Executive Summary & Key Takeaways

**Summary:** EEA Joint Committee Decision No. 181/2020, adopted on December 11, 2020, amends Annex I (Veterinary and phytosanitary matters) to the Agreement on the European Economic Area (EEA). The Decision incorporates Commission Implementing Decision (EU) 2020/528, which authorizes laboratories in Brazil, China, South Korea, Thailand, and the United States to conduct serological tests for monitoring the effectiveness of rabies vaccines in dogs, cats, and ferrets, into the EEA Agreement. Specifically, the decision inserts point 107, referencing "32020 D 0528: Commission Implementing Decision (EU) 2020/528" into Part 4.2 of Chapter I of Annex I to the EEA Agreement. This Decision does not apply to Iceland, as specified in paragraph 2 of the Introductory Part of Chapter I of Annex I to the EEA Agreement, regarding legislation concerning live animals other than fish and aquaculture animals. Furthermore, it does not apply to Liechtenstein as long as the Agreement between the European Community and the Swiss Confederation on trade in agricultural products is extended to Liechtenstein, as specified in the sectoral adaptations to Annex I to the EEA Agreement. The Norwegian language text of Implementing Decision (EU) 2020/528 will be published in the EEA Supplement to the Official Journal of the European Union and will be authentic. The Decision entered into force on December 12, 2020, following the completion of all notifications required under Article 103(1) of the EEA Agreement. The Decision was published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union.
