The Air Navigation (Restriction of Flying) (Royal Air Force
Mildenhall) (No. 2) Regulations 2025
Made - - - - 10th October 2025
Coming into force - - 13th October 2025
The Secretary of State has decided that it is in the public interest to restrict flying in the area
specified in regulation 3(1) by reasons of public safety and security during a visit by a Head of
State that is scheduled to take place there.
The Secretary of State makes these Regulations in exercise of the powers conferred by article 239
of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Royal Air
Force Mildenhall) (No. 2) Regulations 2025 and they come into force on 13th October 2025.
Interpretation
2. In regulation 3(1) the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraph (2), beginning with 1730 hours and ending with 2230 hours on
13th October 2025 no aircraft is to fly below Flight level(c) 195 within the area bounded by a
circle having a radius of 10 nautical miles which is centred at 522143N 0002911E.
(2) Paragraph (1) does not apply to any aircraft—
(a) flying in accordance with a clearance issued by—
(i) 78 Squadron, Royal Air Force Unit Swanwick,
(ii) 19 Squadron, Royal Air Force Boulmer,
(iii) London Terminal Control Centre, Swanwick, or
(iv) the air traffic control unit at Royal Air Force Lakenheath, or
(b) operated by or on behalf of—
(i) a Police Air Support Unit, or
(a) S.I. 2016/765, as amended by S.I. 2024/990; there are other amending instruments but none is relevant.
(b) Co-ordinated Universal Time (UTC) is one hour behind British Sumer Time (BST).
(c) The term “Flight level” is defined in Schedule 1 to the Air Navigation Order 2016.(ii) an Emergency Medical Service.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations impose restrictions on flying in the vicinity of RAF Mildenhall, Suffolk during
a visit by a Head of State that is scheduled to take place there on 13th October 2025.
As part of the security arrangements for the visits the Civil Aviation Authority and the Department
for Transport agree that flying should be restricted in the vicinity of the visit for reasons of public
safety and security.
The times mentioned in regulation 3(1) are Co-ordinated Universal Time (UTC) which is one hour
behind British Summer Time (BST).
Full details of this Statutory Instrument will be promulgated by a Notice to Aviation (NOTAM).
