Executive Summary & Key Takeaways

**Policy Summary:** EEA Joint Committee Decision No. 104/2019, adopted on April 11, 2019, amends Annex IX (Financial Services) to the Agreement on the European Economic Area (EEA). The decision incorporates Commission Delegated Regulation (EU) 2019/564 of March 28, 2019, into the EEA Agreement. This regulation amends Delegated Regulation (EU) 2016/2251, which supplements Regulation (EU) No 648/2012 regarding the application of risk-management procedures for certain OTC derivative contracts not cleared by a CCP. The amendment concerns the date until which counterparties may continue to apply their risk-management procedures. The authentic Icelandic and Norwegian language texts of Delegated Regulation (EU) 2019/564 will be published in the EEA Supplement to the Official Journal of the European Union. The decision entered into force on April 11, 2019, contingent upon completion of notifications under Article 103(1) of the EEA Agreement or on the entry into force of Decision of the EEA Joint Committee No 83/2019 of 29 March 2019, whichever is later. The decision will be published in the EEA Section of, and the EEA Supplement to, the Official Journal of the European Union.
