S T A T U T O R Y I N S T R U M E N T S 2026 No. 539 CIVIL AVIATION The Air Navigation (Restriction of Flying) (State Fayre, Chelmsford) Regulations 2026 Made - - - - 18th May 2026 Coming into force - - 25th June 2026 The Secretary of State has decided that it is necessary in the public interest to restrict the flying of unmanned aircraft in the area specified in regulation 3(1) by reason of the intended gathering there of a large number of persons. The Secretary of State makes the following Regulations in exercise of the powers conferred by article 239 of the Air Navigation Order 2016(a). Citation and commencement 1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (State Fayre, Chelmsford) Regulations 2026 and they come into force on 25th June 2026. Interpretation 2. The times referred to in regulation 3(1) are Co-ordinated Universal Time(b). Restricted airspace 3.—(1) Subject to paragraph (2), during the period beginning with 0700 hours on 25th June 2026 and ending with 1400 hours on 29th June 2026 no unmanned aircraft is to fly below 1,300 feet above mean sea level within the area bounded by straight lines joining successively the following points— (a) 514220N 0002549E, (b) 514219N 0002531E, (c) 514218N 0002528E, (d) 514222N 0002528E, (e) 514232N 0002531E, (f) 514240N 0002541E, (g) 514243N 0002547E, (h) 514247N 0002547E, (a) S.I. 2016/765, amended by S.I. 2024/990; there are other amending instruments but none is relevant. (b) Co-ordinated Universal Time (UTC) is one hour behind British Summer Time (BST).(i) 514246N 0002543E, (j) 514247N 0002539E, (k) 514257N 0002545E, (l) 514311N 0002549E, (m) 514317N 0002554E, (n) 514318N 0002556E, (o) 514317N 0002601E, (p) 514310N 0002636E, (q) 514309N 0002642E, (r) 514308N 0002652E, (s) 514308N 0002702E, (t) 514306N 0002703E, (u) 514305N 0002700E, (v) 514300N 0002701E, (w) 514244N 0002638E, (x) 514231N 0002628E, (y) 514211N 0002607E, and (z) 514220N 0002549E. (2) Paragraph (1) does not apply to any unmanned aircraft— (a) flying in accordance with a permission issued by the Festival Republic Event Silver Commander, or (b) operated by or on behalf of a police air support unit. Signed by authority of the Secretary of State for Transport Karen L Michaels Grade 7 18th May 2026 Department for Transport EXPLANATORY NOTE (This note is not part of the Regulations) These Regulations impose restrictions on the flying of unmanned aircraft in the vicinity of Hylands Park, Chelmsford, Essex for the State Fayre Music Festival that is due to take place there on 25th to 29th June 2026, inclusive. The Civil Aviation Authority and the Department for Transport agree that the flying of unmanned aircraft should be restricted for reasons of public safety and security due to the intended gathering of a large number of persons. The times mentioned in regulation 3(1) are Co-ordinated Universal Time (UTC) which is one hour behind British Summer Time (BST). In relation to the permission mentioned in regulation 3(2)(a), the Festival Republic Event Silver Commander may be contacted as notified. Full details of this Statutory Instrument will be notified by Briefing Sheet and Notice to Aviation (NOTAM).
