on the appointment of the Special Training Commander for the European Union Military Assistance
Mission in support of Ukraine (EUMAM Ukraine) (EUMAM Ukraine/2/2022)
THE POLITICAL AND SECURITY COMMITTEE,
Having regard to the Treaty on European Union, and in particular Article 38 thereof,
Having regard to Council Decision (CFSP) 2022/1968 of 17 October 2022 on a European Union Military Assistance
Mission in support of Ukraine (EUMAM Ukraine)(1), and in particular Article 5(1) thereof,
Whereas:
(1) On 17 October 2022, the Council adopted Decision (CFSP) 2022/1968 on a European Union Military Assistance
Mission in support of Ukraine (EUMAM Ukraine).
(2) Article 2(3) of Decision (CFSP) 2022/1968 provides that a Member State is to make available a multinational Special
Training Command (ST-C) which is to command training activities on its soil.
(3) Pursuant to Article 5(1) of Decision (CFSP) 2022/1968 the Council authorised the Political and Security Committee
(PSC) to take the relevant decisions, in accordance with Article 38 of the Treaty on European Union, on the
appointment of the EU Commanders for EUMAM Ukraine, including the Special Training Commander.
(4) On 21 October 2022, the EU Mission Commander recommended the appointment of Lieutenant General Andreas
MARLOW as the Special Training Commander.
(5) On 24 October 2022, the EU Military Committee supported that recommendation.
(6) A decision should be taken on the appointment of Lieutenant General Andreas MARLOW as the Special Training
Commander for EUMAM Ukraine as from 27 October 2022,
HAS ADOPTED THIS DECISION:
Article 1
Lieutenant General Andreas MARLOW is hereby appointed as the Special Training Commander for the European Union
Military Assistance Mission in support of Ukraine (EUMAM Ukraine) as from 27 October 2022.
Article 2
This Decision shall enter into force on the date of its adoption.
