STATUTORY INSTRUMENTS 2025 No. 133 BROADCASTING ELECTRONIC COMMUNICATIONS The Communications (Television Licensing) (Amendment) Regulations 2025 Made - - - - 6th February 2025 Laid before Parliament 10th February 2025 Coming into force - - 1st April 2025 The Secretary of State makes these Regulations in exercise of the powers conferred by sections 365(1) and (4)(b) and 402(3) of the Communications Act 2003(1), including as extended by—

(a) the Communications (Bailiwick of Guernsey) Order 2003(2);

(b) the Communications (Jersey) Order 2003(3);

(c) the Communications (Isle of Man) Order 2003(4);

(d) the Communications (Bailiwick of Guernsey) Order 2004(5);

(e) the Broadcasting and Communications (Jersey) Order 2004(6).

The Treasury has consented to the making of these Regulations in accordance with section 365(6) of the Communications Act 2003.

Citation, commencement, effect and extent

1.—(1) These Regulations may be cited as the Communications (Television Licensing)

(Amendment) Regulations 2025.

(2) These Regulations come into force on 1st April 2025.

(5) S.I. 2004/307. Article 4 of the Order extends, with the modifications set out in paragraph 3 of the Schedule to the Order,

section 365 of the Communications Act 2003 (c. 21) to Guernsey.

(3) These Regulations have effect in respect of TV licences issued on or after 1st April 2025.

(4) These Regulations extend to—

(a) England and Wales, Scotland and Northern Ireland,

(b) the Channel Islands, except regulation 4(37) and (38) and Schedule 2, and

(c) the Isle of Man.

Amendment of the Communications (Television Licensing) Regulations 2004

2. The Communications (Television Licensing) Regulations 2004(7) are amended in accordance with regulations 3 to 5.

Amendment of Schedule 1

3.—(1) The Table in Schedule 1 (issue fees for TV licences) is amended as follows.

(2) In the third column of the row relating to TV licence (black and white only) General Form for “£57.00” substitute “£58.50”.

(3) In the third column of the row relating to TV licence (including colour) General Form for “£169.50” substitute “£174.50”.

(4) In the third column of the row relating to TV licence (black and white only) Multiple Form for “£57.00” substitute “£58.50”.

(5) In the third column of the row relating to TV licence (including colour) Multiple Form for “£169.50” substitute “£174.50”.

Amendment of Schedule 2

4.—(1) In Schedule 2 (fees for TV licences payable by instalments)—

(a) Part 1 (premium instalment television licence (including colour)) is amended in accordance with paragraph (2);

(b) Part 2 (budget instalment television licence (including colour)) is amended in accordance with paragraphs (3) to (9);

(c) Part 3 (easy entry television licence (including colour)) is amended in accordance with paragraphs (10) to (36);

(d) Part 4 (simple payment plan licence (not black and white only)) is amended in accordance with paragraphs (37) and (38).

(a) the amount payable for most categories of TV licence;

(b) the amount of each instalment for certain categories of TV licence which are payable in instalments.

In summary—

(a) the amount usually payable for a colour TV licence is increased from £169.50 to £174.50 and that for a black and white TV licence is increased from £57.00 to £58.50 (see regulations 3 and 5);

(b) the instalments for a premium instalment TV licence are increased so that the total amount payable is increased from £174.50 to £179.50 (see regulation 4(1) and (2));

(c) the instalments for a budget instalment TV licence are increased so that the total amount payable is increased from £169.50 to £174.50 (see regulation 4(1) and (3) to (9));

(d) the instalments for an easy entry TV licence are increased so that the total amount payable is increased from £169.50 to £174.50 (see regulation 4(1) and (10) to (36));

(e) the instalments for a simple payment TV licence are increased so that the total amount payable is increased from £169.50 to £174.50 (see regulation 4(1), (37) and (38)).

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.
