NOTIFICATION
The draft of the Karnataka Education Department Services (Department of
Public Instructions) (Recruitment) (Special) Rules 2022, which the Government of
Karnataka proposes to make in exercise of the powers conferred by sub-section (1)
of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978
(Karnataka Act 14 of 1990) is hereby published on 21st Jan 2022 as required by
clause (a) of sub-section (2) of section 3 of the said Act, for the information of all
the persons likely to be affected thereby and notice was given that the said draft
will be taken into consideration after fifteen days from the date of its publication in
the official Gazette. After its publication in the Official Gazette the suggestions and
objections received from the affected persons and general public have been
examined and considered.
Now, therefore in exercise of the powers, Karnataka Education Department
Services (Department of Public Instructions) (Recruitment) Rules,1967, which the
Government of Karnataka proposes to make the amendment conferred by sub
section (1) of section 3 read with section 8 of the Karnataka State Civil Services
Act, 1978 (Karnataka Act 14 of 1990), hereby makes the following rules , namely:-
SPECIAL RULES
1. Title, commencement and application.- (1) These rules may be called
the Karnataka Education Department Services (Department of Public Instructions)
(Recruitment) (Special) Rules, 2022.
(2) They shall come into force from the date of their final publication in the
Official Gazette.
(3) Notwithstanding anything contained in the Karnataka Civil Services
(General Recruitment) Rules, 1977 or in the Karnataka Education Department
Services (Department of Public Instructions) (Recruitment) Rules, 1967 or any
other rules of recruitment relating to the categories of posts specified in the
Schedule made or deemed to have been made under the Karnataka State Civil
Services Act, 1978 (Karnataka Act 14 of 1990):
Provided that, nothing in these rules shall apply to more than one recruitment.12
2. Definitions.- (1) In these rules unless the context otherwise requires,-
(a) "Selection and Appointing Authority" means, the Deputy Director of
public instructions of the respective educational districts;
(b) “Examination Authority” means, the Centralised Admission cell, K.G
Road, Bengaluru Constituted under Government Order No. No.ED
399 PBS 2017(2) dated :22.08.2017
(c) “Qualifying Examination” means, the minimum qualification for
recruitment to the post specified in the schedule;
(d) "Schedule" means a Schedule appended to these rules; and
(e) "Vacancies" means the number of vacant posts as specified in the
schedule to be filled up under these rules.
(2) Words and expressions used but not defined in these rules shall have the
same meaning assigned to them in the Karnataka Civil Services (General
Recruitment) Rules, 1977 or in the Karnataka Education Department Services
(Department of Public Instructions) (Recruitment) Rules, 1967.
3. Age Limit.- Candidate must have attained the age of 21 years and must
not have exceeded the age of:
(i) Forty-Seven years in case of a candidate belonging to the
Scheduled Caste or Scheduled Tribe or category-I or a candidate
belonging to the category of persons with disability.
(ii) Forty-Five years in case of a candidate of other Backward Classes
namely;-
(a) Category IIA;
(b) IIB;
(c) IIIA; and
(d) IIIB.
(iii) Forty Two Years in others.
Provided that, relaxation of age limit provided in sub-rule (2) and (3) of rule 6
of the Karnataka Civil Services (General Recruitment) Rules, 1977 shall apply for
recruitment under these rules.
4. Examination Authority.- The Centralised Admission Cell, Bengaluru being
the Examination Authority is functioning under an advisory committee consisting
of,-
(i) The Commissioner for Public Instruction - Chairperson;
(ii) The Director (Primary Education) of Public Instruction - Member;
(iii) The Director (Secondary Education) of Public Instruction - Member;
(iv) The Director, Department of State Educational Research and Training -
Member;
(v) The Special Officer, Centralised Admission Cell - Member Secretary;13
(vi) The State Informatics Officer, NIC, Bengaluru - Member;
(vii) The Deputy Director(Primary Education), Commissioner’s Office,
Bengaluru - Member; and
(viii) Two Principals from DIET and two DDPIs from Educational Districts
nominated by The Commissioner - Members.
5. Mode of Recruitment.- (1) The selection of candidates under these rules
shall be made by the Selection Authority in the manner specified below.
(a) The Deputy Director of Public Instruction of the respective educational
district or such other officers as the State Government may by order specify in this
behalf (hereinafter referred to as the selection authority) after taking into
consideration number of vacancies available in the concerned educational district
for each of the categories of post specified in serial number 66-A, at item (i) to
(iii) of column (2) of the schedule to the Karnataka Education Department
Services (Department of Public Instructions) (Recruitment) Rules, 1967 and
mediums of instructions shall give wide publicity by publishing the Notification in
the Official Gazette and also advertising in at least two leading newspapers having
wide circulation In the state inviting eligible candidates to apply in the form and
manner specified for the purpose along with such fees as may be specified therein
for the purpose of recruitment under these rules.
