DECISION OF THE EEA JOINT COMMITTEENo 220/2025

amending Annex XX (Environment) to the EEA Agreement [2026/20]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Delegated Regulation (EU) 2025/1253 of 11 February 2025 amending Delegated Regulation
(EU) 2019/1122 supplementing Directive 2003/87/EC of the European Parliament and of the Council as regards the
functioning of the Union Registry(1)is to be incorporated into the EEA Agreement.
(2) Annex XX to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Point 21anb (Commission Delegated Regulation (EU) 2019/1122) of Annex XX to the EEA Agreement is amended as
follows:
1. The following indent is added:
‘— 32025 R 1253: Commission Delegated Regulation (EU) 2025/1253 of 11 February 2025 (OJ L, 2025/1253,
26.6.2025).’
2. The text of adaptation (a) is replaced by the following:
“The issue, transfer and cancellation of allowances concerning the EFTA States and their operators shall be registered
in the Union Registry.
The Central Administrator shall be competent to perform the tasks referred to in paragraphs 1 to 3 of Article 20 of
Directive 2003/87/EC when the EFTA States and their operators are concerned.”
3. The following adaptation is inserted after adaptation (d):
‘(da) In Article 58a(1), the words “or of the EFTA Court” shall be inserted after the words “the Court of Justice of
the European Union”.’
Article 2
The text of Delegated Regulation (EU) 2025/1253 in the Icelandic and Norwegian languages, to be published in the EEA
Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 20 September 2025, provided that all the notifications under Article 103(1) of the
EEA Agreement have been made(*).
