## Policy Summary: EEA Joint Committee Decision No. 155/2022 This decision, enacted by the EEA Joint Committee on April 29, 2022, amends Annex XIII (Transport) to the Agreement on the European Economic Area (EEA). The amendment incorporates Directive (EU) 2018/645 of the European Parliament and of the Council of April 18, 2018, into the EEA Agreement. This directive modifies Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers, and Directive 2006/126/EC on driving licenses. The key changes to Annex XIII include: * **Incorporation of Directive 2018/645:** References to Directive 2018/645 are added to points 24f (Directive 2006/126/EC) and 36a (Directive 2003/59/EC). * **Adaptations for EEA:** Modifications are made to replace references to "Union legislation" with "the EEA Agreement" in Article 15(2) of Directive 2006/126/EC and Annex I of Directive 2003/59/EC. * **Specific Adaptation for Iceland:** The provision in Section 4 of Annex I of Directive 2003/59/EC, which states "The maximum duration of the e-learning training shall not exceed 12 hours," does not apply to Iceland. * **Driving License Adaptation:** In point 2(e) of Annex II of Directive 2003/59/EC, regarding side 1 of the card, the words "European Union model" are replaced by "EEA model". The authentic texts of Directive (EU) 2018/645 in Icelandic and Norwegian will be published in the EEA Supplement to the Official Journal of the European Union. This decision entered into force on April 30, 2022, following the completion of notifications under Article 103(1) of the EEA Agreement. The decision will be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
