amending Annex XI (Electronic communication, audiovisual services and information society) to the
EEA Agreement [2023/47]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Implementing Regulation (EU) 2015/1501 of 8 September 2015 on the interoperability framework
pursuant to Article 12(8) of Regulation (EU) No 910/2014 of the European Parliament and of the Council on
electronic identification and trust services for electronic transactions in the internal market(1), as corrected by
OJ L 28, 4.2.2016, p. 18, is to be incorporated into the EEA Agreement.
(2) Commission Implementing Regulation (EU) 2015/1502 of 8 September 2015 on setting out minimum technical
specifications and procedures for assurance levels for electronic identification means pursuant to Article 8(3) of
Regulation (EU) No 910/2014 of the European Parliament and of the Council on electronic identification and trust
services for electronic transactions in the internal market(2)is to be incorporated into the EEA Agreement.
(3) Commission Implementing Decision (EU) 2015/296 of 24 February 2015establishing procedural arrangements for
cooperation between Member States on electronic identification pursuant to Article 12(7) of Regulation (EU)
No 910/2014 of the European Parliament and of the Council on electronic identification and trust services for
electronic transactions in the internal market(3)is to be incorporated into the EEA Agreement.
(4) Commission Implementing Decision (EU) 2015/1984 of 3 November 2015defining the circumstances, formats and
procedures of notification pursuant to Article 9(5) of Regulation (EU) No 910/2014 of the European Parliament and
of the Council on electronic identification and trust services for electronic transactions in the internal market(4)is to
be incorporated into the EEA Agreement.
(5) Annex XI to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
The following points are inserted after point 5le (Commission Implementing Decision (EU) 2016/650) of Annex XI to the
EEA Agreement:

Article 2
The texts of Implementing Regulations (EU) 2015/1501, as corrected by OJ L 28, 4.2.2016, p. 18, and (EU) 2015/1502 and
Implementing Decisions (EU) 2015/296 and (EU) 2015/1984 in the Icelandic and Norwegian languages, to be published in
the EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 28 September 2019, provided that all the notifications under Article 103(1) of the
EEA Agreement have been made(*).
Article 4
This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
