(यूआईडीएआई) के साथ परामिा के पश्चात, अपन ेदिनांक 15.12.2022 के पत्र संख्या 13(16)/2022-ईिी-II के अधीन श्रम

सुिासन के जलए आधार अजधप्रमाणन (समाि कल्याण, निाचार, ज्ञान) जनयम, 2020 (जिसे इसमें इसके पश्चात उि जनयम
कहा गया ह)ै के जनयम 3 के उप-जनयम (1) के अधीन जिजहत उद्देश्यों के जलए कमाचारी राज्य र्ीमा जनगम (ईएसआईसी) को
प्रमाणीकरण करन े और आधार संख्या धारक की पहचान स्ट्थाजपत करन े के जलए प्रमाणीकरण के िौरान आधार संख्या के
उपयोग की अनुमजत िी िा सकती ह ै और इसे आधार (जित्तीय और अन्य सहाजयदकयों, प्रसुजिधाओं और सेिाओं का लजक्षत
पररिान) अजधजनयम, 2016 की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के साथ परित उि जनयमों के जनयम
5 के अधीन इस ेअजधसूजचत दकया िा सकता ह।ै
और, उि जनयमों के जनयम 3 के उप-जनयम (1) के अधीन यथा जिजहत, सुिासन और सामाि कल्याण लाभों के
अपव्यय की रोकथाम सुजनजश्चत करन े (जिसे इसमें इसके पश्चात उि उद्देश्य कहा गया ह)ै के जलए जडजिटल प्लेटफामों के
उपयोग हते ुआधार प्रमाणीकरण दकया िाएगा और उि उद्देश्य के जलए आधार प्रमाणीकरण का जनष्पािन स्ट्िैजछिक आधार
पर होगा और कमाचारी राज्य र्ीमा जनगम केिल सिाियी प्रसुजिधा पाने िाले को सामाजिक सुरक्षा लाभ प्रिान करने साथ

अतः अर्, श्रम और रोिगार मत्रं ालय, उि अजधजनयम की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के
साथ परित उि जनयमों के जनयम 5 के अनुसरण में और भारत सरकार, श्रम और रोिगार मंत्रालय की अजधसूचना संख्यांक
का.आ. 230(अ), तारीख, 13 िनिरी, 2023 द्वारा भारत के रािपत्र, भाग 2, खंड 3, उप-खंड (ii) म ें तारीख 13 िनिरी,
2023 को प्रकाजित अजधसूचना को उन र्ातों के जसिाय अजधिांत करते हुए, जिन्ह,ें ऐस े अजधिमण स े पूि ा दकया गया ह ैया
करने का लोप दकया गया ह,ै जनम्नजलजखत को अजधसूजचत करता है, अथाात् -
1. (1) अजधजनयम म ेंयथा उपर्ंजधत कमाचारी राज्य र्ीमा जनगम, इसमें प्रमाणीकरण के प्रयोिन हते ु आधार संख्या
धारक की सहमजत प्राप्त करेगा।
(2) उि जनयमों के जनयम 3 के उप-जनयम (2) के अनुसार, आधार प्रमाणीकरण स्ट्िैजछिक आधार पर होगा।
कमाचारी राज्य र्ीमा जनगम, पहचान के िैकजल्पक और यिहाया साधनों के र्ारे में आधार संख् या धारक को
सूजचत करेगा और आधार अजधप्रमाजणत करने स ेमना करने या असमथ ाहोने पर आधार संख् या धारक को दकसी
भी सेिा से मना नहीं करेगा, अथाात्:-

ख. पैन काड ा
ग. ड्राइविंग लाइसेन्स
2. यह अजधसूचना, िासकीय रािपत्र में इसके प्रकािन की तारीख से प्रभािी होगी।

NOTIFICATION
New Delhi, the 19th August, 2025
S.O. 3792(E).— WHEREAS the use of Aadhaar number to establish identity enables individuals to receive
subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents
to establish identity, simplifies processes and promotes transparency and efficiency:
AND WHEREAS, the Ministry of Electronics and Information Technology, Government of India, after
consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. 13(16)/2022-EG-
II, dated 15.12.2022 to the Ministry of Labour and Employment (hereinafter referred to as the said Ministry),
Government of India for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the
Employees’ State Insurance Corporation is allowed to perform authentication and be permitted the use of Aadhaar
number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of
the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act):
AND WHEREAS, the Aadhaar authentication shall be performed for usage of digital platforms to ensure good
governance and prevention of dissipation of social welfare benefits (hereinafter referred to as the said purpose) as
prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said
purpose shall be on voluntary basis and that Employees State Insurance Corporation shall perform the Aadhaar
authentication only for delivery of social security benefits to bona-fide beneficiaries as well as to ensure good
governance and effective administration of scheme mechanism [hereinafter referred to as the use cases].
NOW, THEREFORE, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-
section (4) of section 4 of the said Act and in supersession of the notification of the Government of India, Ministry of
Labour and Employment vide Number S.O. 230(E), dated the 13th January, 2023, published in the Gazette of India, Part
II, Section 3, Sub-Section (ii), dated the 13th January, 2023, except as respects things done or omitted to be done before
such supersession, the Ministry of Labour and Employment hereby notifies the following, namely: -
1. (1) The Employees’ State Insurance Corporation, as provided in the said Act, shall obtain the consent of the Aadhaar
number holder for the purpose of authentication herein.[भाग II—खण् ड 3(ii)] भारत का रािपत्र असाधारण 3
(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication shall be on voluntary basis. The Employees’
State Insurance Corporation shall inform to the Aadhaar number holder of alternate and viable means of identification
and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar
authentication, namely:-
(a) Passport;
(b) PAN card; and
(c) Driving license.
2. This notification shall come into force with effect from the date of its publication in the Official Gazette.
