Citation and extent 1.—(1) These Regulations may be cited as the Online Safety Act 2023 (Commencement No. 5) (Revocation) Regulations 2025. (2) These Regulations extend to England and Wales, Scotland and Northern Ireland. Revocation 2. The Online Safety Act 2023 (Commencement No. 5) Regulations 2025(2) are revoked. EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations revoke the Online Safety Act 2023 (Commencement No. 5) Regulations 2025 (“the Commencement Regulations”), which would have brought into force provisions of the Online Safety Act 2023 (“the Act”) requiring certain providers of regulated user-to-user services to report child sexual abuse and exploitation content to the National Crime Agency. As a result, the provisions of the Act listed in regulation 2 of the Commencement Regulations, will no longer come into force on 3rd November 2025. A full impact assessment has not been produced for this instrument as no, or no significant, impact on private, voluntary or public sectors is foreseen. 2
