S T A T U T O R Y I N S T R U M E N T S 2025 No. 570 CIVIL AVIATION The Air Navigation (Restriction of Flying) (Royal Air Force Mildenhall) Regulations 2025 Made - - - - 9th May 2025 Coming into force - - 12th May 2025 The Secretary of State has decided that it is in the public interest to restrict flying in the area specified in regulation 3(1) for reasons of public safety and security during visits by a Head of State that are scheduled to take place there.
The Secretary of State makes these Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a).
Citation and commencement
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Royal Air Force Mildenhall) Regulations 2025 and they come into force on 12th May 2025.
Interpretation
2. In regulation 3(2) the times referred to are Co-ordinated Universal Time(b).
Restricted airspace
3.โ(1) Subject to paragraph (3), during the periods specified in paragraph (2) no aircraft is to fly below Flight Level(c) 195 within the area bounded by a circle having a radius of 10 nautical miles which is centred at 522143N 0002911E.
(2) The periods referred to in paragraph (1) areโ
(a) from 2200 hours on 12th May 2025 to 0300 hours on 13th May 2025, and
(b) from 1600 hours to 2100 hours on 16th May 2025.
(3) Paragraph (1) does not apply to any aircraftโ
(a) flying in accordance with a clearance issued byโ
(i) 78 Squadron, Royal Air Force Unit Swanwick,
(ii) 19 Squadron, Royal Air Force Boulmer, or
(iii) the air traffic control unit at Royal Air Force Lakenheath, or
(a) S.I. 2016/765, as amended by S.I. 2024/990; there are other amending instruments, but none is relevant.
(b) Co-ordinated Universal Time (UTC) is one hour behind British Sumer Time (BST).
(c) The term โFlight Levelโ is defined in Schedule 1 to the Air Navigation Order 2016.(b) operated by or on behalf ofโ
(i) a Police Air Support Unit, or
(ii) an Emergency Medical Service.
Signed by authority of the Secretary of State for Transport Karen L Michaels Grade 7 9th May 2025 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations impose restrictions on flying in the vicinity of RAF Mildenhall, Suffolk during visits by a Head of State that are scheduled to take place there during 12th, 13th and 16th May
2025.
As part of the security arrangements for the visits the Civil Aviation Authority and the Department for Transport agree that flying should be restricted in the vicinity of the event for reasons of public safety and security.
The times mentioned in regulation 3(2) are Co-ordinated Universal Time (UTC) which is one hour behind British Summer Time (BST).
Full details of this Statutory Instrument will be promulgated by a Notice to Aviation (NOTAM).