(b) The Selection Authority with the assistance of the Examination Authority
shall conduct a competitive examination in accordance with the procedure to be
specified by the Government. The Selection Authority shall provide all necessary
details in respect of competitive examination such as syllabus, the date, time and
place, etc. in the notification.
(c) The competitive examinations for the respective three categories of post
specified at serial number 66-A, at item (i) to (iii) of column (2) of the schedule
to the Karnataka Education Department Services (Department of Public
Instructions) (Recruitment) Rules, 1967 and for different mediums of
instructions may contain additional papers or sections as may be notified by the
Government.
6. Selection Criteria.- (1) The Selection Authority shall from out of the list
of eligible candidates prepare in the order of merit separate lists of candidates for
each of the categories of posts belonging to notified subjects and mediums of
instruction on the basis of derived percentages of marks secured in competitive
examination, Teacher Eligibility Test, Graduate Degree Course and Teacher
Education course with following weightages in the following manner, namely:-
(a) In case of a candidate with Diploma in Elementary Education or
Bachelor in Education or Diploma in Special Education or Bachelor in Special
Education, the weightages shall be as follows, namely:-
(i) 0.50 for percentage of marks secured in the competitive examination;
(ii) 0.20 for percentage of marks secured in the Teacher Eligibility Test;14
(iii) 0.20 for percentage of marks secured in the Graduate Degree; and
(iv) 0.10 for percentage of marks secured in the Teacher Education course.
(b) In case of a candidate having Four-Year Graduate Degree in Teacher
Education Course,
(i) 0.50 for percentage of marks secured in the Competitive Examination;
(ii) 0.20 for percentage of marks secured in the Teacher Eligibility Test;
(iii) 0.30 for percentage of marks secured in the four year B.El.Ed. Or
B.A/BSc.Ed Or BA.Ed Or BSc.Ed. Graduate Degree.
(2) If the derived percentage after applying the above weightages for two or more
candidates are equal, the order of merit in respect of such candidates shall be fixed
on the basis of their age, the elder in age being placed above the younger.
7. Reservation of Posts.- The reservation of posts shall be in accordance
with the norms and extent provided under rule 9 of the Karnataka Civil Service
(General Recruitment) Rules, 1977, extant orders of the Government and extant
laws, including the following.
(i) current orders of the State Government relating to reservation of posts for
the persons belonging to scheduled castes, scheduled tribes and other
backward classes;
(ii) provisions of the Karnataka Reservation of posts (in the Civil Services of
the State) for rural candidates Act, 2000;
(iii) norms and extent specified under rule 9 of the Karnataka Civil Service
(General Recruitment) Rules, 1977 for reservation for persons with
bench mark disability and ex-service men;
(iv) norms and extent specified in Government notification No.
DPAR.252.SRR.2020(P-1). dated: 07-07-2021 for persons
rehabilitated under project scheme;
(v) not less than fifty percent of the vacancies shall be filled up by women
candidates in each category; and
(vi) not less than one percent of the vacancies shall be filled up by the
transgender candidates in each category.
8. Selection List.- (1) Before publishing the provisional list of selected
candidates, the selection authority may call candidates in order of merit for
purpose of verification of records up to two times of the number of notified posts.
(2) After verification of records, the selection authority shall publish a
provisional list consisting of candidates equal to the number of vacancies notified.
(3) Thereafter, the main list of selected candidates equal to the number of
vacancies notified shall be published after considering objections, if any received,
to the provisional list.15
(4) The Selection Authority shall as far as possible consider the option
exercised by the candidate with regard to selection to a particular category of post
at the time of recruitment.
(5) Candidates whose names are included in the main list prepared in the
manner indicated above may be appointed by the Appointing Authority in the
vacancies in the order in which their names are arranged in the list, after satisfying
itself after such enquiry as may be considered necessary that each of the candidate
is suitable in all respects for appointment.
9. Additional Selection List.- (1) The appointing authority shall, in the
manner the selection list is prepared under rule 8, prepare an additional list
of candidates not included in the selection list. The appointing authority may
issue orders of appointment to the candidates from the additional list
prepared by it, to the extent the candidates from the final list do not report
to duty within the specified or extended period of joining time. In such a case,
a candidate to be issued orders of appointment from the additional list shall
belong to the same category of vertical and horizontal reservation to which
the candidate who did not report for duty belonged.
(2) The total number of candidates to be included in an additional list
prepared under clause (1) shall not exceed twenty percent of the total number
of the candidates included in the list prepared under rule 8.
(3) An additional list prepared by the Appointing Authority under sub-
rule (1) shall cease to be operative for a period of two years from the date of
its publication or on or before the date of publication of a list prepared on the
basis of next selection whichever is earlier.
