DECISION OF THE EEA JOINT COMMITTEENo 62/2026
of 20 March 2026
amending Annex I (Veterinary and phytosanitary matters) to the EEA Agreement [2026/1256]
THE EEA JOINT COMMITTEE,
Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98
thereof,
Whereas:
(1) Commission Implementing Regulation (EU) 2025/2491 of 10 December 2025 concerning the authorisation of a
preparation of 25-hydroxycholecalciferol produced with Saccharomyces cerevisiaeCBS 146008 as a feed additive for all
animal species except poultry, pigs and ruminants(1)is to be incorporated into the EEA Agreement.
(2) Commission Implementing Regulation (EU) 2025/2497 of 10 December 2025 concerning the authorisation of
preparations of Enterococcus faecium DSM 33761, Pediococcus acidilactici DSM 33758, Bifidobacterium animalis DSM
16284, Limosilactobacillus reuteriDSM 33751 and Ligilactobacillus salivariusDSM 16351 as a feed additive for poultry
for fattening and reared for laying or reproduction (holder of authorisation: Biomin GmbH)(2)is to be incorporated
into the EEA Agreement.
(3) Commission Implementing Regulation (EU) 2025/2500 of 11 December 2025 concerning the authorisation of a
preparation of Bacillus velezensis NRRL B-67647, Bacillus pumilus NRRL B-67648 and Bacillus licheniformis NRRL
B-67649 as a feed additive for poultry for fattening and ornamental birds (holder of authorisation: S.I.Lesaffre)(3)is
to be incorporated into the EEA Agreement.
(4) Commission Implementing Regulation (EU) 2025/2502 of 11 December 2025 concerning the authorisation of a
preparation of protease produced with Bacillus subtilis CBS 148232 and viable spores of Bacillus velezensis NRRL
B-50508, Bacillus velezensisNRRL B-50509 and Bacillus subtilisNRRL B-50510 as a feed additive for pigs for fattening
of all Suidae species and weaned piglets of minor Suidae species (holder of authorisation: Genencor International
B.V.)(4)is to be incorporated into the EEA Agreement.
(5) Commission Implementing Regulation (EU) 2025/2503 of 11 December 2025 concerning the authorisation of a
preparation of endo-1,4-beta-xylanase, endo-1,4-beta-glucanase and xyloglucan-specific-endo-beta-1,4-glucanase
produced with Trichoderma citrinoviride DSM 33578 as a feed additive for poultry other than poultry for fattening,
poultry reared for laying and reared for breeding and porcine species other than sows of all Suidae species (holder of
authorisation: Huvepharma EOOD)(5)is to be incorporated into the EEA Agreement.
(6) Commission Implementing Regulation (EU) 2025/2505 of 11 December 2025 concerning the authorisation of
guanidinoacetic acid and a preparation of guanidinoacetic acid as feed additives for weaned piglets and pigs for
fattening in water for drinking and for turkeys for fattening and reared for breeding in feed and water for drinking
(holder of authorisation: Alzchem Trostberg GmbH), and amending Implementing Regulation (EU) 2023/2628(6)is
to be incorporated into the EEA Agreement.

(7) Commission Implementing Regulation (EU) 2025/2511 of 11 December 2025 concerning the authorisation of a
preparation of Bacillus paralicheniformisDSM 33902 and Bacillus subtilisDSM 33903 as a feed additive for ruminants
for milk production/reproduction (holder of authorisation: Chr. Hansen A/S)(7)is to be incorporated into the EEA
Agreement.
(8) Commission Implementing Regulation (EU) 2025/2513 of 11 December 2025 concerning the authorisation of
copper(II)-betaine complex as a feed additive for all animal species(8)is to be incorporated into the EEA Agreement.
(9) Commission Implementing Regulation (EU) 2025/2543 of 11 December 2025 concerning the denial of the renewal
of the authorisation of Patent Blue V as a feed additive for non-food producing animals and repealing Implementing
Regulation (EU) No 643/2013(9)is to be incorporated into the EEA Agreement.
(10) Implementing Regulation (EU) 2025/2543 repeals Implementing Regulation (EU) No 643/2013(10), which is
incorporated into the EEA Agreement and which is consequently to be repealed under the EEA Agreement.
(11) This Decision concerns legislation regarding feedingstuffs. Legislation regarding feedingstuffs shall not apply to
Liechtenstein as long as the application of the Agreement between the European Community and the Swiss
Confederation on trade in agricultural products is extended to Liechtenstein, as specified in the sectoral adaptations
to Annex I to the EEA Agreement. This Decision is therefore not to apply to Liechtenstein.
(12) Annex I to the EEA Agreement should therefore be amended accordingly,
HAS ADOPTED THIS DECISION:
Article 1
Chapter II of Annex I to the EEA Agreement is amended as follows:
1. The following is added in point 527 (Commission Implementing Regulation (EU) 2023/2628):
‘, as amended by:
— 32025 R 2505: Commission Implementing Regulation (EU) 2025/2505 of 11 December 2025 (OJ L,
2025/2505, 12.12.2025).’
2. The following points are inserted after point 687 (Commission Implementing Regulation (EU) 2025/2176):
‘688. 32025 R 2491: Commission Implementing Regulation (EU) 2025/2491 of 10 December 2025 concerning
the authorisation of a preparation of 25-hydroxycholecalciferol produced with Saccharomyces cerevisiaeCBS
146008 as a feed additive for all animal species except poultry, pigs and ruminants (OJ L, 2025/2491,
11.12.2025).
689. 32025 R 2497: Commission Implementing Regulation (EU) 2025/2497 of 10 December 2025 concerning

the authorisation of guanidinoacetic acid and a preparation of guanidinoacetic acid as feed additives for
weaned piglets and pigs for fattening in water for drinking and for turkeys for fattening and reared for
breeding in feed and water for drinking (holder of authorisation: Alzchem Trostberg GmbH), and amending

694. 32025 R 2511: Commission Implementing Regulation (EU) 2025/2511 of 11 December 2025 concerning
the authorisation of a preparation of Bacillus paralicheniformisDSM 33902 and Bacillus subtilisDSM 33903 as
a feed additive for ruminants for milk production/reproduction (holder of authorisation: Chr. Hansen A/S)
(OJ L, 2025/2511, 12.12.2025).
695. 32025 R 2513: Commission Implementing Regulation (EU) 2025/2513 of 11 December 2025 concerning
the authorisation of copper(II)-betaine complex as a feed additive for all animal species (OJ L, 2025/2513,
12.12.2025).
696. 32025 R 2543: Commission Implementing Regulation (EU) 2025/2543 of 11 December 2025 concerning
the denial of the renewal of the authorisation of Patent Blue V as a feed additive for non-food producing
animals and repealing Implementing Regulation (EU) No 643/2013 (OJ L, 2025/2543, 12.12.2025).’
3. The text of point 91 (Commission Implementing Regulation (EU) No 643/2013) is deleted.
Article 2
The texts of Implementing Regulations (EU) 2025/2491, (EU) 2025/2497, (EU) 2025/2500, (EU) 2025/2502,
(EU) 2025/2503, (EU) 2025/2505, (EU) 2025/2511, (EU) 2025/2513 and (EU) 2025/2543 in the Icelandic and
Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union, shall be authentic.
Article 3
This Decision shall enter into force on 21 March 2026, provided that all the notifications under Article 103(1) of the EEA
Agreement have been made(*).

This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European
Union.
