S T A T U T O R Y I N S T R U M E N T S 2025 No. 451 CIVIL AVIATION The Air Navigation (Restriction of Flying) (Royal Air Force Honington) Regulations 2025 Made - - - - 4th April 2025 Coming into force - - 24th July 2025 The Secretary of State has decided that it is necessary in the public interest to restrict flying in the area specified in regulation 3(1) by reason of the intended holding there of a flying display.
The Secretary of State makes these Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Royal Air Force Honington) Regulations 2025 and they come into force on 24th July 2025.
Interpretation
2. In regulation 3(1) the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraph (2), beginning at 1100 hours and ending at 1600 hours on 24th July 2025 no aircraft is to fly below 5,300 feet above mean sea level within the area bounded by a circle having a radius of 4 nautical miles centred at 522036N 0004629E.
(2) Paragraph (1) does not apply to any aircraft—
(a) flying with the permission of the Royal Air Force Honington flying display director,
(b) making an approach to or departure from Royal Air Force Lakenheath or Royal Air Force Mildenhall whilst under the direction of the air traffic control unit at Royal Air Force Lakenheath in liaison with the Royal Air Force Honington flying display director, or
(c) operated by or on behalf of—
(i) a Police Air Support Unit, or
(ii) an Emergency Medical Service.

(b) Co-ordinated Universal Time (UTC) is one hour behind British Summer Time (BST).Signed by authority of the Secretary of State for Transport David J Best Grade 7 4th April 2025 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations impose restrictions on flying in the vicinity of Royal Air Force Honington, Bury St Edmunds, Suffolk by reason of the intended holding there of a flying display on 24th July
2025.
A large number of aircraft will be involved in high energy manoeuvres during the event and therefore the Civil Aviation Authority and the Department for Transport agree that flying should be restricted in the vicinity of the display for reasons of public safety.
The times mentioned in regulation 3(1) are Co-ordinated Universal Time (UTC) which is one hour behind British Summer Time (BST).
In relation to the permission mentioned in Regulation 3(2)(a), the Royal Air Force Honington flying display director may be contacted as notified.

(AIC) and Notice to Aviation (NOTAM).
