S T A T U T O R Y I N S T R U M E N T S 2025 No. 495 CIVIL AVIATION The Air Navigation (Restriction of Flying) (Helicopter Flight) (No. 4) Regulations 2025 Made - - - - 16th April 2025 Coming into force - - 17th April 2025 The Secretary of State has decided that it is necessary in the public interest to restrict flying in the areas specified in regulation 3 by reason of four intended helicopter flights which are due to take place there.
The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Helicopter Flight) (No. 4) Regulations 2025 and they come into force on 17th April 2025.
Interpretation
2. In regulation 3 the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraphs (5) and (21), for the period beginning at 0805 hours and ending at 0910 hours on 17th April 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by straight lines joining successively the following points—
(a) the clockwise arc of a circle having a radius of 2.5 nautical miles centred at 570144N 0030427W between 570117N 0030857W and 570204N 0025955W, and
(b) straight lines joining successively the following points—
(i) 570204N 0025955W,
(ii) 562350N 0023841W,
(iii) 562231N 0024723W, and
(iv) 570117N 0030857W.
(2) Subject to paragraphs (5) and (21), for the period beginning at 0825 hours and ending at 0920 hours on 17th April 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by straight lines joining successively the following points—
(a) S.I. 2016/765, as amended by S.I. 2024/990; there are other amending instruments, but none is relevant.
(b) Co-ordinated Universal Time (UTC) is one hour before British Summer Time (BST).(a) 562231N 0024723W,

(4) Subject to paragraphs (5) and (21), for the period beginning at 0855 hours and ending at 0955 hours on 17th April 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 551702N 0015804W,
(ii) 551912N 0015013W, and
(iii) 544807N 0013005W,
(b) the clockwise arc of a circle having a radius of 2.5 nautical miles centred at 544708N 0013403W between 544807N 0013005W and 544613N 0013804W, and
(c) straight lines joining successively the following points—
(i) 544613N 0013804W, and
(ii) 551702N 0015804W.
(5) Paragraphs (1) to (4) do not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying)
(Prisons) Regulations 2001(a), the Air Navigation (Restriction of Flying) (Birkhall) (Restricted Zone EG R705) Regulations 2019(b), the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023(c), and the Air Navigation (Restriction of Flying) (Durham) Regulations 2025(d),
(b) making an approach to or departure from—
(i) Leuchars Aerodrome whilst under the direction of the Air Traffic Control unit Leuchars Station, or
(ii) Newcastle Airport whilst under the direction of Terminal Control Centre Prestwick, or the Air Traffic Control unit at Newcastle Airport, or
(c) flying in accordance with a clearance issued by—
(i) Leuchars Aerodrome Lower Airspace Radar Service, or
(ii) Newcastle Airport Lower Airspace Radar Service.

(8) Subject to paragraphs (9) and (21), for the period beginning at 1215 hours and ending at 1305 hours on 17th April 2025 no aircraft is to fly below 3,500 feet above mean sea level within the area bounded by straight lines joining successively the following points—
(a) 533741N 0014359W,
(b) 533831N 0013539W,
(c) 532822N 0013547W,
(d) 532733N 0014404W, and
(e) 533741N 0014359W.
(9) Paragraphs (6) to (8) do not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying)
(Prisons) Regulations 2001(a), the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023(b), and the Air Navigation (Restriction of Flying) (Durham) Regulations 2025(c),
(b) making an approach to or departure from—
(i) Newcastle Airport whilst under the direction of Terminal Control Centre Prestwick, or the Air Traffic Control unit at Newcastle Airport,
(ii) Teesside International Airport whilst under the direction of the Terminal Control Centre Prestwick or the Air Traffic Control unit at Teesside International Airport
(iii) Royal Air Force Leeming whilst under the direction of the Air Traffic Control unit at Royal Air Force Leeming, or
(iv) Leeds Bradford Airport whilst under the direction of the Terminal Control Centre Prestwick, or the Air Traffic Control unit at Leeds Bradford Airport, or
(c) flying in accordance with a clearance issued by—
(i) Newcastle Lower Airspace Radar Service,

(13) Paragraphs (10) to (12) do not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023(a),
(b) making an approach to or departure from—
(i) East Midlands Airport whilst under the direction of the Air Traffic Control unit at East Midlands Airport, or
(ii) Birmingham Airport whilst under the direction of the Air Traffic Control unit at Birmingham Airport, or
(c) flying in accordance with a clearance issued by—
(i) East Midlands Airport Lower Airspace Radar Service,
(ii) Royal Air Force Shawbury Lower Airspace Radar Service,
(iii) Birmingham Air Traffic Control unit, or
(iv) the Terminal Control Centre, Prestwick.