(4) The candidate whose names are included in the additional list
prepared under sub-rule (1) may be similarly appointed only in case and to
the extent of candidate whose names are included in the final list and to
whom order of appointment has been issued do not assume charge of the post
to which they are appointed by the appointing authority within the joining
time prescribed.
10. Appointment of Candidates.- (1) Candidates whose names are included
in the list prepared under rule 8 may be appointed by the appointing authority in
the vacancies in the order in which their names are found in the list after satisfying
itself after such enquiry as it may consider necessary that each of the candidates
is suitable in all respects for appointment.
(2) The inclusion of name of a candidate in the list published under rule 8
shall not confer any right of appointment.
11. Application of Other rules.- The Karnataka Civil Services
(Classification, Control and Appeal) Rules, 1957, the Karnataka Civil Services
(Conduct) Rules, 2021 and all other rules for the time being in force regulating the
conditions of service of Government Servants made or deemed to have been made
under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in16
so far as such rules are not inconsistent with the provisions of these rules shall be
applicable to the selection made and to the persons appointed under these rules.

(2) Pass in Teacher Eligibility Test conducted by the
Government of Karnataka or Government of India
For the post of Graduate Primary Teacher
(Language), a candidate must have,-
(a) studied both the concerned language and also
one of the following subjects (other than the
concerned language) as optional subjects for three
years in the Graduate degree namely,
Kannada/English/Hindi/Marathi/Urdu/Telugu/Ta17
mil/Malyalam/Konkani/Sanskrit/History/Economi
cs/ Political Science/ Geography/ Sociology;
(b) Graduates must have scored minimum fifty
percent of aggregate marks in graduation
and
Done Practice teaching/ method of teaching at least
in the concerned language in Diploma or Bachelor
Degree course in Teacher Education.
For post of Graduate Primary Teacher
(Mathematics and Science), candidates shall be :
(a) Graduate who have studied mathematics,
Physics compulsorily for three years in the Graduate
degree along with Chemistry/Computer Science/
Electronics/ Statistics/Geology as the third
optional subject for three years in the Graduate
degree.
Or
Engineering Graduates other than Graduates in
Architecture who have studied Mathematics in First
Three/Four Semesters and Applied Mathematics in
rest of the Semesters.
(b)Graduates must have scored minimum Fifty
percent of aggregate marks in graduation.
Engineering Graduates must have scored minimum
of Fifty Percent aggregate marks in Mathematics and
Applied Mathematics separately;
and
(c) done practice teaching/ method of teaching at
least in one of these three subjects in Diploma or
Bachelor Degree course in Teacher Education.
For the post of Graduate Primary Teacher
(Biological Sciences) (These posts shall be existent
in the Schools allotted with more than one Science
and Mathematics post based on the defined Pupil :
Teacher ratio. In such instances the second post
shall be of the above nomenclature), candidates
shall be :
(a) Graduates who have studied Chemistry
compulsorily for three years in the Graduate
degree and any of the two subjects from among18
Botany/Zoology/Sericulture/Environmental
Science/Genetics/Biotechnology /Microbiology
for three years in the Graduate degree.
(b) Graduates shall have scored minimum Fifty
percent of aggregate marks in graduation.
and
(c) done practice teaching/ method of teaching at
least in one of these three subjects in Diploma or
Bachelor Degree course in Teacher Education.
For post of Graduate Primary Teacher (Social
Studies), a candidate shall have:
Studied two subjects as optional subjects for three
years in the Graduate Degree as detailed below:
(a)Either both subjects from Social Studies group of
History/Economics/ Geography/ Political Science.
Or
(b)one subject from Social Studies group of
History/Economics/Geography/PoliticalScience/
Sociology and one subject from Language group of
Kannada/ English/ Hindi/ Marathi/ Urdu/ Telugu/
Tamil/ Konkani/Sanskrit/Malyalam.
and
(c)Graduates shall have scored minimum Fifty
percent of aggregate marks in graduation
and
(d) done practice teaching/ method of teaching at
least in one of the subjects in Social Studies group
in Diploma or Bachelor Degree course in Teacher
Education.
(e) It is integrated in the rules to consider the two
subjects in the school curriculum which is studied
optionally in the Degree.
Any other Higher or additional qualification
prescribed by extant regulations of National Council
for Teacher Education.
Note:
For the purposes of these rules,
(i) For candidates with Integrated Four-year
Bachelor Degree in Teacher Education, the
requirement of study of relevant subjects as
optional subjects will be without the requirement

(ii) A Diploma or Bachelor Degree course in
Elementary Education or Bachelor Degree
course in Education recognized by the National
Council for Teacher Education (NCTE) only shall
be considered.
(iii) A Degree course in Special Education of
teachers has to recognized by the Rehabilitation
council of India (RCI).
