L 279/44 EN Official Journal of the European Union 27.10.2022 DECISION OF THE EEA JOINT COMMITTEE No 136/2019 of 8 May 2019 amending Protocol 31 to the EEA Agreement, on cooperation in specific fields outside the four freedoms [2022/2033] THE EEA JOINT COMMITTEE, Having regard to the Agreement on the European Economic Area (‘the EEA Agreement’), and in particular Articles 86 and 98 thereof, Whereas: (1) It is appropriate to extend the cooperation of the Contracting Parties to include Regulation (EU) 2018/1475 of the European Parliament and of the Council of 2 October 2018 laying down the legal framework of the European Solidarity Corps and amending Regulation (EU) No 1288/2013, Regulation (EU) No 1293/2013 and Decision No 1313/2013/EU(1). (2) Protocol 31 to the EEA Agreement should therefore be amended accordingly in order to allow for this extended cooperation to take place from 1 January 2019, HAS ADOPTED THIS DECISION: Article 1 Protocol 31 to the EEA Agreement shall be amended as follows: 1. The following is inserted in paragraph 2n of Article 4: ‘, as amended by: — 32018 R 1475: Regulation (EU) 2018/1475 of the European Parliament and of the Council of 2 October 2018 (OJ L 250, 4.10.2018, p. 1).’ 2. The following paragraph is inserted after paragraph 2n of Article 4: ‘2o. The EFTA States shall, with effect from 1 January 2019, participate in the following programme: — 32018 R 1475: Regulation (EU) 2018/1475 of the European Parliament and of the Council of 2 October 2018 laying down the legal framework of the European Solidarity Corps and amending Regulation (EU) No 1288/2013, Regulation (EU) No 1293/2013 and Decision No 1313/2013/EU (OJ L 250, 4.10.2018, p. 1). Liechtenstein and Norway shall be exempted from the participation in, and the financial contribution to, this programme.’ 3. The text of paragraph 3 of Article 4 is replaced by the following: ‘The EFTA States shall contribute financially in accordance with Article 82(1)(a) of the Agreement to the programmes and actions referred to in paragraphs 1, 2, 2a, 2b, 2c, 2d, 2e, 2f, 2g, 2h, 2i, 2j, 2k, 2l, 2m, 2n and 2o.’ 4.
