DECISION OF THE EEA JOINT COMMITTEE No 18/2024
of 2 February 2024
amending Annex II (Technical regulations, standards, testing and certification) to the EEA Agreement
[2024/1551]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Implementing Regulation (EU) 2023/962 of 15 May 2023 amending Implementing Regulation
(EU) 2021/1448 as regards the conditions of approval of the low-risk active substance calcium carbonate and
limestone, and amending Implementing Regulation (EU) No 540/2011(1) is to be incorporated into the EEA
Agreement.
(2) Commission Implementing Regulation (EU) 2023/998 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. kurstaki ABTS-351 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(2)is to be incorporated into the EEA Agreement.
(3) Commission Implementing Regulation (EU) 2023/999 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. israelensis strain AM65-52 in accordance with Regulation (EC) No 1107/2009
of the European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(3)is to be incorporated into the EEA Agreement.
(4) Commission Implementing Regulation (EU) 2023/1000 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. aizawai GC-91 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(4)is to be incorporated into the EEA Agreement.
(5) Commission Implementing Regulation (EU) 2023/1001 of 23 May 2023 renewing the approval of the active
substance Bacillus amyloliquefaciens strain QST 713 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(5)is to be incorporated into the EEA Agreement.
(6) Commission Implementing Regulation (EU) 2023/1002 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. aizawai strain ABTS-1857 in accordance with Regulation (EC) No 1107/2009
of the European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(6)is to be incorporated into the EEA Agreement.
(7) Commission Implementing Regulation (EU) 2023/1003 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. kurstaki EG2348 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(7)is to be incorporated into the EEA Agreement.

(9) Commission Implementing Regulation (EU) 2023/1005 of 23 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. Kurstaki SA-12 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(9)is to be incorporated into the EEA Agreement.
(10) Commission Implementing Regulation (EU) 2023/1021 of 24 May 2023 renewing the approval of the active
substance Bacillus thuringiensis subsp. kurstaki PB 54 in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU)
No 540/2011(10)is to be incorporated into the EEA Agreement.
(11) Commission Implementing Regulation (EU) 2023/1436 of 10 July 2023 concerning the non-renewal of the
approval of the active substance dimoxystrobin, in accordance with Regulation (EC) No 1107/2009 of the
European Parliament and of the Council, and amending Commission Implementing Regulation (EU) No 540/2011
and Commission Implementing Regulation (EU) 2015/408(11)is to be incorporated into the EEA Agreement.
(12) Commission Implementing Regulation (EU) 2023/1446 of 12 July 2023amending Implementing Regulation (EU)
No 540/2011 as regards the extension of the approval periods of the active substances 2,5-dichlorobenzoic acid
methylester, acetic acid, aluminium ammonium sulphate, aluminium phosphide, aluminium silicate, calcium
carbide, cymoxanil, dodemorph, ethylene, extract from tea tree, fat distillation residues, fatty acids C7-C20,
flonicamid (IKI-220), gibberellic acid, gibberellins, halosulfuron-methyl, hydrolysed proteins, iron sulphate,
magnesium phosphide, maltodextrin, metamitron, plant oils/clove oil, plant oils/rape seed oil, plant oils/spear mint
oil, pyrethrins, sulcotrione, tebuconazole and urea(12)is to be incorporated into the EEA Agreement.
(13) Commission Implementing Regulation (EU) 2023/1447 of 12 July 2023amending Implementing Regulation (EU)
No 540/2011 as regards the approval periods of the active substances Bacillus pumilus QST 2808 and penflufen(13)
is to be incorporated into the EEA Agreement.
(14) Commission Implementing Regulation (EU) 2023/1488 of 6 July 2023renewing the approval of the low-risk active
substance quartz sand in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the
Council, and amending Commission Implementing Regulation (EU) No 540/2011(14)is to be incorporated into the
EEA Agreement.
(15) Annex II to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Chapter XV of Annex II to the EEA Agreement shall be amended as follows:

(EU) 2023/1446, (EU) 2023/1447 and (EU) 2023/1488 in the Icelandic and Norwegian languages, to be published in the
EEA Supplement to the Official Journal of the European Union, shall be authentic.

Article 3
This Decision shall enter into force on 3 February 2024, provided that all the notifications under Article 103(1) of the EEA
Agreement have been made(*).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
