifecycle management from mobilization to post-training tracking will migrate to the Kaushal Rural portal with an embedded AI profiling layer. Each state has been instructed to establish at least one model RSETI, while the ministry finalizes plans for dedicated rural business incubation centres and enterprise mentoring cells.
