S T A T U T O R Y I N S T R U M E N T S 2025 No. 541 CIVIL AVIATION The Air Navigation (Restriction of Flying) (Helicopter Flight) (No. 6) Regulations 2025 Made - - - - 30th April 2025 Coming into force - - 9th May 2025 The Secretary of State has decided that it is necessary in the public interest to restrict flying in the areas specified in regulation 3 by reason of an intended helicopter flight there.
The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Helicopter Flight) (No. 6) Regulations 2025 and they come into force on 9th May 2025.
Interpretation
2. In regulation 3 the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.—(1) Subject to paragraphs (4) and (6), beginning at 1505 hours and ending at 1625 hours on 9th May 2025 no aircraft is to fly below 4,000 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 514134N 0020011W,
(ii) 513841N 0014616W,
(iii) 513204N 0010716W,
(iv) 513314N 0010000W,
(v) 512813N 0010000W,
(vi) 512705N 0010722W,
(vii) 513358N 0014842W, and
(viii) 513746N 0020454W, and
(a) S.I. 2016/765, as amended by S.I. 2024/990; there are other amending instruments, but none is relevant.
(b) Co-ordinated Universal Time (UTC) is one hour behind British Summer Time (BST).(b) the clockwise arc of a circle having a radius of 2.5 nautical miles centred at 514005N 0020325W between 513746N 0020454W and 514134N 0020011W.
(2) Subject to paragraphs (5) and (6), beginning at 1505 hours and ending at 1625 hours on 9th May 2025 no aircraft is to fly below 3,500 feet above mean sea level within the area bounded by straight lines joining successively the following points—
(a) 513314N 0010000W,
(b) 513359N 0005516W,
(c) 512856N 0005516W,
(d) 512813N 0010000W, and
(e) 513314N 0010000W.
(3) Subject to paragraphs (5) and (6), beginning at 1505 hours and ending at 1625 hours on 9th May 2025 no aircraft is to fly below 2,500 feet above mean sea level within the area bounded by—
(a) straight lines joining successively the following points—
(i) 513359N 0005516W, and
(ii) 513452N 0004945W,
(b) the anti-clockwise arc of a circle having a radius of 2 nautical miles centred at 513642N 0004830W between 513452N 0004945W and 513527N 0004600W,
(c) straight lines joining successively the following points—
(i) 513527N 0004600W, and
(ii) 513611N 0004133W,
(d) the anti-clockwise arc of a circle having a radius of 12 nautical miles centred at 512812N 0002713W between 513611N 0004133W and 513156N 0004528W,
(e) the anti-clockwise arc of a circle having a radius of 2 nautical miles centred at 513002N 0004629W between 513156N 0004528W and 512948N 0004940W, and
(f) straight lines joining successively the following points—
(i) 512948N 0004940W,
(ii) 512856N 0005516W, and
(iii) 513359N 0005516W.
(4) Paragraph (1) does not apply to any aircraft—
(a) making an approach to or departure from Kemble Aerodrome whilst in communication with the Aerodrome Flight Information Service at that aerodrome, or
(b) flying in accordance with a permission issued by—
(i) the Terminal Air Traffic Control Centre (TATCC) South at Royal Air Force Brize Norton, or
(ii) Farnborough Lower Airspace Radar Service.
(5) Paragraphs (2) and (3) do not apply to any aircraft—
(a) flying in accordance with a permission issued by—
(i) Farnborough Lower Airspace Radar Service, or
(ii) the London Terminal Control Centre at Swanwick, or
(b) making an approach to or departure from London Heathrow Airport whilst under the control of the London Terminal Control Centre at Swanwick or the air traffic control unit at London Heathrow Airport.
(6) Paragraphs (1) to (3) do not apply to any aircraft operated by or on behalf of—
(a) a Police Air Support Unit,
(b) an Emergency Medical Service, 2(c) the Maritime and Coastguard Agency, or
(d) the King’s Helicopter Flight.
Signed by authority of the Secretary of State for Transport David J Best Grade 7 30th April 2025 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations impose restrictions on flying in the vicinity of Gloucestershire, Wiltshire, Oxfordshire, Berkshire and Buckinghamshire by reason of a helicopter flight which is intended to take place there on 9th May 2025.
The Civil Aviation Authority and Department for Transport agree that it is in the public interest to restrict flying in the vicinity of the relevant areas to avoid disruption to this flight.
The times mentioned in regulation 3 are Co-ordinated Universal Time (UTC) which is one hour behind British Summer Time (BST).
Full details of this Statutory Instrument will be promulgated by Briefing Sheet and Notice to Aviation (NOTAM).