4(14) Subject to paragraphs (16) and (21), for the period beginning at 1310 hours and ending at 1410 hours on 17th April 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by—

(16) Paragraphs (14) and (15) do not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Raymill House, Lacock) (Restricted Area EG R106) Regulations 2021(a), and the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023(b),
(b) making an approach to or departure from Birmingham Airport whilst under the direction of the Air Traffic Control unit at Birmingham Airport, or
(c) flying in accordance with a clearance issued by—
(i) Birmingham Air Traffic Control unit, or
(ii) Royal Air Force Brize Norton Lower Airspace Radar Service.
(17) Subject to paragraphs (20) and (21), for the period beginning at 1400 hours and ending at 1505 hours on 17th April 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 512752N 0020623W,
(ii) 513204N 0010716W,
(iii) 513314N 0010000W,
(iv) 512813N 0010000W,
(v) 512705N 0010722W, and
(vi) 512255N 0020610W, and
(b) the clockwise arc of a circle having a radius of 2.5 nautical miles centred at 512523N 0020646W between 512255N 0020610W and 512752N 0020623W.

(19) Subject to paragraphs (20) and (21), for the period beginning at 1420 hours and ending at 1510 hours on 17th April 2025 no aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 513359N 0005516W, and
(ii) 513452N 0004945W,
(b) the anti-clockwise arc of a circle having a radius of 2 nautical miles centred at 513642N 0004830W between 513452N 0004945W and 513527N 0004600W,
(c) straight lines joining successively the following points—

(ii) 513611N 0004133W,
(d) the anti-clockwise arc of a circle having a radius of 12 nautical miles centred at 512812N 0002713W between 513611N 0004133W and 513156N 0004528W,

(20) Paragraphs (17) to (19) do not apply to any aircraft—
(a) insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Raymill House, Lacock) (Restricted Area EG R106) Regulations 2021(a), or
(b) flying in accordance with a clearance issued by—
(i) Royal Air Force Brize Norton Lower Airspace Radar Service,
(ii) Farnborough Lower Airspace Radar Service,
(iii) Royal Air Force Northolt whilst under the direction of 78 Squadron Royal Air Force Swanwick or the Air Traffic Control unit at Royal Air Force Northolt, or
(iv) the London Terminal Control Centre, Swanwick.
(21) Paragraphs (1) to (4), (6) to (8), (10) to (12), (14) to (15), and (17) to (19) do not apply to any aircraft operated by or on behalf of—
(a) an Emergency Medical Service,
(b) a Police Air Support Unit,
(c) the Maritime and Coastguard Agency, or
(d) the King’s Helicopter Flight.

6Signed by authority of the Secretary of State for Transport David J Best Grade 7 16th April 2025 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations impose restrictions on flying between Aberdeenshire to Durham, from Durham to the West Midlands, from the West Midlands to Gloucestershire and then from Gloucestershire to London by reason of four intended helicopter flights which are due to take place there on 17th April 2025.
The Civil Aviation Authority and Department for Transport agree that it is in the public interest to restrict flying in the vicinity of the relevant areas to avoid disruption to these flights.
These Regulations apply except insofar as flying is already prohibited by the Air Navigation (Restriction of Flying) (Prisons) Regulations 2001 (S.I. 2001/1657, as amended by S.I.
2007/2377), the Air Navigation (Restriction of Flying) (Birkhall) (Restricted Zone EG R705) Regulations 2019 (S.I. 2019/1320), the Air Navigation (Restriction of Flying) (Raymill House, Lacock) (Restricted Area EG R106) Regulations 2021 (S.I. 2021/703), the Air Navigation (Restriction of Flying) (Prisons and Young Offender Institutions) (England and Wales) Regulations 2023 (S.I. 2023/1101), and the Air Navigation (Restriction of Flying) (Durham) Regulations 2025 (S.I. 2025/35).
The times mentioned in regulation 3 are Co-ordinated Universal Time (UTC) which is one hour before British Summer Time (BST).
